In order that you may know our method of conducting Agency business, we proceed as follows: The regular meeting of the Redevelopment Agency is held on the second Wednesday of each month at 6:30 p.m. in the Municipal Services Building, ColTlmunity Room, 33 Arroyo Drive, South San Francisco, California. Public Comment: For those wishing to address the Board on any Agenda or non-Agendized item, please complete a Speaker Card located at the entrance to the Community Room and submit it to the Clerk. Please be sure to indicate the Agenda Item ~ you wish to address or the topic of yaur public comment. California law prevents Redevelopment Agency from taking action on any item not on the Agenda (except in emergency circumstances). Your question or problem may be referred to staff for investigation and/or action where appropriate or the matter may be placed on a future Agenda for more comprehensive action or a report. Absent: None. AGENDA REVIEW Executive Director Nagel suggested that the Agency consider Items Nos. 1 and 2 on the Consent Calendar ar~d reserve consideration of Item No. 3 until after Closed Session. He further recommended recessing and reopening the meeting for consideration of Public Hearing Item No. 3 in conjunction with a related item on the Regular City Council Meeting Agenda. Motion-Boardmember Gonzalez/Second-Boardmember Garbarino: to approve Consent Calendar Items Nos. 1 and 2. Unanimously approved by voice vote. 3. Resolution No 4-2010 authorizing a budget amendment for the expenditure of tax increment funds and authorizing the Executive Director to execute the Purchase and Sale Agreement for 356 Grand Avenue in the amount of $1.7 million, and adopting findings required by Health and Safety Code Section 33445. Gateway Business Park Precise Plan Location: 700, 750, 800, 850, 900 & 1000 Gateway Boulevard - 22.6 Acres Applicant: Chamberlin Associates Case Nos.: P08-0034, PP08-0002, MP08-0002 Gateway Business Park Master Plan and Phase 1 Precise Plan Project, to collectively allow the redevelopment of a 22.6-acre site for the Gateway Business Park Master Plan in the Gateway Redevelopment Area and the Gateway Specific Plan District in accordance with SSFMC Chapter 20.57. CONSENT CALENDAR Resolution No 4-2010 authorizing a budget amendment for the expenditure of tax increment funds and authorizing the Executive Director to execute the Purchase and Sale Agreement for 356 Grand Avenue in the amount of $1.7 million, and adopting findings required by Health and Safety Code Section 33445. Director of Economic and Community Development Van Duyn advised that staff suggested that the Board acquire the property to facilitate public access between Grand Avenue and the new parking garage on Miller Avenue. Chairman Addiego opined the location was premier in terms of tying the parking garage with Grand Avenue. Director Van Duyn thanked Manager Fragoso for her work on the negotiations with the sellers. BACKGROUND/DISCUSSION The Sitike Counseling Center operates out of a Redevelopment Agency owned building at 306 Spruce Avenue. Due to dire economic conditions, Sitike is seeing a high demand for services while facing reductions in revenue. As a result, Sitike has requested that the Redevelopment Agency waive its annual rent increase and lower its rent for the office space. This request is similar to the request Sitike made last year when the Redevelopment Agency waived the rent increase for one year. Sitike currently rents its office space $6,882.75 per month, or roughly $1.21 per square foot. The scheduled increase of five percent (5%) would raise the rent an additional $344.14 per month to $1.27 per square foot. Current asking rents in the downtown are averaging between $1.00 and $ l .50 per square foot. However, realtors have reported that the market is very soft and that virtually nothing is renting. By waiving the rent increase, the Redevelopment Agency will be supporting Sitike's operations in South San Francisco while maintaining the rent at fair market value. FI TNT~TNC; The Redevelopment Agency will forego $4,129 in additional yearly rent revenue. This amount will not impact the Redevelopment Agency's annual budget. CONCLUSION It is recommended that the Redevelopment Agency Board adopt the Resolution authorizing the Executive Director to waive rent increases for the Sitike Counseling Center for one year. This waiver will help the City maintain service levels at the Sitike Counseling Center without causing stress to the Redevelopment Agency's current budget.
