1. Call to Order. 8:24 p.m.
2. Roll Call. Present: Councilmembers Addiego,
Garbarino and Gupta and Mayor Pro Tem Matsumoto.
Absent: Mayor Gonzalez.
3. Agenda Review.
No changes.
4. Public Comments — comments are limited to items on the Special Meeting
Agenda.
None.
5. Study Session: Recreation Department Staffing Plan.
Director of Parks and Recreation Ranals presented the staff report outlining staffing and
restructuring plans for the Parks and Recreation Department for the next Fiscal Year. She
advised Council that over the past several years the Department had endured several key position
retirements. The majority of these vacancies had not been filled. In addition, several positions in
the Department had been frozen during the economic downturn. During the same period, the
square acreage of City parks increased and City facilities expanded.
Director Ranals then moved to the proposed staffing plan and explained that with the improved
economic climate, staff was proposing that several of the eliminated positions be restored and
that funded full time vacancies be filled. In addition, director Ranals introduced a long -range
plan proposing to utilize three Program Managers to oversee the day to day operations of each
Division, including Recreation, Parks and Facility Maintenance. This Plan resulted in the
proposed addition of the following positions: Program Manager, Parks; Management Analyst II,
Parks and Recreation; Administrative Assistant I; full time Regular Site Coordinator (upgraded
from 30 hours). It was also proposed that a full time office specialist would be replaced with a
part time Parks and Recreation hourly employee. Finally, to fund these changes, the following
vacant positions would be eliminated: Superintendent of Parks and Facilities, one Tree Trimmer
and one Office Specialist. With these changes the impact of the reorganization on the budget
would be cost neutral.
Councilmembers commended Director Ranals on the thorough and innovative nature of her
proposal. They further praised the cost neutral impact of the reorganization.
Councilman Addiego noted that by eliminating one Tree Trimmer and maintaining two, the
staffing level necessary for the team to perform the trimming function remained in tact.
Councilman Gupta questioned phasing of hiring.
Director Ranals responded that she planned to work with HR to schedule recruitments. Her
priority, however, was to restore field positions.
In response to an inquiry from Councilman Addiego, Director Ranals responded that the public
might see the initial impact of the reorganization in park improvements.
Council came to a consensus in support of Director Ranals' proposed reorganization of the Parks
and Recreation Department.
6. Adjournment.
Being no further business, Mayor Pro Tern Matsumoto adjourned the meeting at 8:47 p.m.
