ABSENT: None.
Presentation of the South San Francisco Intern Project of 2012.
Rob Lecel of the Water Quality Control Plant introduced this year's participants in the South San
Francisco Internship Program: Gabriela Gonzalez, Randal Flores, Monty Dhaliwal, Steven Shyun,
Lisa Hubbell, Ryan Coen, Thalea Torres, Jaime Gonzalez, Muneiza Ahsan, Karen Chavez, and
Daniel Garza. Each intern in attendance spoke of their respective projects and fixture goals.
Mayor Garbarino thanked all of the interns for their contributions to the City and wished them well
in their future endeavors.
Councilwoman Matsumoto requested information pertinent to the duration of the program and the
selection process.
Mr. Lecel stated the program ranged from two to three months in duration. Recruitment was done
with the assistance of the Human Resources Department by using the CalOpps website.
Councilman Addiego thanked staff for its commitment to the endeavor.
• Project Read Learning Wheels Video produced by Kaiser Foundation Hospitals - Northern
California Community Benefit Programs and presented by Pat Jarvis, Library Department -
Literacy Services Coordinator.
Literacy Services Coordinator Pat Jarvis introduced the video produced by Kaiser Permanente
highlighting Project Read Learning Wheels, a program that provides doorstep literacy services to
low income neighborhoods. She thanked Kaiser's Community Health and Benefits Manager Steve
Wahl and Senior Video Producer Piper Capareta.
Councilwoman Matsumoto asked which sites are visited.
Ms. Jarvis noted the project targeted the Health Center, the Children's Center and other community
support agencies.
Councilman Mullin asked how the video is accessed and suggested running it on Peninsula TV as it
is always looking for positive stories highlighting local programs. He also thanked Kaiser for its
production of the video. He noted he found it to be a high quality production.

PUBLIC COMMENTS
New San Mateo County Harbor District Commissioner Will Holsinger introduced himself to
Council and stated he looked forward to continuing a healthy working relationship with the City.
Sonny Koya spoke on behalf of the South San Francisco Sign Hill Preservation Group, many of
whom were present and intending to speak as well. Ken McIntyre, Jo Coffey, Loretta Brooks,
Michelle Salmon, John Haffner and Christine Martin spoke on behalf of the Save Sign Hill Group.
Each spoke about the importance of preserving open, green spaces in urban areas, the natural beauty
and habitat of the mountain and the presence of rare and endangered species such as the Mission
Blue and Callippe Silverspot butterflies. Collectively they requested Council do everything in its
power to curb further development and preserve San Bruno Mountain for fixture generations.

Announcements.
Committee Reports.
Councilwoman Matsumoto announced this week at the Farmer's Market would be Sustainable
Saturday. Attendees were encouraged to ride their bikes to the market to receive carrot cash and get
a bike tune up and 10% off coupon from Sports Basement. The South San Francisco Bicycle and
Pedestrian Advisory Committee would also be on hand with free items for cyclists. There
would also be opportunity for residents to provide input about the Downtown Plan. She next asked
Chief Massoni to provide context related to the increase in arrests involving narcotics which as of
June had reached 50, compared to 40 total for the entire year of 2011. She questioned how
the Neighborhood Response Team ( "NRT ") and Gang Task Force staffing could be utilized to
address this situation. She also asked if affected neighborhoods are alerted when crime trends are
detected.

Chief Massoni stated communities are alerted most times by officers contacting neighbors to gather
and disseminate information. The Chief noted a presentation was planned for a future Council
meeting to include crime prevention tips.
Councilwoman Matsumoto wanted to call attention to the positive things the Police do for the
community outside of uniform and thanked Captain Mike Brosnan and the Police Athletics League
("PAL ") for donating baseball gloves to a local group in need. Councilwoman Matsumoto
continued her report, stating she had attended a CERT meeting and was excited about the upcoming
Urban Shield Program. As the event got closer, she wanted Chief White to present more
information on the program as she found it noteworthy. At the City /County Association of
Governments ("C /CAG ") meeting, Executive Director Richard Napier turned in his resignation
effective October, 2012.
Councilman Addiego was pleased to see an upcoming study session on residential crime. During a
conversation he had with Chief Massoni, they looked at how to increase awareness and he thought
perhaps some components of increasing awareness could be shared by other staff, namely Susan
Kennedy as she is instrumental in the "Next Door" electronic community. He also suggested
moving some Council meetings into other neighborhoods as an effort to increase attendance of the
people who seem to be most affected.
Councilmember Mullin began his report with a question for Staff regarding changes to the Land
Compatibility Plan related to SFO. Were there any changes he should note when attending the next
C /CAG meeting?
Assistant City Manager Van Duyn stated staff had reviewed the report and was satisfied with the
language. He also added the development proposal was consistent with the General Plan.
Councilman Mullin stated he had also seen the memo regarding C /CAG's pre -tax commuter
benefits program and asked how the program compared to the one the City already had in place. It
seemed to him the C /CAG plan would be applicable to a broader set. He asked staff when the City
had enacted its program and how many people currently participated.
Assistant Manager Van Duyn said the program was the first in the county and was implemented in
the late 90's /early 2000's, it also served as the model for the C /CAG program. Currently, a good
portion of East of 101 was subject to it, but he would have to look into it further to find the exact
number of participants.
Councilwoman Matsumoto added the City Plan not only impacted business but also new housing
developments City Lights and Mandalay Bay for example.
Councilman Addiego felt it was a marvelous program and has seen it change peoples' habits. It
offered enough of an incentive to change patterns and practices.
Assistant City Manager Van Duyn stated the distinction of the City's program is that it is based on
number of trips not number of employees.
Councilman Mullin stated the next C /CAG meeting was on August 27, 2012, and he would like to
have the statistics to present at that time.

Vice Mayor Gonzalez reported on a tour of the new housing development at 636 El Camino Real
that he recently attended. He commended staff for its hard work on the project and noted that over
2000 people had applied for 100 units. This statistic illustrated just how great the need for
affordable housing was in South San Francisco. He also attended a meeting with Genentech's
Senior Manager of Government Affairs, noting we would be hearing a lot more from them on some
issues they have interest in. He was looking forward to the upcoming League of California Cities
Conference in San Diego being held at the end of September. Reporting out of the meeting for the
Community Coalition on Safe Neighborhoods Steering Committee, members were still deciding on
what actions /projects to undertake: planned peace walks, changing meeting locations, and special
event days such as Dia De Los Muertos. These were just some of the options discussed. Lastly,
Vice Mayor Gonzalez reported his attendance at the Senior Picnic held at the Joe Fernekes Building
in Orange Park.
Mayor Garbarino did not have a report this evening.
CONSENT CALENDAR
Motion to approve the Minutes of the meeting of August 8, 2012.
2. Motion confirming payment registers for August 22, 2012.
3. Motion to accept the Miller Avenue Parking Structure Tenant Improvements Project (Project
No. pfl 107) as complete in accordance with the plans and specifications.
4. Motion to accept the Westborough Park Improvements Project (Project No. pk1012) as
complete in accordance with the plans and specifications.
5. Motion to accept the WQCP Blower Building No. 1 Seismic Upgrade Project (Project No,
ss1018) as complete in accordance with the plans and specifications.
6. Motion to update First Time Home Buyer Loan Program Guidelines to comply with Fannie
Mae Standards.
7. Resolution No. 66 -2012 awarding the construction contract to Granite Construction Company
dba Pavex Construction. Division of San Jose, California, for the 2012 Street Rehabilitation
Project (Project No. st1201) in an amount not to exceed $932,474 and amending the 2012-
2013 Capital Improvement Program (CIP) budget by 5124,000.
8. Resolution No. 67 -2012 in support of Senate Bill 568, which would phase out polystyrene
food containers throughout California by 2016.
9. Resolution No. 68 -2012 approving and adopting revisions to the Master Fee Schedule to
incorporate Animal Control Fees.
Regarding the Miller Avenue tenant space, Councilwoman Matsumoto asked if there were any
prospective tenants.

Assistant City Manager Van Duyn stated there were not.
Vice Mayor Gonzalez wished to further discuss Consent item number eight.
Motion - Vice Mayor Gonzalez /Second - Councilman Addiego: to approve Consent Calendar items
1 -7 and 9. Unanimously approved by voice vote.
Consent Calendar Item S:
Vice Mayor Gonzalez' understanding was that the school district and County were excluded. Why
was there a discrepancy and why shouldn't every one participate at once?
Mayor Garbarino clarified that there were no exemptions for the school district.
Assistant to the City Manager Kennedy also clarified that Districts would have to comply by July
2017 unless they could implement a recycling program for the containers. The history of the hill is
that it was introduced last year- and the Senate, at this point just wants to get it passed, period.
South San Francisco was contacted because the City had already adopted its own green food
container program. Others throughout the County have also lent their support and staff felt it was
prudent to present the resolution now. If passed, staff would be contacting the Senate tomorrow.
Councilman Addiego understood the school district had a device that broke the trays down into
recyclable material. He felt the bill was a good first effort. He noted however, that he was a little
dismayed to see businesses switch from using starch based products to a different type of plastic.
Vice Mayor Gonzalez voiced his non - support for the resolution.

2012. AYES: Councihnembers Addiego, Matsumoto and Mullin, Mayor Garbarino; NOES: Vice

PUBLIC HEARING
10. City of South San Francisco -Owner /Applicant Citywide? Freeway Commercial Zoning
District P07- 0136:ZA12 -0003 Proposed Amendments to South San Francisco Municipal Code
- Title 20: Zoning Ordinance - to modify regulations regarding the "Parking, Public or Private"
uses in the Freeway Commercial (FC) Zoning District (Chapter 20.110) to comply with
General Plan Implementing Policy 3.2 -I -5, which allows existing airport- oriented parking
facilities located on Produce Avenue to be recognized as conforming uses in the Zoning
Ordinance, in accordance with South San Francisco Municipal Code Chapter 20.550
( "Amendments to Zoning Ordinance and Map ").
Public Hearing Opened: 8:22 p.m.
Associate Planner Billy Gross presented the staff report detailing the refinements, clarifications
and/or corrections to the Zoning Ordinance as they related to parking, public or private uses in the

Freeway Commercial Zoning District. The proposed changes would bring the Zoning Ordinance
standards into conformance with the City's General Plan.
Mayor Garbarino asked for public comments. There were none.
Public Hearing Closed: 8:25 p.m.
Councilwoman Matsumoto asked if the changes were site specific.
Planner Gross recognized there were some existing uses that would be allowed to continue, but at
some point in the future staff would bring a request to the Planning Commission and then Council
regarding the Produce Terminal.
Councilwoman Matsumoto mentioned the Park n Fly operation going on specifically at CitiGarden
Hotel. She asked if it was OK because it was a hotel.
Planner Gross stated he was not familiar with the particular situation.
Assistant City Manager Van Duyn responded long term parking of vehicles was acceptable if under
power lines like at the Hertz lot for example. If associated with a hotel, a permit would be needed
for long term parking. He understood that some were operating without one but could not speak to
the CitiGarden Hotel. Staff s position was that until there was a critical impact, it was less of
an issue as long as the cost of the parking was represented as part of the rate for a room, then the
City gets the full benefit of parking revenue as part of Transient Occupancy Tax ( "TOT ").
Councilwoman Matsumoto's concern was in regards to safety as it related to the Conference
Center. If it becomes a detriment to Conference Center business, then she would have an issue with
it.
Assistant Manager Van Duyn stated he would look into it.
Councilman Addiego asked why the year 1999 had been used.
Assistant Manager Van Duyn stated that was the year of the General Plan update.
Motion - Vice Mayor Gonzalez /Second - Councilwoman Matsumoto: to waive reading and
introduce an Ordinance amending the South San Francisco Municipal Code - Title 20: Zoning
Ordinance regarding the "Parking, Public or Private" uses in the Freeway Commercial (FC) Zoning
District (Chapter 20.110). Unanimously approved by voice vote.
ADMINISTRATIVE BUSINESS
11. Motion approving response to San Mateo County Grand Jury relating to Police Dispatch
Consolidation.
Chief Massoni commented he stood in agreement with the report's recommendations, though he
had some disagreement with the methodology. As for the Department's current dispatching
services for Pacifica, both sides seem to be pleased and this type of consolidation is likely to be a
trend of the future.

Councilman Addiego appreciated that the Department was one step ahead and moving in the right
direction.
Councilwoman Matsumoto questioned why South San Francisco was third highest in costs,
following Menlo Park, Hillsborough and Atherton.
Chief stated there were two dispatchers on duty at all times, so staffing was likely a cause. He
reiterated the methodology of calculations was not agreed upon. He added that the City's
dispatchers do a lot more work for example, if they only dispatched, two additional staff would be
needed to cover all of the other duties. This fact was not taken into consideration. It was hard to
compare costs City to City as doing so would involve comparing all duties.
Councilwoman Matsumoto asked if the City had a relocation site in the event one was needed. She
also noted the City's response time was 5 minutes even with cell phone calls being routed, a statistic
she found to be extremely impressive.
Chief Massoni stated 90% of the cell phone calls will come in if originating in South San Francisco.
Mayor Garbarino pointed out that many think we own and operate the dispatch services, but noted it
is really a Joint Powers Agreement.
Motion - Councilwoman Matsumoto /Second - Councilman Mullin: to approve the response to the
San Mateo County Grand Jury relating to Police Dispatch Consolidation. Unanimously approved
by voice vote.
12. Resolution No. 69 -2012 reviewing and approving of the funding exchange of the OneBayArea
Grant (OBAG) - Cycle 2 Federal Surface Transportation Program (STP) funds, authorizing the
filing of an application for State Local Partnership Program (SLPP) in lieu of Federal Surface
Transportation Program (STP), committing the necessary Measure A match, stating the
assurance to complete the project, and amending the 2012 -13 Capital Improvement Program
budget by $1,002,110 with the inclusion of the 2013 Street Overlay Project.
Senior Civil Engineer Dennis Chuck presented the staff report explaining the City was slated to
receive approximately $500,000 in federal STP Funds for local streets and road preservation under
OBAG. Additionally, SMCTA has funds available through the SLPP and has desired to exchange
those fiends with the STP funds. If the City agrees with the exchange, fiends would be delivered
March, 2013 and would follow the state delivery process and deadlines and would be required to
match with Measure A Funds. If the City opts to maintain the SLP funds, it is subject to the federal
aid local match requirement and federal delivery system and deadlines. A funding exchange would
allow the City to overlay streets over a greater area and pursuant to an easier administrative
process. Staff confirmed it was able to meet the SLPP funding project deadlines.
Mayor Garbarino understood the SLPP to be less restrictive.
Councilwoman Matsumoto stated she had spent some time with Director White to understand the
process and was prepared to approve the resolution.
Motion: Vice Mayor Gonzalez /Second - Councilman Mullin: to approve Resolution No.69 -2012.
