I. INTRODUCTION
In accordance Nvith Section 15088 of the State of California Environmental Quality Act (CEQA)
Guidelines, the City of South San Francisco (City), as the lead agency, has evaluated the comments
received on the Draft Environmental Impact Report (DEIR) (State Clearinghouse No. 2008062059) for
the Gatevmv Business Park Master Plan and has prepared responses to the comments received. The
responses to the comments, Nvhich are included in this volume of the DEIR, together Nvith the DEIR,
comprise the Final EIR for use by the City in their review of the Gatevmy Business Park Master Plan.
The Draft EIR Nvas distributed for a 45-day public review period by the City of South San Francisco on
October 21", 2009. The comment period on the Draft EIR ended on December 7"', 2009. A Draft EIR
Public Review Meeting Nvas held on November 19"', 2009 at the City of South San Francisco Planning
Commission for the purpose of soliciting comments.
This Response to Comments document is organized into four sections:
• Section I—Introduction
• Section II—List of Commentors: Provides a list of the agencies, organizations, and individuals
that commented on the Draft EIR.

received four comment letters, one voicemail, and oral comments on the Draft EIR during the 45-day
public comment period. Each comment letter has been assigned an author code, and individual comments
Nvithin the letter have been bracketed and numbered.
The Draft EIR Nvas distributed for a 45-day public review period by the City of South San Francisco on
October 21", 2009. The comment period on the Draft EIR ended on December 7"', 2009. The City

The project is not located adjacent to the Bay Trail; however, the project is located in the vicinity of the
Bav Trail, which would be accessible from publicly owned sidewalks and rights-of-vvay. Additionally,
the project is not located adjacent to the Bay and interviewing topography and existing off site buildings
current1v block, and would continue to block, views of the Bay. However, some project buildings would
be oriented in such a manner that views of the Bav would be accessible from higher stories.

Dear Mr. Lappen:
Thank you for the opportunity to comment on the Draft Environmental Impact Report for
the Gateway Business Park Master Plan. The following provides a summary of
comments regarding items of interest to SamTrans.
Under the Transportation and Circulation section in the Environmental Impact Analysis SAMTRANS-1
chapter, there are several omissions and out-of-date descriptions in the listing of existing
bus services on Page IV.M-16. Route 34 has been discontinued for some time and should
be removed. Two additional routes serve the area just west of LS 101 and should be
included in the list. They are Route 133 and overnight Route 397. Detailed infonnation
on these routes is available at the samtrans.com website.
SamTrans encourages the use of Transportation Demand Management measures to
reduce single occupancy vehicle use associated with increased development. SamTrans
supports increased shuttle services that are properly coordinated with all transit providers SAMTRANS-2
to avoid duplication or overlap of services.

The San Mateo County Transit District (SamTrans) provides bus service to South San Francisco.

connecting to the South San Francisco BART station. It operates on 30-minute peals period headvmys and
60-minute non-peals headvmys on Nyeekdays and 60-minute headvmys on Saturdays.
Route 133: Airport/Linden to Serramonte Shopping Center and South San Francisco BART station. It
operates on 30-minute peals period headymys and 60-minute non-peals headymys from± 6:00 AM to 6:30
PM on Nyeekdays. On Saturdays,headvmvs are 60 minutes,Nyith runs from 9:30 AM to 5:30 PM.
Route 292: San Francisco-SF Airport-Hillsdale Shopping Center operates along Airport Boulevard. It
operates Nyith 20- to 30-minute peals headvmys and 25- to 60-minute non-peals headvmys on Nyeekdays
and 30-to 60-minute headvmvs on Saturdays and Sundays.
Route 397: San Francisco-South San Francisco-San Mateo-Palo Alto. It operates along Airport
Boulevard midday. Four southbound runs on hourly headvmvs starting at 1:53 PM, three northbound runs
on hourly headvmvs starting at 2:20 PM. Schedules are the same on Nyeekdays and Saturdays.

This comment does not address the adequacy of the Draft EIR and merely states the agency Is support of
Transportation Demand Management programs, and coordination betvyeen transit providers in the areas,

the Gateway Business Park Master Plan. The following provides a summary of
comments regarding items of interest to Caltram,
Under the Transportation and Circulation section in the Environmental Impact Analysis
chapter, there are some out-of-date descriptions in the listing of existing train and shuttle CALTRAIN-1
services on Page IV.M-16. Caltrain service at the South San Francisco Station is twice
per peak hour in the traditional commute direction (northbound in the A.M.), once per
peak hour in the reverse of the traditional commute direction.(southbound in the A.M.)
and once per hour at other times. This would be service every 30 to 60 minutes during
the commute periods.
The Caltrain. and BART Gateway area shuttles have been combined and serve Millbrae
Station. Ten trips in each A.M. and P.M. peak provide service to buildings along CALTRAIN-2
Gateway Boulevard. Shuttle service is approximately every 15 minutes during peak
commute periods.
The City of South San Francisco has proposed to relocate the South San Francisco
Caltrain Station. Caltrain has modified the scope of this project that calls for interim
passenger access improvements at the present location.

1. Trip Generation Rates- Reduced Rates for"Office" Use:

C Previous CEQA reviews for office/R&D developments used "office" trip generation
M rates of 1.36 trips per 1,000 sf for AM peak traffic and 1.24 trips per 1,000 sf for PM
peak traffic. The Gateway DEM,which is an office development,used two different
"office" trip generation rates depending on the year being analyzed: 1.09 trips per
1,000 sf for AM peak traffic in 2015, 0.97 for AM Peak traffic in 2035, 1.01 PM peak
traffic in 2015 and finally 0.98 PM peak traffic in 2035. For AM peak traffic (2035),
u these lower rates result in a 29% reduction in trips generated from the project as

2. Project Completion and Analysis Horizon:
Previous traffic analyses have looked at the impacts of a project during the year when the
project is anticipated to be fully occupied. In the case of the Gateway Business Park, where
the project is anticipated to be complete and fully occupied in 2020, the DEIR reviewed HCP-2
project impacts at 2015 and 2035. This appears to be inconsistent with previously conducted
analyses and we were unable to locate information that outlined the method for analyzing the
project's traffic impact 15 years after the project completion date.
3. Financial Responsibility:
The following mitigation measures do not clearly indicate the applicant's
requirements for financial responsibility.
i. The Mitigation Measure IV.M 5C 12C 101 NB Off-Ramp to East
Crand/Executive Drive is written as follows, "Planned provision of a second
off-ramp lane would increase diverge capacity to 2,200 to 2,300 vehicles per HCP-3
hour. This could accommodate the projected off-ramp volume of about
2,284 vehicles per hour." the actual mitigation required also appears unclear.
ii. Mitigation Measure IV.M 9A states , "Add a second right turn lane on the
southbound Airport Blvd approach."
iii. Mitigation Measure IV.M 9E states , "Restripe the Airport Blvd southbound
approach exclusive right turn lane to also allow through movements."

For clarification, the trip rates being referenced in this question are for the peals direction of travel during
the commute peaks, inbound flow during the AM peals hour and outbound flow during the PM peals hour.
Rates do not include anv reduction due to TDM measures.
In response to the specific question, the Draft EIR utilizes the Institute of Transportation Engineers (ITE)
rates and methodology as the City's past EIRs have done;hoNvever,given the unique circumstances of this
project, as discussed below, ITE calls for the use of a "fitted-curve equation" rather than the typical
"linear," or "average" equation that has been applied to most of the City's smaller projects. According to
adopted ITE methodology, "[w]hen the buildings are interrelated (defined by shared parking facilities or
the ability to easily Nvalk between buildings) or house one tenant, it is suggested that the total area or
employment of all the buildings be used for calculating the trip generation. When the individual
buildings are isolated and not related to one another, it is suggested that trip generation be calculated for
each building separately and then summed." Since the Project consists of interrelated buildings that are
intended to be easily Nvalkable and Nvill share parking facilities, in accordance Nvith ITE, the Draft EIR
uses the total area for all the buildings to calculate the trip generation. Calculating trip generation based
on the size of the entire project results in more data points, for Nvhich ITE recommends application of a
fitted-curve equation. Therefore, in keeping Nvith this standard, the Draft EIR applied the fitted-curve
equation, Nvhich resulted in the trip rate presented in the document. In past studies for South San
Francisco projects, the average trip rate has been utilized, as most developments Nvere less than 400,000
square feet in size. HoNvever, based upon the much larger size of the Gatevmy development as Nvell as
other developments now being considered in the East of 101 area, along Nvith projected 2015 and 2035
traffic congestion, the fitted curve equation rates (which are acceptable to Caltrans as Nvell as South San
Francisco Public Works)Nvere selected for use.
Response to HCP-2
The Near 2035 Nvas selected as the long term horizon analysis Near as it matches the horizon Near being
utilized in the City's upcoming East of 101 Circulation System Capital Improvement Program Update

explained that it is a glass enclosure along the wall behind the reception areas. He noted that it is more
of a convenience to the players than for sales purposes.
Commissioner Gupta questioned why there is a Condition of Approval noting that the approval does
not include a sign for the building. Mr. Morlin explained that there currently is an application for the
entire building which includes a master sign program.
Commissioner Prouty questioned how the 4-5 court limitation would be enforced. Associate Planner
Beaudin noted that enforcement will take place when a complaint is received. Chief Planner Kalkin
noted that it will not be an issue until the building is filled and can be periodically monitored by staff.
She pointed out that it will return to the Commission if concerns arise.

nature of the business will not require customers coming to the site, because their business will be
internet related.

the East of 101 Area. She noted that this is more in line with what is going to be required in the new
Zoning Code.

Study Session to introduce the Gateway Business Park Master and Phase 1 Precise Plan for
redevelopment of the existing 22.6 acre Gateway Business Park. The overall plan includes a
General Plan Amendment to increase the allowable floor area ratio (FAR)to 1.25, and Zoning
Ordinance Amendments to incorporate new Transportation Demand Management requirements
and to adopt specific design standards and conceptual layouts for the phased removal and
replacement of existing buildings in order to construct five to six new office/R&D buildings and
two to four parking structures at the property located at 800-1000 Gateway Boulevard. The Phase
1 Precise Plan includes demolition of three buildings (800, 850& 900 Gateway)totaling 114, 672 sf
and construction of two 6-story office/R&D buildings totaling 359,800 sf together with related site
improvements. (In accordance with SSFMC Chapters 20.57, 20.85, 20.87, 20.120)

Presentation on the Draft Environmental Impact Report by Katrina Hardt-Holoch of Christopher
Joseph& Associates.
Commissioner Ochsenhirt questioned if the Transportation Demand Management Program does not
change the traffic and air quality impacts out of the significant and unavoidable impacts. Ms. Hardt- SSFPC-1
Holoch explained that the TDM does not mitigate all of the impacts.
Chairperson Moore questioned why the noise would be an impact for the Genentech Childcare
Center. Ms. Hardt-Holoch explained that the impact is the noise from the demolition of the buildings. SSFPC-2
She pointed out that it is considered a sensitive use and if the center is still operational, it is a
significant and unavoidable impact.
Commissioner Bernardo questioned what would cause the PM10 air quality impacts. Ms. Hardt- SSFPC-3
Holoch explained that it is an emission that comes from tires and vehicles operating. :1
Commissioner Zemke noted that his primary concern is traffic and questioned if the traffic study looks
at the impacts on the West of 101 area. Traffic Consultant Mark Crane explained that some SSFPC-4
intersections along Airport Boulevard were looked at and also took into account growth from West of
the freeway and growth from Brisbane.

Commissioner Zemke observed that there is a noticeable increase in the amount of traffic trying to get
from East of 101 to Highway 280 through the downtown. He noted that this adds to congestion and
was concerned what the result would be at build out. Mr. Crane explained that by full build out there SSFPC-5
will be significant congestion at the Oyster Point interchange.
Commissioner Prouty questioned if the intersections could be less impacted through timing or
requiring individuals to leave work at different times. Mr. Crane noted that the City has a long list of
improvements. He added that the ramps are a significant and unavoidable impact because the SSFPC-6
improvements require Caltrans approval. He added that with all the East of 101 improvements in place
there still are problems at the interchanges, the closely spaced intersections and the vehicle queuing on
the exit ramps.
Commissioner Prouty questioned if the intersections would be at a Level of Service(LOS)F in 15
years. Mr. Crane explained that this depends on when the improvements are put in place and these are SSFPC-7
dependant on when developers pay the East of 101 traffic impact fee.
Chief Planner Kalkin added that there is a limitation on how much constriction can be done to
eliminate the problem and it is why the City is implementing strong TDM measures and will increase SSFPC-8
the threshold. She pointed out that the site is near the CalTrain station, has a great shuttle system from
BART, and will soon be accessible through ferry service.
Commissioner Zemke felt that the solution is to find mass transit alternatives in the future and added
that the need for it will become apparent as the employee numbers increase. Chief Planner Kalkin SSFPC-9
reiterated that participation of the Gateway shuttle program is a required by the property owners
association and noted that it has been in place since the 1980s.

Study Session:
Jenifer Von Der Ahe- Chamberlin Associates, Jason Liker, Kenkay Associates and Randall Dowler-
Dowler Grlman Architects presented the Gateway Master Plan and Precise Plan to the Commission.
Commissioner Prouty was concerned with the other building being taller and taking away from the
beauty of the other buildings. Mr. Dowler explained that they would be a floor or two higher but will
be stacked so that the smaller buildings are visible.
Vice Chairperson Prouty noted that there is stucco over the loading dock and was concerned that it
would not blend in with the other materials. Mr. Dowler noted that they will face it with masonry so
that it will blend into the precast.
Commissioner Ochsenhirt questioned why the garage was listed as one and two on the plans. Mr.
Dowler explained that the project is phased and the garage will be built in two phases.
Commission Ochsenhirt questioned if the ingress and egress will be at the signal on Oyster Point
Boulevard. Mr. Dowler replied affirmatively.
Commissioner Gupta was concerned with the increase of 3500-4000 additional cars in the East of
101 area. He questioned if there is another solution to reduce the vehicle impact from this project. Mr.
Dowler explained that their goal is that employees will use alternative transportation.

Commissioner Prouty questioned if the landscaping will be similar to the one on Gateway Boulevard.
Mr. Liker noted that the Design Review Board (DRB)reviewed the landscaping and they suggested
that the Gateway corridor maintain Poplar trees and will amplify the entrances. He added that the
DRB process ensured some consistency of the Gateway Boulevard image and also to emphasize the
important points of the area. He added that the will address the pedestrian connections for both public
and employee access.
Economic Development Coordinator Lappen concluded that the public review period on the Draft EIR
ends in December and will shortly thereafter schedule public hearings.
ADMINISTRATIVE BUSINESS

Chief Planner Kalkin potential noted that there is a possibility of cancelling the December 17th
meeting. She added that San Bruno's concerns have been addressed by Centrum Logistics and they

Response to SSFPC-1
The TDM program Nyould reduce the number of vehicle trips generated by the project and associated
VMT. HoNyever, even Nyith the TDM program, project emissions for PM,o Nyould exceed BAAQMD-
recommended thresholds and project generated traffic Nyould result in significant unavoidable impacts
under the Master Plan buildout.
Response to SSFPC-2
The Genentech Child Care facility is currently occupying Building 850 on the project site. In addition to
the indoor facilities, there are outdoor play areas on the eastern and southern sides of the building.
Building 850 Nyould remain during the demolition of the existing Building 900, the construction of the
replacement building and the construction of the neNy parking structure. Construction noise Nyould be
loud enough to interfere Nyith speech communication outdoors. At the Genentech Child Care facility in
850 Gatevmv, maximum construction noise levels Nyould be high enough in rooms along the exterior
Nyindow to potentially interfere Nyith sleep.
Since the construction noise Nyould significantly affect the noise sensitive use of the Genentech Child
Care facility that includes outdoor play areas and indoor areas that could be used for dad-mime sleeping,
and mitigation measures such as noise barriers Nyill be only partially effective in reducing construction
noise levels and minimizing noise induced activity interference (the construction of the upper floors
Nyould be elevated above a noise barrier) construction noise at the Genentech Child Care facility, Nyhile
temporary,is considered significant and unavoidable after mitigation.
Response to SSFPC--3
Respirable Particulate Matter (PM,()) and Fine Particulate Matter (PM2 5) consist of extremely small,
suspended particles or droplets 10 microns and 2.5 microns or smaller in diameter, respectively. Some
sources of particulate matter, like pollen and Nyindstorms, are naturally occurring. HoNyever, in populated
areas, most particulate matter is caused by road dust, diesel soot and combustion products, abrasion of
tires and brakes, and construction activities.
Response to SSFPC-4
The EIR circulation analysis evaluated five intersections and tNyo freevmy ramps on the Nyest side of the
U.S.101 freevmv. All intersections evaluated Nyere along Airport Boulevard. One ramp connection Nyas
to Airport Boulevard and one Nyas to Produce Avenue. Traffic volume increases from South San
Francisco development Nyest of the U.S.101 freevmy as Nyell as from Brisbane Nyere also included in the
analysis.

Survevs have been conducted of traffic floNy patterns betNyeen the East of 101 area and the region. These
surveys Nyere utilized to distribute traffic volumes from neNy development in the East of 101 area to the
local roadNya-,T system. Future projections shoNy significant congestion at the Sister Cities Boulevard-
ONTster Point Boulevard interchange (Nyith operating conditions at less than acceptable levels) as Nyell as
added congestion, but acceptable operation, at the Grand Avenue interchange area. Congestion at the
ONTster Point Boulevard interchange is primarily due to traffic associated Nyith the U.S.101 freevyay ramps.
Response to SSFPC-6
a) Intersection signal retiming has been incorporated into the mitigation process. It is typically
beneficial, but there are limits to the amount of adjustment possible given the need for timing to
provide the most beneficial operation at a coordinated series of intersections rather than at an
individual intersection.
b) The requirement for individuals to arrive or leave Nyork at different times Nyould be up to
employers. The City could only indirectly encourage the process through enforcement of the
TDM program peals hour trip reduction requirements. It is likely, hovyever, that Nyorkers Nyould
decide on their own to travel outside the peals commute traffic hours to avoid maximum
congestion.
Response to SSFPC-7
There Nyill be several intersections operating at LOS F conditions during either AM and/or PM peals
traffic conditions in both 2015 and 2035, as detailed in the Draft EIR. In addition, there Nyill be several
intersection approaches and freevyay ramps Nyith unacceptable queuing during both horizon Nears. Initial
(unmitigated) operating conditions for both horizons have been determined assuming existing geometries
at some locations and the construction of some or all improvements listed in the East of 101 Capital
Improvement Program at other locations. The specific list of improvements to be assumed in place for
each horizon Near Nyas determined by the City Public Works Department. With full improvements, some
intersections Nyill still be operating at LOS F conditions or Nyith unacceptable queuing, Nyhile others Nyill

V. MITIGATION MONITORING PROGRAM
Section 21081.6 of the Public Resources Code requires a Lead Agency to adopt a "reporting or
monitoring program for the changes made to the project or conditions of project approval, adopted in
order to mitigate or avoid significant effects on the environment" (Mitigation Monitoring Program
[MMP], §15097 of the CEQA Guidelines provides additional direction on mitigation monitoring or
reporting). The City of South San Francisco is the Lead Agency and the project sponsor for the Gatewa-T
Business Park Master Plan project and is therefore responsible for enforcing and monitoring most of the
mitigation measures in this mitigation monitoring program.
The Draft EIR Nvas prepared to address the potential environmental impacts of the proposed project.
Where appropriate, this document identified project design features or recommended mitigation measures
to avoid or to mitigate identified potential impacts to a level where no significant impact on the
environment Nvould occur. This MMP is designed to monitor implementation of the mitigation measures
identified for the project in the DEIR.
The MMP for the Gatewa-,T Business Park Master Plan project Nvill be in place throughout all phases of
the project. The project sponsor (Chamberlin Associates) shall be responsible for implementing all
mitigation measures unless othenvise noted. The City s existing planning, engineering, review and
inspection processes Nvill be used as the basic foundation for the MMP procedures and Nvill also serve to
provide the documentation for the reporting program.
