SUBJECT: Board and Commission Interviews/Appointments.
RECOIyIMENDATION
It is recommended that the City Council consider the attached citizen applications for
appointment to the open seats on the respective Board, Commission or Agency applied for; and
that Council interview each citizen. It is further recommended that upon completion of the
interviews for the positions, Council move to appoint residents to respective full terms on the
South San Francisco Bicycle and Pedestrian Advisory Committee, San Mateo County Mosquito
Abatement Bistrict and the Parking Place Commission.
BACKGROUND/DISCUSSION
Pursuant to Resolution No. 27-2009, the City Council holds biannual recruitments/meetings for the
purpose of considering appointments to Boards and Commissions. On November 4, 2009, due to
expiration of terms and a resignation, the City Clerk's Office initiated recruitment for the following
Boards and Commissions:
a. South San Francisco Bicycle and Pedestrian Advisory Committee-Vacancy. One (1)
applicant may be appointed to the commission due to a resignation.
b. San Mateo County Mosquito Abatement District-Term Expiration (Honan). Due to
term expiration, one (1) applicant may be appointed to serve a full term of two (2)
years through December 31, 2012 or four (4) years through December 31, 2014 at
Council's discretion and pursuant to California Health and Safety Code Section 2022.
(See attached letter from San Mateo County Mosquito Abatement District). In the
past, Council has approved a four (4) year term for this position.
c. Parking Place Commission-Term Expirations (Facia and Luster). Due to term
expirations, two (2) applicants may be appointed to serve respective full terms of three
years through December 31, 2013 .

The City Clerk's Office posted the attached Notice of Term Expirations and Vacancies on
November 4, 2009 at City Hall, the ~sunicipal Services Landing, City Hall Annex, V4'est Orange
Library and the Grand Avenue Library. A statement announcing the vacancies and identifying
the application deadlines including a link to the application has been on the City's website
homepage during the recruitment period. Notification was sent to the Agenda Distribution list
maintained by the City Clerk's Office. A brief announcement of the term expirations and
vacancies was posted on the Community Channel until the expiration of the application period.
S ~TMMARY OF MEETING TIMES, TERM LENGTH/LIMITS AND AGENCY PURPOSE
The South San Francisco Bicycle and Pedestrian Ad. isory Committee ("BPAC") meets on the
first Wednesday of each month, at 6:00 p.m. at the City Hall Annex located at 315 Maple Avenue in
South San Francisco. There is no term limit for this Advisory Committee. The BPAC reviews
and/or prioritizes TDA Article 3 bicycle projects, as v~~ell as participates in the development and
review of bicycle plans.
The San Mateo County Mosquito Abatement District ("SMMAD") meets on the second Wednesday
of each month at the District Office in Burlingame at 7:G0 p.m. Board members are appointed to two (2)
nr four (4) year terms, at the discretion of the appointing authority. The SMMAD prevents the
emergence of biting adult mosquitoes by applying control to the larval stage, monitors adult mosquito
populations to uncover new sites of larval development and assesses the effectiveness of control,
monitors the distribution of vector-borne diseases and prevents the occurrence of these diseases among
district residents, evaluates new pesticides and methods of control for mosquitoes, and increases public
awareness of District Services with an active educational program.
The Parking Place Commission meets on the second Tuesday of each month at 5:00 p.m. at South San
Francisco City Hall. Commissioners are appointed to three (3) year terms and are limited to four (4)
consecutive terms. The Commission acquires, administers, maintains, operates, manages, and enforces
the rules governing parking spaces and parking lots located within Parking District No. 1, which
encompasses most of the Downtown Business District. In addition, the Commission exercises powers
set forth in the streets and Highways Code of the State of California.

are registered to vote in the City of South San Francisco.

Council's standard interview questions for new appiicants and incumbents are attached. Questions
specific to the various boards are also proposed for Council's consideration.
CONCLUSION
upon review of the applications and completion of interviews, Council may consider and entertain
motions to appoint applicants to fill the respective positions. Council should further determine whether
the representative selected to fill the seat on the Mosquito Abatement District will be appointed to a two
(2) or four (4) year term and entertain a motion with respect to such determination.

REQUIREMENTS
To be considered for appoinhnent for the Parking Place Commission or Mosquito
Abatement District, persons must be registered to vote in the City of South San
Francisco. Persons interested in serving on BPAC must be living or working
within the City of South San Francisco. Applicants should also be motivated to
serve the public and have sufficient time available to devote to day or evening
meetings and the requisite preparation.

The current term of office for Raymond Honan, representative of the Board of Trustees of this
District from the City of South San Francisco will expire on December 31, 2009.
It is kindly requested that the appointment, be made for the ensuing term of January 1, 2010
through December 31, 2012 or through December 31, 2014, according to the California Health
and Safety Code, Section 2022:
"The term of office for a member of the board of trustees shall be for a term of two or
four years, at the discretion of the appointing authority".
The common law incompatibility of office doctrine was addressed in SB 1574, Beverly (1996),
and now a City Council member may be appointed to the Board of Trustees.
Once an appointment is made, please forward a letter to that fact indicating the term length.
