PRESENTATIONS
• Presentation of Jack Drago Youth Art Scholarship Awards by Cultural Arts
Commission Chair Anthony Violanti.
Cultural Arts Commission Chairman Anthony Violanti presented the annual Jack Drago
Youth Art Scholarship Awards to Camille Songco of Baden High School and Moises
Estrada of South San Francisco High School. The recipients were selected from graduating
High School Seniors with talent and interest in art.
• Certificate of Recognition presented to "Art Takes a Bus Ride" Winner, Nikaella
Mariano of Ponderosa Elementary School.
Nikaella Mariano, a student at Ponderosa Elementary School, won the 2nd Grade County-
wide SamTrans Art Takes the Bus Contest. Her artwork would decorate a SamTrans bus.
In honor of this accomplishment, Council congratulated Ms. Mariano and presented her
with a Certificate of Recognition.
• Certificate of Recognition: LS9, Inc. 2012 Sustainable Biofuels Technology Award
presented to Charles Penner.
Charles Penner of South San Francisco Company LS9, Inc. appeared before Council to
accept a Certificate of Recognition in honor of the Company's receipt of the 2012
Sustainable Biofuels Technology Award. LS9 received the award at the World Biofuels
Markets Congress and Exhibition in the Netherlands. Mayor Garbarino expressed the
City's pride at being home to one of the first biofuel companies.
• OES Presentation- by Mark Robbins, Lieutenant, San Mateo County Sheriff s
Office of Emergency Services and Homeland Security.
Lt. Mark Robbins, Director of the San Mateo County Office of Emergency Services &
Homeland Security presented an update to Council. He explained the Office was doing
outreach to city leaders to raise awareness of operations and available services. He
provided an organizational chart indicating the makeup of OES. He advised that the
District Coordinators were the staff members working directly with cities. He explained
the Office's primary task was to develop plans and provide training and exercises related to
emergency services, including earth quake management and others. The Office has
received over $38,000,000 in grants and is working with police and fire partners in the
County to purchase and deploy equipment, including specialized vehicles and thermal
aircraft.
Councilman Mullin questioned the Office's involvement in the unlikely event of an airline
disaster.
Lt. Robbins responded that the District Coordinators work closely with the Airport
Detective Bureau.

PUBLIC COMMENTS
Mike Francois appeared before Council to share information regarding fluoride and
chloride. He noted the issues of dental fluorosis and bone damage.
Wynn Grcich addressed Council urging support for legislation restoring clean water. She
also warned of the dangers of hydraulic fracking.
Louise Barn addressed Council regarding the officer involved shooting that took place in
South San Francisco. She recounted her personal experience with Police in the City of San
Francisco and related to a wrongful traffic stop. She noted her belief that the police did
not provide justice for the people.

Councilmembers reported on attendance at community meetings and events including the
City's Memorial Day Celebration, Relay for Life at South San Francisco High School, a
SamTrans Meeting, a TA Meeting, a School District Liaison Committee Meeting, an
Oversight Board Meeting and the Grand Opening of the South San Francisco Ferry

Terminal. Councilmembers congratulated and thanked Vice Mayor Gonzalez for all of his
efforts to bring the Ferry Service to South San Francisco over the past several years. Susan
Kennedy and City staff were also recognized for successful coordination efforts related to
the Ferry Terminal Grand Opening Celebration. Announcements regarding upcoming
events including a meeting of the Community Coalition at Morelos Hall on the evening of
Thursday, June 14, 2012 and the National Night Out planned for August 7, 2012 were
made. Specific items for further action and /or consideration were set forth as follows:
Councilwoman Matsumoto noted public compliments relating to installation of the
American Flag on Sign Hill on Memorial Day. She noted the City would maintain the
installation on holidays and celebrations, including Flag Day and Fourth of July. However,
due to maintenance costs related to a substantial amount of wind on the hill, it would not be
possible to maintain the installation daily. She requested that the meeting be adjourned in
honor of Lanty Molloy , Sr.
Councilman Mullin announced that PG &E expected to begin the Pipeline Replacement
Project in the City this summer. He noted, however, that a portion of the project would not
be undertaken until 2013. He also announced receipt of a letter from Bob Nicolopulos
thanking the City for the invitation to the Ferry Terminal Grand Opening at which his
father, former Mayor and City Councilman Gus Nicolopulos was acknowledged for having
been visionary with respect to the Ferry Service coming to South San Francisco.
CONSENT CALENDAR
1. Motion to approve the minutes of meetings of April 11, 2012, May 16, 2012 and May
23, 2012.
2. Motion to approve expense claims of June 13, 2012.
3. Resolution No. 38 -2012 authorizing the City Manager to execute the Program
Supplemental Agreement No. 020 -N with the State of California (State), for the
preliminary engineering of Los Cerritos West Orange Avenue Improvement Project.
Motion— Councilman Addiego /Second— Vice Mayor Gonzales: to approve Consent
Calendar Items Nos. 1 -2. Unanimously approved by voice vote.
Item No. 3: Councilwoman Matsumoto questioned whether increased traffic coming out of
the development at 636 El Camino Real would be a factor.
Director of Public Works White responded that the area would not be impacted by traffic
from 636 El Camino Real.
Motion— Councilwoman Matsumoto /Second Vice Mayor Gonzalez: to approve
Resolution No. 38 -2012. Unanimously approved by voice vote.

ADMINISTRATIVE BUSINESS
4. Resolution No. 39 -2012 adopting 2012/2013 Conference Center Budget.
Interim Assistant Executive Director Grubl presented the staff report recommending that
Council accept and approve the Conference Center Fiscal Year 2012 -2013 Budget. He
noted the budget includes a total revenue projection of $3,413,633 and total expenditure
request of $3,165,476. The Center was projecting 5% growth in operating revenue over the
current fiscal year and planned to increase its advertising budget to accommodate more
online advertising. A capital project request of $116,000 was also included in the Budget.
The Authority Board approved the Budget and recommended it to Council for approval.
Motion— Councilwoman Matsumoto /Second Vice Mayor Gonzalez: to approve
Resolution No. 39 -2012. Unanimously approved by voice vote.
5. Approval of Interim Spending for the Conference Center.
Item not heard as the issue was resolved via passage of the Conference Center Budget
above.
