1. Call to Order. Time: 6:32 p.m.
2. Roll Call. Present: Councilmembers Addiego, Matsumoto and
Mullin, Vice Mayor Gonzalez, and Mayor
Garbarino

3. Agenda Review.
No changes.
4. Public Comments — comments are limited to items on the Special Meeting
Agenda.
None.
5. Study Session: Electronic Billboards.
Principal Planner Beaudin presented the staff report recommending that Council review the
digital billboard discussion and offer comments and policy direction on the subject. He
explained that Clear Channel Outdoor had submitted a proposal for Relocation Agreement to
include placement of an electronic billboard, including a zoning ordinance text amendment. The
Clear Channel application was not the focus of this meeting, but rather Council's preferences
related to the policy shift accompanying the installation of electronic billboards in the City.
Councilwoman Matsumoto stated a preference that any zoning amendment includes a defined
area for location of signs. For example, she preferred that such signs be confined to the 101
Corridor and not permitted on the El Camino Real due to the City's subscription to the Grand
Boulevard Initiative.
Mayor Garbarino questioned whether the zoning ordinance could be drafted to require case by
case review.
City Attorney Mattas explained that Council was best advised to craft time place and manner
restrictions as opposed to regulating on a case by case basis.
Councilwoman Matsumoto advocated for height requirements to ensure signs would not obstruct
the view of Sign Hill.
Councilman Gonzalez expressed a preference that direction regarding sign placement along the
101 Corridor be cognizant of hotel locations. He also noted the ordinance should ensure revenue
to the City.
Principal Planner Beaudin responded revenue provisions could be fleshed out and include COLA
or CPI increases.
Councilmembers sited the electronic billboard on the 101 Corridor through San Carlos as an
appropriate sign.
Bruce Quals of Clear Channel addressed Council and provided information regarding the
Company's experience with electronic billboards in other communities. He noted that in most
cases the Company had made a direct one -time payment to the Cities in which the signs were
permitted.
Council expressed a preference for an ongoing revenue stream as opposed to a one -time payment.
6. Adjournment.
Being no further business, Mayor Garbarino adjourned the meeting at 7:13 p.m.
