Box 711 (City Hall, 400 Grand Avenue) South San Francisco, California 94083 Meeting to be held at: MUNICIPAL SERVCIES BUILDING COUNCIL CHAMBERS 33 ARROYO DRIVE SOUTH SAN FRANCISCO, CA WEDNESDAY, APRIL 5, 2017 6:30 p.m. Call to Order. Time: 6:32 p.m. Roll Call. PRESENT: Committee Members Alcalde, Tzang and Wong, Vice Chairman Zemke and Chairman Brosnan. Public Comments — None. MATTERS FOR CONSIDERATION 1. Report Transmitting Measure W Fiscal year 2016 -17 Revenues and Expenditures through March 31, 2017. (Richard Lee, Director of Finance) Finance Director Lee presented the 2016 -17 Measure W Revenue and Expenditures. He indicated transaction details were attached to the staff report for the Committee's review and information. He provided an updated projection based on tax information. In response to Member Alcalde, Finance Director Lee stated the Committee could discuss pensions at its next meeting. 2. Report regarding 5 -Year Paving Plan update. (Eunejune Kim, Public Works Director) Public Works Director Kim presented the item summarizing the Pavement Management Plan. He stated the City was spending $18 million over the next five years and the recent projects brought the City's Pavement Condition Index (PCI) to 75. He referenced the table of proposed expenditures on page 2 of the report. He discussed projected funds received from gas tax and Measure A for handicapped accessibility. He stated the 5 -year projection accounted for annual increases and construction cost estimates would be updated based on bids. He stated Measure A passed in 2012. Finance Director Lee stated Measure A funds expired in 2025 and had not merged with Measure K. He explained that Measure A was a half -cent sales tax for transportation needs. Member Alcalde asked the status of review for the updated EIR for the Civic Campus site and how traffic was being addressed. Finance Director Lee anticipated the information to be brought back to the Committee in the next couple months. Member Alcalde asked if there was a schedule for the Civic Center design to construction. Finance Director Lee anticipated the schedule would be available in the next couple months and bonds were project or issuance in FY 18 -19 to issue bonds. In response to Member Wong, Deputy City Clerk Rodriguez stated an item would be presented to Council on April 12, 2017, with the recommendation to appoint Luis Alberto Fernandez De Paz as a full member of the Committee.
