Remote Public Comments - comments are limited to items on the Special Meeting Agenda. Speakers are allowed to speak on items on the agenda for up to three minutes. If there appears to be a large number of speakers, speaking time may be reduced subject to the Mayor ’s discretion to limit the total amount of time for public comments (Gov. Code sec. 54954.3.(b)(1).). Comments that are not in compliance with the City Council's rules of decorum may be summarized for the record if they are in writing or muted if they are made live. Report regarding Board and Commission interviews and appointments to the Housing Authority,Housing Authority Tenant Commission, and Library Board.(Rosa Govea Acosta, City Clerk). RECOMMENDATION It is recommended that the City Council consider the attached applications for appointment to the open seats on the Housing Authority,Housing Authority Tenant Commission,and Library Board,and that City Council interview each applicant.It is further recommended that upon completion of interviews, Council move to appoint individuals to the aforementioned Boards and Commissions. BACKGROUND/DISCUSSION Pursuant to Resolution No.27-2009,the City Council holds biannual recruitments/meetings for the purpose of considering appointments to Boards and Commissions.On June 16,2020,the City Clerk’s Office issued a notice of recruitment for seats that were vacant or held by incumbents that would be termed out of office.The application deadline ended on July 8,2020.Due to the Coronavirus (COVID-19)global pandemic,the scheduled interviews on July 15,2020,were postponed.The City Council will now interview applicants via Zoom video conference platform or in-person, complying with social distancing protocols. Due to the large number of applications received,the interviews were divided among two (2)meetings.The first meeting at which applicants for the Bicycle and Pedestrian Advisory Committee (BPAC),Cultural Arts Commission,and Housing Authority Tenant Commission,and Library Board were interviewed was held on October 21,2020.The second meeting at which applicants for the Housing Authority,Housing Authority Tenant Commission and Library Board was scheduled for October 27, 2020.
