Halloween Safety Presentation.
Safety Inspector Rosaia provided a presentation on Halloween Safety. He reminded
parents of the importance of ensuring children's safety on Halloween by observing
pedestrian safety, checking all Halloween candy, using LED lights as opposed to candles in
Halloween decorations and minimizing the flammability of costumes.
• Presentation on Urban Shield- Fire Chief White.
Fire Chief White provided a Power Point presentation regarding Urban Shield, an event
that would be taking place in South San Francisco on Saturday, October 27th. The event
was explained as a test of multiple county emergency responders and CERT members and
of regional capabilities. It was further described as a performance based training and
exercise program. Functions performed would include: testing new regional
communication capabilities; evaluating the integration of mass transportation and other
critical infrastructure; evaluating the UASI Training and exercise program effectiveness;
and testing CBRNE detection, response, and decontamination by evaluating
USAR/HazMat/EOD core competencies. Regional participation and the scope of the
exercise made it one of the largest interagency events in the area.
Councilmembers congratulated Chief White on his efforts to coordinate this regionally
significant event.

• Presentation on Crime Prevention and National Night Out by Corporal Brennan.
Corporal Brennan provided a PowerPoint presentation pertaining to the City's and Police
Department's "Efforts in Crime Prevention and Awareness ". Details pertinent to the
following events were specified: Citizen's Academy (English and Spanish); Neighborhood
Watch; G.R.E.A.T. Program; Project N.E.A.T; Neighborhood Response Team ( "NRT ");
Community Coalition for Safe Neighborhoods; National Night Out; Nextdoor; and
cooperative efforts with City departments. Specific highlights included the following:
The G.R.E.A.T. Program is a six week course offered to all 5th graders, which discusses
bullying, peer pressure, making good decisions, communication skills, caring for
community and avoiding gangs. Group activities and role playing are done in classroom
and as homework assignments. The G.R.E.A.T. Program I1 is a thirteen week program
offered to all 7th grade students, and includes a more in depth discussion of "gang culture ",
long term consequences of "gang lifestyle" and a group community project or event, which
is required for completion. G.R.E.A.T. Families, is another part of the program and is a six
week course, designed for the entire family, including grandparents. While the program is
designed for families of at risk youth, any family can apply for participation in the
program.
Project N.E.A.T., standing for Neighborhood Enhancement Action Team, focuses on low -
risk first time offenders ages 13 -18 years of age. Through the program, participants
perform community service on weekends for eight hours a day. Graffiti clean-up and trash
pick -up in problem spots around the City are among the tasks performed. A counseling
program of 8 -10 sessions accompanies the program.
The N.R.T., created in February 2011 in response to gang related incidents, had in 2011:
made a total of 234 arrests, including 137 that were gang related; made 2048 outreach
contacts; and seized 16 firearms. To date in 2012, the NRT had: made a total of 127
arrests, including 62 that were gang related; 1797 outreach contacts; and seized 7 firearms.
The Community Coalition for Safe Neighborhoods was formed in 2010 in response to
increased homicides and violent crimes. The Coalition, which meets monthly, includes
representatives from City Council, the School District, Peninsula Conflict Resolution
Center (PCRC), Boys and Girls Club, City staff, local businesses, community based
organizations, community leaders and citizens.
National Night Out is a community based event promoting neighborhood spirit and
crime /prevention awareness that started nationally in 1984. It is held nationwide the first
Tuesday in August throughout the United States. South San Francisco participated in 2011
and 2012 via the Community Coalition.
Nextdoor.com is a free, private social network for neighborhoods that fosters neighbor- to-
neighbor and city -wide communication. Fifteen neighborhoods are engaged and the City
can post crime /safety alert information to all neighborhoods or selectively. In addition to
all of the above programs, the City through its Park and Recreation and Library
Departments runs programs such as: Junior Giants, Homework Help and other valuable
youth engagement activities.

Councilman Addiego commented that the presentation provided a comprehensive overview
of the breadth of work the Police Department is coordinating in the community to help
families and youth.
In response to a question from Councilwoman Matsumoto, Corporal Brennan commented
that a youth talent show event was in the works in cooperation with community partners.
The event would likely take place at Physique Magnifique on Grand Avenue.

PUBLIC COMMENTS
Wynn Grcich spoke of the dangers of fluoride and chlorine in water.
Mary Anne Creslo spoke of perceived dangers related to vaccinations.
Emily Glanville of Ecology in Action announced homeowner workshops in partnership
with PG &E and the Energy Upgrade California Program. She noted the programs offered
up to $4000 in rebates to residents who increase the energy efficiency of their homes.

• Committee Reports.
Councilmembers reported on attendance at community meetings and events, including the
Historical Society Victor Feudale Award Banquet, a fundraiser sponsored by the
Calero /Canepa Families for improvements to the baseball field at Southwood, the 35th
Annual Excellence in Motion Awards, a CCAG Meeting and Coastal Clean up day.
Announcements were made regarding upcoming events including a SamTrans Community
Meeting at Magnolia Center on November 1, 2012. Specific items for further action and/or
consideration were set forth as follows:
Councilman Garbarino requested that the meeting be adjourned in honor of Anne Marie
Allio.
Councilman Mullin and Councilwoman Matsumoto reminded residents of the importance
of a new Caltrain Station and that emphasis needs to remain on bringing a new station to
the City. The project might not be as elaborate as once envisioned, but a new station is
needed nonetheless. Safety and other concerns must continue to be brought to local
transportation leaders and agencies.

2. Motion confirming payment registers for October 24, 2012.
Councilman Addiego noted changes to the Minutes of the October 10, 2012 Meeting.
Motion Vice Mayor Gonzalez /Second Councilman Addiego: to approve the Consent
Calendar with changes to Minutes of the October 10, 2012 Regular Meeting. Unanimously
approved by voice vote.
ADMINISTRATIVE BUSINESS
3. Complete Streets Resolution No. 86 -2012,
Associate Planner Gross presented the staff report recommending that Council adopt the
Citywide Complete Streets Policy. The proposed policy is consistent with the City's
efforts to improve sustainability and promote health initiatives throughout the community.
Complete Streets is a universally acceptable term intended to identify streets that are
designed to allow safe and convenient access for all users, regardless of age and ability,
including pedestrians, bicyclists, motorists and public transportation users. The program is
intended to improve public health, lower transportation costs and enhance economic
competitiveness. Adoption of the Complete Streets Program is further necessary to qualify
for OneBayArea Grant ( "OBAG ") funding. This newly created grant program was
designed as a funding approach to better integrate the region's federal transportation
program with California's Climate Law and the Sustainable Communities Strategy.
Councilwoman Matsumoto commented on the generality of the proposed City policy.
Planner Gross noted that the plan met the Municipal Transportation Authority's Guidelines
for OBAG qualification. Specificity would be brought with specific projects developed
with staff, Planning Commission and BPAC.
Motion— Councilwoman Matsumoto /Second — Councilman Mullin: to approve Resolution
No. 86 -2012. Unanimously approved by voice vote.
4. Resolution No. 87 -2012 amending the 2012 -2013 Capital Improvement Program
budget to appropriate additional funding from Childcare Impact Fees in the amount of
$55,000 for the Siebecker Center Playground Enhancement Project (Project No.
pk1205).
Assistant Director of Public Works and City Engineer McMinn presented the staff report
recommending approval of a resolution amending the 2012 -2013 Capital Improvement
Program Budget to appropriate additional funding from Childcare Impact Fees in the
amount of $55,000 for the Siebecker Center Playground Enhancement Project. At its
Regular Meeting of July 25, 2012 Council approved an agreement to install a new
playground structure for children ages 2 to 5 years at the Siebecker Center tied to the
expansion of enrollment capacity at Siebecker Preschool. During the Building Permit
review process, ADA accessibility issues were identified. The design changes to remedy
these issues necessitate increasing the project budget.

Mayor Garbarino questioned the last time improvements were made to the Siebecker
Playground.
Director of Parks and Recreation Ranals advised the Playground was replaced over 13
years ago, which is well beyond the recommended industry standard 10 year replacement
cycle.
Motion— Councilwoman Matsumoto /Second — Vice Mayor Gonzalez: to approve
Resolution No. 87 -2012. Unanimously approved by voice vote.
COMMUNITY FORUM
Mayor Garbarino requested that typical Council meeting packet distribution format be
maintained irrespective of meeting packet size.
ADJOURNMENT
Being no further business, Mayor Garbarino adjourned the meeting at 8:38 p.m. in honor of
Anne Marie Allio.
