HomeMy WebLinkAboutReso 1811-1952RESOLUTION NO. 1811 PRELIMINARY DETERMINATION OF LEGISLATIVE BODY UNDER "SPECIAL ASSESSMENT INVESTIGATION, LIMITATION AND MAJORITY PROTEST ACT OF 1931". BE IT RESOLVED by the City Council of the City of South ~an Francisco that certain improvements are proposed to be done and made within ~he boundaries of the boundaries of the proposed assessment district hereinafter described. In conneCtion therewith, said City Council hereby finds and determines as follows, to-wit: 1. That the nature of the proposed improvements and the location and extent thereof consists of: The construction and installation of a storm drainage system, incl6ding the laying and installing of concrete pipe, corrugated arch storm drains, catch basins, inlet and outlet structures, and any and all necessary appurtenances in and upon the following streets: Grand Avenue, Oak Avenue, along an easement between Oak Avenue and Chestnut Avenue, along Old Mission Road, Evergreen Drive and Crestwood Drive, and along an easement northerly from Crestwood Drive to a location near its northwesterly terminous, all of which streets and easements are situate within the confines of the City of South San Francisco. 2. Ail other Work auxiliary to the above w~eh may be required to carry out the same. 3. Reference is hereby made to the map or plat showing the general nature, location and extent of said proposed improvements for a further description 05' said work and for all particulars relating thereto, which map or plat is on file in the office ~. the City Clerk and open to public inspection and is entitled as follows: A. The boundaries ol'the lanasana of the district of lands proposed to be specially assessed to pay the costs and expenses of such proposed, work and improvement are generally described as follows, to~.wit: All that certain real property situated in the City of South San Francisco, County of San Mateo, State of California, to-wit: BEGINT~ING at an angle point in the corporate limits boundary of the City of South San ~¥ancisco, said point lying also on the corporate limits boundary for the Town of Colma, and also being the northerly corner or the 13,215 acre parcel of Xarm conveyedto Antonio Scopesi and '..?li'e by deed recorded January 9, 1936 in Book 673 of Official ~ecoras of San Mateo County at Page 61(71767C) ; thence along said cor- porate limits boundary of the City of South San Francisco southeasterly 950 feet, more or less, and northeasterly 100 feet, more or less, to the seuthwesterlyline of Hillside Boulevard; thence continuing along said corporate-.limits line or the City of South San Francisco southeasterly 1800 feet, more or less, to the ~ranite monument L-5 oi' the Ilar Survey; thence continuing along said corporate limits line South 8~ 28' AO" East 758.11 feet, more or less, to a granite monument and northeasterly 600 feet, more or less, to the northwesterly corner of Sterling Terrace No. 5 as shown upon that certain ma~ re- 0 San Mateo County Records; thence along the westerly boundary of corded in Book 31 of Maps at Page 6 said Sterling Terrace No. 5 South 20' 20" East 708.01 feet to the southwesterly corner of said Sterling Terrace No. 5; thence southwesterly .'~70 ~eet~, more "O~"tess,'~%e ~he easterly corner .th thg..t c~rtain 2.005 acre parcel of land belonging to the California Water Service Company; thence azong the southeasterly line of said 2.00~ acre parcel of land South A1° 3A' 2A" West 300 feet; .thence southwesterly ATO feet, more or less, to the northwesterly corner of that certain 3.225 acre parcel of land now, or formerly, owned by A. M. Guisto; thence South 15 o 33' West 1037.71 feet, more or less,to the southerly line of Tamarack Lane as shown upon that certain map entitled "South San Francisco Plat No. 1", recorded in Book 2 of Maps at Page 52, San Mateo County Records; thence along said southerly line of Tamarack Lane North 7~° 27' ~¥est 100 feet, mo.re or lees, to the westerly line of Laurel Avenue; thence along said westerly line of Laurel Avenue South 15~ 33' West 500 feet, more off less, to the northerly line of Grand Avenue; thence along said northerly line of Grand Avenue North 7A° 27' West ~00 feet to the easterly line of Chestnut Avenue; thence southerly and southwesterly along said easterly line of Chestnut Avenue 1050 feet, more or less, to a point lying 350 feet northeasterly at right angles f~om the northeasterly kine of the Colma Creek Drainage.Canal Right-of-Way; thence northwesterly along a line lying parallel to and 350 feet at right angles northeasterly from said Right-of-Way line 670 feet, more or less, to the southeasterly Tine of!Oak Avenue ; thence southwesterly, along said southeasterly line of Oak Avenue; ahd.~ts prolongation southwesterly, ~60 feet, more or less, to the southwesterl~F line of Mission Road and the corporate limits line of the City of South San Francisco; thence northwesterly, aloo~ said southwesterly line of Mission road and corporate limits line, ~,~20 feet more or less; thence continuing along said corporate limits line but leaving the southwesterly line of Mission Road, northwesterly 3270 feet, more or less, to the point of beginning, as said boundaries and limits are shown and set forth upon that certain plat, now on file in the office of the Clerk of the City of South San Francisco, and open to public inspection mhich said plat is entitled as follows: 5. That no portion of such proposed improvement is to be paid from any source other than special assissments upon said benefited property. 6. The statute under which it is proposed to conduct proceedings for the proposed improvement is the Improvement Aet Sf 1911 (Statute 1911, page 730, as amended), and it is proposed to pay for said improvements by special assessment., upon adjacent property upon a frontage basis, with bonds to be issued as authorized under the Improvement Bond Act of 1915 (Statutes 1915, page 1AA1). I hereby certify that the foregoing resolution was duly and regularly adopted by the City Council of the City.of South San Francisco at a reg,zlar meeting thereof held on the 22nd day of September, 1952, by the following vote, to-wit: , Ayes, Councilmen John Noonan, Adolph San_i, Emilio Cortesi, Joseph Bracco, Telford Smith Noes, Councilmen None Absent, Councilmen None Arthur A.
