Call to Order.
Time: 6:31 p.m.
Roll Call. Present: Councilmembers Addiego,

Agenda Review.
Public Comments — comments are limited to items on the Special Meeting
Agenda.
Public Hearing:
Resolution No. 36 -2013 approving the 2013 -2014 Five -Year Consolidated
Plan, 2013 -2014 One Year Action Plan, and Analysis of Impediments to
Fair Housing Choice for the Community Development Block Grant
(CDBG) Program.
Housing and Community Development Assistant Lancaster presented the Staff Report
recommending Council's approval of the 2013 -2014 Five -Year Consolidated Plan, 2013 -2014
One Year Action Plan, and Analysis of Impediments to Fair Housing Choice for the Community
Development Block Grant (CDBG) Program.
Public Hearing Opened: 6:36 p.m.
Seana O' Shaughnessy of Rebuilding Together Peninsula appeared before Council to support the
organization's request for funding of its Safe at Home Program. She also thanked City staff for
participation in the National Rebuilding Day last Saturday.
Kate Comfort Harr of HIP Housing appeared before Council to support the Agency's request for
funding. She provided an update on its housing programs in South San Francisco.
Mayor Pro Tern Matsumoto and Councilman Addiego thanked HIP Housing for filling its South
San Francisco housing programs with people from South San Francisco.
Councilman Gupta commented that given the demise of RDA and diminished CDBG housing
funds, organizations and communities would need to work together to generate funding of such
programs.
Public hearing closed: 6:47 p.m.
In response to a question from Councilman Garbarino, Assistant Lancaster advised that the
John's Closet Organization had agreed to modify its reporting systems to comport with HUD
requirements.
Councilman Garbarino next questioned whether North Peninsula Neighborhood Services
( "NPNS ") provided the additional information that was requested of it related to the funding
application.
Assistant Lancaster responded that although the additional information was requested to be
provided by April 22, 2013, no responsive correspondence was received from NPNS, although
related voicemails were exchanged.
Councilmembers expressed agreement with the CDBG subcommittee's concerns related to
NPNS and the lack of response to the inquiries. Councilman Garbarino noted that some of the
questions had been pending for over a year and related the need for back up documentation on
the organization's accounts.
Mayor Pro Tern Matsumoto noted she was not comfortable allocating funding to the organization
without additional back up.
Councilman Garbarino commented on the importance of the organization's services, but could
not support the funding without additional paperwork.
In response to a question from Councilman Addiego, Community Development Manager
Fragoso responded that no other agency performed services exactly similar to NPNS.
Councilman Addiego commented on the uniqueness of NPNS' services as a conduit to the
broader County social service system.
Mayor Gonzalez expressed appreciation for NPNS' services, but agreed with the CDBG
subcommittee that funding should be withheld until the requested information is provided by the
organization.
Based upon various concerns, but in consideration of the importance of NPNS' service to South
San Francisco residents, Council determined that the allocation to NPNS reflected on exhibit A

of the proposed resolution as well as the allocation in the 2013/2014 Annual Action Plan would
not be authorized at this time and the resolution would be modified to reflect that the
subcommittee would consider any additional information the organization could provide.
City Attorney Mattas advised the proposed revisions to the resolution would preserve Council's
right to make a funding decision by the end of the fiscal year. If no funding allocation was made,
the remaining funds could go to requests for proposals that would come to Council for discussion
and approval.
Motion— Councilman Garbarino /Second— Mayor Pro Tern Matsumoto: to approve Resolution
No. 36 -2013 as modified. Unanimously approved by voice vote.
6. Administrative Business:
Resolution No. 37 -2013 approving an amendment to the ground lease
between City of South San Francisco and Price Club /Costco.
Economic Development Coordinator Lappen presented the staff report recommending that
Council approve a resolution approving an amendment to the ground lease between the City of
South San Francisco and Price Club /Costco. The amendment would extend the term of Costco's
lease by 15 years to December 6, 2028 with an option to extend through December 6, 2034. The
amendment would also simplify the original terms for the purchase option and loan on the
Pyramid Property. In exchange for the lease extension at the same rate structure, Costco would
agree to forgive the remaining outstanding balance of the loan and accrued interest and agree that
its option to purchase the Pyramid Property would terminate as of the effective date of the ground
lease.
Councilman Addiego questioned how interest on the loan accumulated.
Coordinator Lappen advised it was based on a concrete formula pursuant to which no payment
was ever made to Costco by the City. Without approval of this agreement, roughly $9.9 million
would be owed to Costco.

2013. Unanimously approved by voice vote.
