REDEVELOPMENT AGENCY OF THE CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION CERTIFYING THE FINAL SUPPLEMENTAL
ENVIRONMENTAL IMPACT REPORT FOR THE U.S. STEEL
PLANT SITE REDEVELOPMENT PROJECT (SHEARWATER)
WHEREAS, on July 10, 1985 the Redevelopment Agency adopted Resolution No. 68
certifying as complete the Final Environmental Impact Report for the U.S. Steel
Plant Site Redevelopment Project, commonly known as Shearwater; and
WHEREAS, on December 17, 1986 the Agency adopted Resolution No. 10-86
certifying as complete the Final Environmental Impact Report for the modified
Project, which deleted the residential component of the original project; and
WHEREAS, by order of the court the City was directed to prepare and process
for certification a supplemental environmental impact report to consider a
nonresidential alternative; and
WHEREAS, pursuant to the California Environmental Quality Act as amended, a
draft Supplemental Environmental Impact Report has been prepared which contains
four alternatives to the residential use: no project, recreational open space,
hotel use, and hotel/retail use; and
WHEREAS, the Final Supplemental Environmental Impact Report (FSEIR) has been
prepared and submitted to this agency; and
WHEREAS, this Agency has read and considered all environmental documentation
comprised of the SEIR, comments and responses thereto, and the list of organizations
and agencies commenting on the Final SEIR, and has found that the Final SEIR
considers all significant environmental impacts at a level of detail commensurate
with reasonable requirements for an informed decision; and
WHEREAS, the Final SEIR considers various alternatives to the residential
component of the original plan and discusses various significant environmental
impacts of projects likely to be proposed under the plan including, but not
limited to, increased traffic volume and noise from various proximate activities
and states that none of the four alternatives considered would affect or change
the conclusions regarding unavoidable significant environmental impacts set
forth in the original EIR and that all impacts except transportation can be
mitigated to less than significant levels; and
WHEREAS, prior to approval of any proposed development pursuant to the
proposed Redevelopment Plan the specific significant environmental effects of
the proposed development(s) will be considered and mitigation measures will be
required to be implemented so as to avoid or substantially lessen the significant
environmental effect(s) as identified in the Final EIR and Final SEIR or the
approving agency must make the findings set forth in Section 15091(a) of the
Guidelines; and
WHEREASj prior to approval of any proposed development pursuant to the
proposed Redevelopment Plan the findings must be supported by substantial
evidence in the record; and
WHEREAS, if the finding set forth in Section 15091(a)(3) of the Guidelines
is made the approving agency must adopt a Statement of Overriding Considerations
as set forth in Section 15093 of the Guidelines;
NOWj THEREFORE, BE IT RESOLVED that the Redevelopment Agency:
1. Finds and declares and hereby certifies that the Final Supplemental
Environmental Impact Report has been completed in accordance with the requirements
of the California Environmental Quality Act and the CEQA Guidelines and that the
information contained therein has been reviewed and considered by the Agency.
2. Finds, determines and declares that the adverse environmental effects
resulting from the U.S. Steel Plant Site Redevelopment Project and development
proposals contained therein would be significantly mitigated by the measures and
description set forth in the Final Supplemental Environmental Impact Report.
I hereby certify that the foregoing Resolution was regularly introduced
and adopted by the Redevelopment Agency of the City of South San Francisco
at a regular meeting held on the 24th day of May , 1989, by
the fo)lowing vote:
