RESOLUTION OF TltB RBDEVBLOPMENT AGENOY OF
THE .CITY OF SOUTH SAN FRANCISCO RECEIVING
THE PRELIMINARY PLAN FOR THE SOUTH SAN
FRANCISCO U.S. STEEL PLANT SITE REDEVELOP-
MENT PROJECT~ ESTABLISHING THE PROJECT BASE
YEAR ASSESSMENT ROLL~ AUTHORIZING AND DI-
RECTING THE FILING OF INFORMATION REQUIRED
BY SECTIONS 33327 AND 33328 OF THE' COMMUN-
ITY REDEVELOPMENT-LAW~ AND AUTHORIZING PAY~
MENT OF A FILING FEE TO THE STATE BOARD OF
EQUALIZATION
WHEREAS~ by Resolution No. 2354 , adopted on January 24, '1985~
the .Planning Commission of the City of South San Francisco selected and
designated the boundaries of the Redevelopment Project Area for'the
South San Francisco U.S. Steel Plant Site Redevelopment Project~ approved
the Preliminary Plan for' the Project~ and directed that the Preliminary
Plan be submitted to the Agency.
NOW~ THEREFORE~ BE IT RESOLVED by the members of the Rede-
velopment Agency of the City of South San Francisco as follows:
1. The Preliminary Plan for the South San Francisco U.S. Steel
Plant Site Redevelopment Project~ as formulated and approved by the
Planning Commission of the City of South San Francisco~ is hereby
received by the Agency~ and' the Agency hereby directs that an official
Redevelopment Plan and an environmental impact report for the Project be
prepared..
2. The 1984-85 assessment roll is the Base Year Assessment Roll
the Agency proposes to use for the allocation of taxes pursuant to Section
33670 and 33670.5 of the Community Redevelopment Law.
3. The Executive Director of the Agency ia hereby authorized and
directed to file the information required by Sections 33327 and 33328 of
the Community Redevelopment Law with the appropriate taxing agency
governing bodies~ taxing officials~ and the State Board of Equalization.
4. The ExecUtive Director of the Agency is hereby authorized to
pay to the State Board of Equalization such fee for filing and processing
said statement and map as may be required pursuant to Section 33328.4 of
the Community Redevelopment Law.

A RESOLUTION OF THE PLANNING OOMMISSION OF THE CITY OF SOUTH
SAN FRANCISCO SEI,FCTING THE BOUNDARIES OF THE U.S. ~ PLANT
SITE REDEVELOPMENT PROJECT WITHIN THE REDEVELOPMENT SURVEY AREA
AND APPROVING A PRELIMINARY PLAN ~OR THE REDERrELOPMENT OF THE PROJECT
WHERFAS, by Resolution No,' 48''' on January 9, 1985, the City CounCil
of the City of South San Francisco designated a .redevelopment survey area
and found that said area required study to determine if a redevelopment project
or projects within said area are feasible; and
WHEREAS~ Section 33322 of the California Commmity Redevelopment Law
(Health and.Safety Code Section 3300'et' Seq, ) provides that the Planning
Commission may select one or more project areas comprised of all or part of
a redevelopment survey area and shall formulate a preliminary plan for the
redevelopment of each selected project area;
NOW, THEREFORE, BE IT RESOLVED by the Planning Comnission of the City of
South San Francisco. as follows:
Section 1. The Planning Comuission hereby selects and designates ~s the
project area for the U.S. Steel Plant Site Redevelopment Project that area
within the redevelopment surveY area shown on the '~roject Area ~ap" attached
hereto as Exhibit A and incorporated by reference herein, and as more particularly
described in the "Legal Description of the Project Area" attached hereto as
Exhibit B and incorporated by reference herein. In the event that it is
necessary for clarification purposes to make minor, technical changes to the
boundaries described in Exhibit B, the Planning Cxxmnission hereby finds and
determines that any such minor, technidal change for clarification purPOses
does not materially affect the boundaries selected and designated hereby.
Section 2. The Planning Commission has examined the conditions existing
within the project area described in Exhibit A, attached hereto, and hereby

~inds that conditions described in California Health and. Safety Code Section
33032 exist in the project area and that 'an undertaking of the Agency pursuant
to California Health and Safety Code Sections 33000)'et se~., is necessary to
effectuate the public purposes declared therein. The project area is a
blighted area characterized by properties which suffer from economic disloca-
tion, deterioration or disuse because of one or more of the following factors
which cause a reduction of, or lack of, proper utilization of the area to such
an extent that it constitutes physical, social, or economic burden on the conmmmity
which cannot reasonably be expected to be reversed or alleviated by private
enterprise acting alone: the existence of inadequate public improvements,
public facilities, open spaces, and utilities' which cannot be remedied by
private or governmental action without redevelopment, and the prevalence of
[epreciated values, impared investments, and social and economic maladjustments.
In addition, the project area is characterized by the existence of im-
properly demolished buildings and structures and other conditions which are
unsafe and are conducive to ill health. Former deteriorated or dilapidated
structures became obsolescent and have been partially and/or inadequately
derolished, with foundations, footings and debris remaining on the properties.
The project area also contains areas of toxic waste materials that had been
improperly stored or handled, 'contributing to inadequate-sanitation.
Section 3. The Planning Cxxa~ssion has examined the project area and
finds that the project area is a "predominantly urbanized" area, as defined
in Section 33320.1 of the California Health and Safety Code, in that 100
percent of the privately owned property in the project area has been or is
ieveloped for urban uses; and is an integral part of an area developed for
~rban uses.

Section 4. The Planning Conxnission hereby approves the '~reliminary Plan for
~he U.S. Steel Plant Site Redevelopment Project" (the "Preliminary Plan")
in the form attached hereto as Exhibit' C and incorporated by reference herein.
Section 5. The Chairman of the Planning Conmission is hereby authorized
and directed to submit the Preliminary Plan to the Redevlopment Agency of
the City of South San Francisco for the preparation of an official redevelopment
plan for the propoSed project.
