MAKING THE CITY OF SOUTH SAN FRANCISCO A M~BP~ OF THE JOINT
CITIFS AND COUNTY CIVIL DEFENSE PLANNING BOARD OF SAN MATEO
COUNTY AND DESIGNATING SAID BOARD AS THE EULY ~2~PO~ERED AND
AUTHORIZED AGENCY OF SAID CITY IN THE PLANNING AND OPERATION
OF CERTAIN FIELDS AND PHASES OF DISASTER PREPAREDNESS AND
CIVIL DEFENSE.
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO as follows:
WHEREAS experience has proved that in the event of a disaster in any region it is
necessary that all units and a~encies of Movernment assist and cooperate with each other in dealing
with the problems that may arise; and
WHEREAS, together with the County of San Mateo and the other municipalities therein,
the City of SOUTH SAN FRANCISCO recognizes the need for joint planning and action, as well as for all-
out city planning and action, in order to be fully prepared for any eventuality that may occur; and
WHEP~EAS, in order to achieve such joint planning and action, the JOINT CITIFS AND
COUNTY CIVIL DEFENSE PLANNING BOARD OF SAN MATEO COUNTY, hereinafter referred to as the Board, has
been tentatively organized and is composed of representatives of said County and each of the muni-
cipalities therein;and
WHEREAS, it is desirable and necessary, in order that said Board may discharge its
duties, that each of said municipalities and said County become a member of said Board by formal
action of the legislative body of said municipality and said County;
NOW, THEREFORE, BE IT RESOLVED that the City of SOUTH SAN FRANCISCO hereby becomes a
member of said Board and designates said Board as the duly empowered and authorized agency within San
Mateo County, charged with the responsibility of preparing, coordinating, standardizing and carrying
into effect disaster and civil defense plans on an area-wide basis in accordance with the following
policies:
1. The Board shall continuously emphasize that said municipalities and county have
individual local responsibility for full and continuous activities in preparing their own disaster
and civil defense plans, in recruiting personnel and procurin5 equipment, and in carrying such plans
into effect.
2. The Board's geographical area of responsibility shall include all of San Mateo
County, including the several municipalities therein and such other areas as may be included by mutual
agreement.
3. The Board shall plan on an area-wide basis to insure that the following services
are available and properly coordinated:
(a) Air raid warning service;
(b) Shelter protection;
(c) Evacuation;
(d) Warden service, or organized self-protection;
(e) Mutual aid and mobile support;
(f) Fire Service;
(g) Law enforcement services;
(h) Health services;
(i) Emergency welfare services;
(j) Engineering service;
(k) Rescue service;
(1) Communications;
(m) Transportation;
(n) Plant protection;
(o) Supply service.;
(p) Civilian auxiliaries to military activities
(q) Personnel service;
(r) Public information and education.
Other services shall be added as are determined by the Board to be necessary.
4. The Board shall consider the State and Federal plans for local disaster organi-
zation in the light of local conditions and shall follow the ~eneral pattern of those plans, modi-
fying or expanding them as appropriate.
5. The Board shall take steps to secure maximum financial support from state and
federal governments.
6. The Board shall prepare a budget for its planning and operstions; provided that,
subject to the approval of the Board of Supervisors, the County of San Mateo will appropriate a sum
not to exceed $500.00 for the initial administrative expenses of the Board.
7. The Board shall formulate and place in effect, by announcement, all poli~ies
required to guide its planning and operations.
8. The Board may appoint and may remove a director or chief administrator of its
activities and may provide him with the necessary staff. The director or chief administrator shall
have such powers and duties as may be delegated to him by the Board.
AND BE IT'FURTHERRESOLVED that the Mayor of said City is hereby designated to rep-
resent and act for the City of SOUTH SAN FRN~CISCO, as a member of said Board, and the City ManaCer
of said City is designated as alternate to act for him, in his absence or inability to attend meet-
ings of said Board.
I hereby certify that the foregoing resolution was regularly introduced and adopted
this 31st day of January, 1951, by the following vote:
