Motion to approve the minutes from the meetings of October 19, 2016 and December 7, 2016.
Member Zemke recommended changes to Page 2 of the October 19, 2016 minutes to indicate
"residents identified the following priorities for the use of Measure W, General Funds consistent with
the language of Measure W."
MOTION
Member Vice Chair Zemske moved and Member Tzang seconded a motion to approve the minutes of
October 19, 2016 and December 7, 2016. The motion carried 4 -0, Member Wong absent.
2. Motions to appoint the Measure W Citizens' Oversight Committee 2017 Chairperson and
Vice Chairperson. (Krista Martinelli, City Clerk and Margaret Roberts, Acting City Clerk)
Deputy City Clerk Rodriguez presented the staff report.
City Attorney D'Andrea distributed suggested procedures.
Motion - Member Alcalde / Second - Member Zemke: to appoint Mike Brosnan as Chair.
Approved by voice vote:
Yes: 4 - Chairperson Brosnan, Vice Chair Zemke, Tzang and Alcalde
Absent: 1 - Wong

Report transmitting Measure W transaction detail reports for Fiscal Year 2016 -17 from July
through December 2016. (Richard Lee, Director of Finance)
Finance Director Lee presented the staff report.

satisfactory.

4. Report regarding a resolution approving the Measure W Revenue and Expenditure Review
Calendar. (Richard Lee, Director of Finance)

Expenditure Review Calendar.
Finance Director Lee presented the item explaining the 3 -month lag time between the assessment
period and when the City received the cash.
Member Alcalde asked about the Amazon sound system for $465. Finance Director Lee stated he
would research the matter and provide a memo to the Committee.
Motion - Alcalde / Second - Vice Chair Zemke: that this Resolution, RES 01 -2017, be adopted.

5. Measure W Community Civic Campus project update. (Marian Lee, Assistant City Manager
and Dolores Montenegro, Kitchell)
Assistant City Manager Lee presented the staff report summarizing the proposed Community Civic
Campus, project costs, site plan options, and process for spending funds.

In response to Member Alcalde, Finance Director Lee discussed the City's financial advisor and
revenue bonds.
Assistant City Manager Lee explained why the location over Bart was selected. She explained the
organizational chart for the project and multi -cross departmental effort. She explained program
management services provided by Kitchell. She reviewed the completed tasks and benchmarks. She
anticipated the design and construction for 2018 -2020 but the schedule would be more solid once the
builder was on board.
In response to Member Alcalde, Assistant City Manager Lee explained the procurement process
beginning with the request for qualifications (RFP), bids, shortlist, interviews and presentation to
Council. She discussed the on -call consultants for soil and survey work.
In response to Chair Brosnan, Assistant City Manager Lee discussed the area plan approved by
Council. She discussed the potential Oak Avenue extension.
In response to Member Tzang, Assistant City Manager Lee explained the land acquisitions.
In response to Member Tzang, Assistant City Manager Lee stated the Council determined how the
Measure W funds would be used. She stated the CIP program with Measure W funds had not yet been
set but would be a City Council decision. Finance Director Lee confirmed that only the City Council
had the authority to appropriate City funds. He stated $300,000 in the current CIP for five -year paving
project was coming from Measure W funds. Assistant City Manager Lee stated Measure W funds had
been allocated to the Civic Campus project and paving program. She explained the environmental
documents, public input opportunities and outreach.
Finance Director Lee explained the $465 charge for a teleconference phone in consultant's office in
the parking garage.
