HomeMy WebLinkAboutReso RDA 1-1989 RESOLUTION NO. 1-89 REDEVELOPMENT AGENCY OF THE CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION ADOPTING FINDINGS PURSUANT TO SECTION 33401 OF THE HEALTH AND SAFETY CODE AND APPROVING AGREEMENTS BY AND BETWEEN THE REDEVELOPMENT AGENCY OF THE CITY OF SOUTH SAN FRANCISCO AND CERTAIN TAXING ENTITIES. WHEREAS, in furtherance of the objectives of the Community Redevelopment Law, the Redevelopment Agency of the City of South San Francisco plans to undertake a program for the clearance and reconstruction or rehabilitation of slum and blighted areas in the City, and in this connection intends to carry out a redevelopment project known as the Downtown/Central Redevelopment Project located in the City pursuant to a proposed Redevelopment Plan; and WHEREAS, Article XVI, Section 16 of the Constitution of the State of California, and Article 6, Chapter 6 of the Community Redevelopment Law, Division 24 of the California Health and Safety Code {commencing with Section 33670) provide a method of financing redevelopment activities through the utilization by the Agency of increased tax revenues, if any, for repayment of loans, advances and indebtedness referred to as "tax increment financing"; and WHEREAS, the California Community Redevelopment Law, Section 33401 of the Health and Safety Code, provides that a redevelopment agency may pay to any taxing agency with territory located within a redevelopment project area any amounts of money which, in the agency's determination, are appropriate to alleviate any financial burden or detriment caused to such taxing agency by a redevelopment project; and WHEREAS, the Agency has received evidence from the school districts that they will suffer a financial burden and detriment as a result of the implementation of the Project and the provisions set forth in the agreements will eliminate the detrimental fiscal effect upon the taxing agencies; and WHEREAS, the County of San Mateo Board of Education, the San Mateo Community College District and the South San Francisco Unified School District are taxing agencies with territory located within the Project, NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Agency of the City of South San Francisco that the agreements by and between the Agency and the Board of Education, the Agency and the Community College District and the Agency and the Unified School District entitled "Agreement to Alleviate Financial Burden or Detriment From the South San Francisco Downtown/Central Redevelopment Project" are hereby approved as being in the best interests of the Agency and the Project and the Executive Director is authorized to perform all acts necessary on behalf of the Agency to execute and implement the agreements. Copies of the agreements are on file in the City Clerk's Office. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the Redevelopment Agency of the City of South San Francisco at a regular meeting held on the 8th day of March , 1989' by the following vote: AYES: BoardmemberS Mark N, Addiego, Jack Drago Richard A.
