CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION ESTABLISHING SALARY SCHEDULES'
AND INCREASES FOR THE FI'SCA~L' YEAR 19~6'9-70.
WHEREAS, the City Council recognizes the employees'
contribution to good government in South San Francisco
by their efficient and courteous attention to duty, and
WHEREAS, in the past year the employees have aided
the City Council's effort to operate economically, so that
services to the taxpayers may be expanded by savings rather
than increased taxes, and,
WHEREAS, because of t]~ese facts and because wages
throughout industry, business and government are being
revised to meet the increase in the cost of living and
the City Council deems it fitting and proper to provide
for increases and adjustments of employees' salaries
for the fiscal year 1969-70;
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of South San Francisco does hereby order that
1. Approval of Memoranda of Understanding. The
,
following are approved:
a) Memorandum of Understanding between the City
Managers Office and Police Department Wage
Committee, da~ed Auanst 14~ 1969
and attached as Exhibit A-1.
b) Memorandum of Understanding between the City
Managers Office and Street, Park and Clerical
Employees, Local 1569 of the AFSCME, dated
and attached as Exhibit A-2.
c) Memorandum of Understanding between the City
Managers Offi~_e and Fire Department Local 1507
of the Federated Fire Fighters, dated
, anti attached as Exhibit A-3.

City Manager's Office and the Wage Committee
for the South. San Francisco, Municipal
Employees Association dated August 18, 1969
attached as Exhibit A-4
Salaries for fiscal year 1@8@-70 shall be adjusted
and/or increased as set forth in the schedule
attached hereto as Exhibit "B" entitled "Salary
Schedule and Increases 1989'?0", whiCh ~ implements
the memoranda set forth above.
Compensation for members of Boards and Commissions
shall be as set forth in said schedule·

regularly introduced and adopted by the City Council of the
City of South San Francisco at an adjourned regular meeting
held on the 2?th day of August , 19 69 , by

Exhibit A-1
Listed below is a Memorandum of Understanding jointly agreed to by the
City Manager's Office, and members of the Police Department Wage Co,tree.
It is understood that this Memorandum of Understanding will be submitted
to the City Council for approval.
The areas of agreement are:
A 7j5%-- salary increase for all Police Department personnel,
effective July 1, 1969.
2. Time and one-half for all oVertime, effective July 1, 1969.
3. Three weeks vacation after five years of service, and four
weeks after fifteen years of servi:e.
A 5,000.00 life insurance policy fbr each employee, paid by
the City of South San Francisco.
Implementation of the 'Education Imce~tiVe pay plan as adOpted
on August &, 1969, by resolution ~116.
In the matter of' adjustments for C~erk-Dispatcher, Technician,
and Parking Enforcement Officer, it is agreed that a State
Cooperative Personnel Services classification and pay study
be done, within a reasonable amourt of time, and the recom-
mendations res~lting from that stt~y be granted in the form
of salary adjustments, as quickly thereafter as practical.
If the study and resultant action goes beyond January 1, 1970,
those adjustments recomended shall be effective as of that
date.
Any additional salary increases, working conditions, adjustments,
or benefits granted to the Fire Department or other employee
group, will be cause for further negotiations and considerations
for employees of this department also.

tive July 1., 1969.

South San Francisco.
In the matter of adjustments it is agreed that a State Cooperative Personnel'
Services classification and pay study be done, within a reasonable amount
of time, and the recommendations resulAng from that study be sTanted in
the form of salary adjustments as quickly thereafter as practical.
If the study agd resultant action goes beyond January 1, 1970, those ad-
Justments recommended shall be effective as of that date.
It is understood that the City Manager will direct department heads to allow
'one-half of the employees one-half day off before Christmas and the other
half one-half day off before New Year's ~n an informal basis. Bio overtime
will be paid to Safety Services or othert who cannot take ."either of these
one-half days off.
6. If ne~)tiations with all other employee proups are not concluded, all negotia-
tions may be reopened.
7. Longevity--S10.00 after 15 years and $?-0.00 after 20 years,

Listed below is a memorandum of understanding Jointly agreed to by the Fire
Department Local 1507 of the Federated Fire Fijhters and the City Manager's
office.
It is understood that this Memorandum of Understanding will be submitted to the
City Council for approval.
The areas of agreement are:
1. A ?. 5% salary increase for all Fire Department Personnel, effective-
July 1, 1969.
2. Time and one-half for the first eight hours of a 24 hour shift and straight
time for the balance of the ~hift.
Three weeks vacation after five years of service and four weeks after
fifteen years of se ~rvice.

A $5,000. 00 life. insurance policy for each employee, paid by the City of
South San Francisco.
5. Implementation of the Education IncentiVe pay plan aa adopted on August
4, 1969, by resolution #5116.
6. Uniform allowance to be on a reimbursement basis and is to include Safety
Shoes and laundering of coveralls..
In the matter of adjustments it is agreed that a State Cooperative Personnel
Services classification and pay study be done, within a reasonable amount
of time, and the recommendations resul' ing from that study, be granted in.
the form of salary adjustments as quick/;/thereafter as practical.
If the study and resultant action goes be~ond January 1, 1970, those adjust-
ments recommended shall be effective a/~ of that date.

EXHIBIT "B"
SALARY SCHEDULE AND INCREASES '1'9'69-70
1. Pay Period September 1, '969 to June 30, 1970.
The monthly pay or salary for employees shall be as set
forth in the "Salary Schedule 1969-70".
2. Additional Compensation for Pay Period September l,
1969, to September 15, 1~.69:
For the pay period Septenber l, to September 15, 1969,
the pay or salaries computed in accordance with "l" above
for said period shall be increased by adding to said
pay or salary the sum of the following differences:
a. The difference between said salary and the salary
paid for July l, to July 15, 1969;
b. The difference between said salary and the salary
paid for July 16, to July 31, 1969;
c. The difference between said salary and the salary
paid for August l, to August 15, 1969; and
d. The difference between said salary and the salary
paid for August 16, to August 31, 1969.
