Box 711 (City Hall, 400 Grand Avenue) South San Francisco, California 94083 Meeting to be held at: CITY HALL, CITY MANAGER'S CONFERENCE ROOM 400 GRAND AVENUE SOUTH SAN FRANCISCO, CA WEDNESDAY, SEPTEMBER 20, 2017 10:00 a.m. Call to Order. Time: 10:06 a.m. Roll Call. PRESENT: Councilmembers Addiego and Garbarino PUBLIC COMMENTS Cynthia Marcopulos stated she supported Measure W but expressed concern with the space allotted for Parks and Recreation classrooms. She discussed the needs for Zumba and Pilate classes. Dolores Montenegro discussed preliminary programming and indicated one of the first tasks of the architectural team was to engage the community in determining needs and vet and confirm the preliminary program. Assistant City Manager Lee stated the preliminary program included four large classrooms, two medium classrooms, one large dance studio and one medium dance studio. Cynthia Marcopulos stated the preliminary plan did not include enough space. Mina Richardson asked how often the subcommittee meetings occurred and if there was a schedule. She asked the proposed cost of the civic center. City Manager Futrell stated the meetings were as necessary and would be more frequent since more robust programming was being considered. He stated the proposed cost would be covered later in the meeting. MATTERS FOR CONSIDERATION 1. Motion to approve the Minutes from the meetings of March 15, 2017. MOTION Councilmember Addiego moved and Councilmember Garbarino seconded a motion to approve the minutes of the March 15,2017 meeting. The motion carried unanimously. 2. Report regarding update on the Measure W Community Civic Campus Master Architect procurement process. (Marian Lee, Assistant City Manager and Dolores Montenegro, Kitchell Program Manager) Assistant City Manager Lee introduced Dolores Montenegro, Kitchell Program Manager. She stated the staff report outlined the process, tasks completed to date, Request for Qualifications (RFQ) and Request for Proposals (RFP). Dolores Montenegro, Kitchell, described the process of reviewing the nine RFQs, interviews and determination of the top two candidate firms. She discussed tours of facilities scheduled for October 13, 2017. She stated negotiations would begin once the top firm was selected. Councilmember Garbarino asked when the bus tour would conclude. Ms. Montenegro anticipated an 8:30 a.m. departure time to tour the ELS facilities, returning by noon to conduct a virtual tour with the Smith Group, concluding between 2:30 p.m. to 3:00 p.m. City Manager Futrell stated the RFQs were available for review and additional firms could be added for consideration. Ms. Montenegro stated the Mayor and three Councilmembers would be participating in the tour. City Attorney Rosenberg stated a special meeting would be posted. City Manager Futrell stated the Committee could make the recommendation to the Council. Assistant City Manager Lee explained the committees established for the short-listing process and recommendation of the top two teams. 3. Report regarding consideration of a Project Labor Agreement specifically for the Measure W Community Civic Campus project. (Marian Lee, Assistant City Manager and Dolores Montenegro, Kitchell of San Jose, California Program Manager) Assistant City Manager Lee stated the question was whether to enter into a Project Labor Agreement(PLA) for the project. Dolores Montenegro explained the purpose of a PLA,pros and cons, and value for the Civic Campus project. She advocated for not adopting a policy for every project but considering an agreement for the Civic Campus project with a sunset. Councilmember Addiego stated the PLA assumed that there would be adequate unemployed labor resources available at union halls. Ms. Montenegro stated it would be more of a burden during an economic boom. Councilmember Garbarino discussed the City Lights project during which extensive discussions were had with the developer regarding hiring union help. Ms. Montenegro stated SPECIAL MEASURE W STANDING COMMITTEE MEETING SEPTEMBER 20,2017 MINUTES PAGE 2 there were already many prescriptive provisions that would obligate the contractor to pay prevailing wage. She stated there was very little difference between unionized labor and prevailing wage. Councilmember Addiego asked if a PLA kept workers on the job. Ms. Montenegro stated the reason for a PLA was to relieve the city in the potential burden of legal adversarial situations if an issue occurred onsite. Cynthia Marcopulos asked if there would be a contract with a no strike clause. Ms. Montenegro stated the legal agreement was binding upon the general contractor. She stated everyone would be bound by the obligations of the PLA. Councilmember Garbarino stated project stabilization agreement sounded better than PLA. Ms. Marcopulos discussed the no strike clause for the courts. City Attorney Rosenberg explained the purpose of the project labor agreement and details to be worked out. He discussed statutory requirements of a design-build-delivery project. City Manager Futrell stated he had more pros than cons for the PLA and suggested referring the matter to the full Council, indicating that the Committee endorsed the notion. Councilmember Addiego discussed issues with delays in construction. Mina Richardson expressed disappointment with construction for upgrades to local schools. She stated the difference between union and non-union work was noticeable. Councilmember Garbarino thanked her for understanding the City was not the School District. He discussed the City's efforts in transparency. 4. Report regarding selection of the preferred Community Civic Campus project site plan.(Marian Lee, Assistant City Manager) Assistant City Manager Lee discussed the need to revisit the three site plans and select one to provide to the master architect. She stated she was coming to the Standing Committee for general guidance and discussion. She explained that all three site plan options were being studied under CEQA. She presented a PowerPoint outlining Options 1, 2 and 3, with varying parking configurations. Councilmember Addiego questioned the cost per unit for parking. Ms. Montenegro explained the range in costs for surface parking was between $15,000 to $18,000 per stall. She stated structure stalls were $25,000 to $30,000 and subterranean stalls were $40,000 to $50,000. Assistant City Manager Lee stated the ideal situation was a self-contained Police Station. She stated staff recommended Option 3 with structure parking and open space. Councilmember Addiego discussed the cost to create parkland. She discussed the benefit of a parking structure allowing for open space. She stated the master architect would be directed to figure out how to maximize parking under the library-recreation facility and minimize surface parking to avoid encroaching into open space area. She stated staff was recommending the potential development site along Chestnut not be developed rather allocated toward the Police Station. She explained the ingress/egress for the Police Station. She discussed the trigger for Oak Avenue in combination with the PUC development. She stated the environmental impact report had determined the impacts to be less than significant. Councilmember Addiego asked if the parking structure created the most potential impacts. Assistant City Manager Lee stated the structure created visual impacts. She stated the latest cost estimate was $172 million based on conceptual unit costs and she presented the funding strategy. Councilmember Addiego asked the bond funding strategy. City Manager Futrell stated the intent was to obtain the exact amount needed with two to three bond sales. He stated the City would begin the process of obtaining its bond rating. Assistant City Manager Lee discussed the funding opportunities including a potential community facilities district, grants, donations and/or a foundation. Councilmember Addiego expressed confidence in the staff. Councilmember Garbarino concurred and thanked the public for offering comments.
