A RESOLUTION ORDERING THE S~FACING OF THE PARF/NG LOT AT THE CORNER OF
MILER AVENUE AND MAPLE AVENUE
RE~LVED by the City Council of the City of South San Francisco that public intent and
convenience require the following improvement work to be done in said city:
The surfacing of the automobile parking lot at the
intersection of Miller Avenue and Maple Avenue in the
City of South San Francisco.
Ail said work shall be done at the location shown ~pon the plans and specifications submitted th
by the works engineer of the City of South San Francisco for said work, which plans and specifications are
hereby adopted for said word.
Ail said work shall be done and the materials used in connection therewith shall be furnished
under the direction and tb the satisfaction of the works engineer of said city.
Said City Council of the City of South San Francisco hereby ascertains that the general pre-
vailing rates for legal holiday and overtime work applicable to said work to be done are as follows:

by the City Council of the City of South San Francisco on Monday, the 5th day of
November, 1951, at the hour of 8:00 o'clock p.m., for.doing the following improve-
~ent work in said city, to-wit:
The surfacing of the automobile parking lot at the inter-
section of Miller Avenue and Maple Avenue in the City of
South San Francisco.

It shall be mandatory upon the contractor to whom the contract is awarded, and
upon any subcontractor under him, to pay not less than the specified rates to all
laborers, workmen and mechanics employed by them in the execution of the contract.
The contractor shall forfeit as a penalty to the City of South San Francisco
TEN DOLLARS ($10.00) for each' laborer, workman or mechanic employed, for each

It shall be mandatory upon the contractor to whom the contract is awarded, and

No bid will be accepted from any contractor who has not been licensed in acc-
ordance with the ~ provisions of an act of the ~egislature of the State of California
entitled:
"An act providing for the registration of contractors, and defining the term con-
tractor, providing the method of obtaining l~censes to engage in the business of
contracting, and fixing the fees for such lie~mae~; providing the method of sus-
pension and cancellation of such licenses;

NOTICE IS FURTHER HEREBY GIV~-2~ that no contractor or subcontractor or agent
or representative thereof shall knowingly employ or cause or allow to be employed on

the work herein provided for any alien, except in cases of extraordinary.,emergency
caused by fire, flood or danger to life or property.
The contractor or subcontractor to whom the contract for said work may be
awarded shall forfeit as a penalty to the City of South San Francisco TEN DOLLARS
($10.00) for eac~ alien knowingly employed in the execution of such contract, for
each calendar day, or portion thereof, during which such alien is permitted or required
to labor in violation of the-p~ovisions of Division IT, Patti, Chapter I, Article &, of
the Labor Code of the State of California. A provision to this effect shall be in-
serted in such contract.
?he contract must be entered into in compliance with and subject to the conditions
imposed by Division II, Part7, Chapter I, Article 3, of the Labor Oode of the State
of California.
Such contract shall contain a stipulation to the effect that eight (8) hours
shall constitute' a' legal day's work in the performance of the work herein provided
for, and that no contractor or subcontractor who employs, directs or controls the work
of any workman employed on public work shall require or permit such workman to labor
more than eight (8) hours during any one calendar day, except in cases of extra-
o~dinary emergency caused by fire, flood or danger t~ life or property and shall
contain the further stipulation which shall provide that the contractor to whom
the contract is awarded shall forfeit as a penalty to the City of South San Fran-
cisco, T~N DOLLARS ( $10. OO) for each workman employed in the execution of such
contract by the contractor or by any subcontractor for each calendar day during which
any workman is requ.ired or permitted to labor more than eight (83 h~rs in violation
of the provisions ~of said Article 3.
The contract to be awarded shall contain a further stipulation that. the con-
tractor, to whom the contract may be awarded, shall use or supply only such un-
manufactured maberials, produced in the United States, or substantially from materialsi~i

supplies from which they are manufactured are not mined, produce~ or manufactured,
as the case may be, in the United States, in accordance with the provisions of

his contract, prefer supplies grown, manufactured or produced in tne State of California, and

The successful bidder shall, within ten (10) days after the award, enter into a contract
with the City of South San Francisco for the faithful performance of the work to be done under
said award. Ail sealed proposals or bids shall be accompanied by a check payable to the City
of South ~an Francisco, certified by a responsible bank for an amount which shall not ke less
than ten (10) percent of the a~gregate of the proposal, or by a bond for the said amount and
and so payable, signed by the bidder and two (2) sureties who shall Justify before any
officer competent to administer an oath in double said amount over and above all statutory
exemptions. If the proposal be accepted and the contract awarded, and if the bidder shall fail
and neglect to execute a contract and give the bonds required, the sum mentioned in said check,
or the principal sum of said bond, as the case may be, shall be forfeited to and paid into the
treasury of the City of South San Francisco. The bidder to Whom the c c~tract is awarded will
be required to execute a bond for the faithful performance of his work in an amm~nt equal to
fifty (50) percent of the amount of the undertaking with at least two (20. responsible sureties
in the full amoumhtof the bond each; and will also be required before entering upon the work to
furnish a good and sufficient bond, as required by Title 1. Division 5, Chapter 3 of the Govern-
ment Code of the State of California.
Plans, ~specifications and proposal sheets may be obtained at the office of Charles E.
Randlett, said works engineer, City Hall, South San Francisco, California.
Sealed proposals or bids will be delivered tQ the ~ity Clerk of the City of South San
Francisco, in the City Hall, South San Francisco, California, on or ~e~e~eeS:00 o'clock P.
M., on Monday the 19th day of November, 1951.
Ail sealed proposals or ~ids will be opened by said city council on Monday, the 19th
day of November, 1951, at 8:00 o'clock P.M.
Said City Council hereby reserves the right, in its discretion, to reject any and all
bids and to award the contract for all said work~ or for any portion or portions there~.
