SOUTH SAN FRANCISCO REDEVELOPMENT AGENCY
April 16, 1980
Regular Meeting
TIME: 7:00 p.m.
PLACE: West Orange Avenue Library Auditorium
CALL TO ORDER: Vice Chairman Ronald G. Acosta called the South San Francisco
Redevelopment Agency meeting to order at 7:05 p.m.
ROLL CALL: Present: Mayor Ronald G. Acosta, Vice Mayor Gus Nicolopulos,
Councilmembers Mark N. Addiego and Roberta C. Teglia.
Absent: Councilman Emanuele N. Damonte (Appeared later in meeting)
Also present: Executive Director/Secretary C. Walter Birkelo;
Assistant Secretary Louis Dell'Angela; Herman Fitzgerald,
Esq., Agency Counsel; Mr. Peter Haverkampf, Allstate
Representative; Staff member from SWA; Director of
Finance William Anderson
APPROVAL OF AGENCY'S Vice Chairman Acosta noted that the Agency had two new members
GOVERNING BODY: as the result of the recent municipal election and welcomed
Vice Mayor Nicolopulos and Councilman Addiego to the Agency
Board. After some discussion, motion was made and seconded
that the Board would continue the policy of having the Mayor
and Vice Mayor serve as Chairman and Vice Chairman respectively
of the Agency Board. Motion as made and seconded was unanimously
approved.
APPROVAL OF MINUTES: Chairman Acosta indicated that he had not an opportunity to
review the Minutes of March 19 and 26, 1980, since they arrived
separately from the Council agenda packet and requested that
'the approval be held over until the next meeting. It was also
suggested that the Redevelopment Agency agenda be consolidated
with the Council agenda packets when meetings are held on the
same evening. The Executive Director/Secretary agreed that
this would be done.
BUDGET REVIEW: Executive Director Birkelo pointed out that the budget submitted
to the Agency had been reviewed with Mr. Haverhampf from Allstate
the afternoon of the meeting, and it was agreed that the pro-
posed budget should be amended to include an additional $20,000
to provide for soils engineering work needed for the East Grand
Avenue Underpass Design project.
CONSIDERATION OF The Assis~an~ Executive Director summarized the S~aff Report
PROFESSIONAL SERV[CE which reco~ended that the firm of Keyser Marston Associates,
AGREEMENT: Inc., of San Francisco, be employed by theAgency as financial
consultants.
Member Teglia objected to the lack of adequate documentation con-
cerning the respective merits of various applicants for this
service contract, and it was agreed that this matter should be
held over to an adjourned regular meeting on April 23, 1980,
at which time it could be considered following receipt of
documentation, and that a proposed resolution approving the
environmental review process could be handled at that time also.
ADJOURNMENT: Chairman Acosta adjourned the meeting to Wednesday, April 23,
1980, 7:00 p.m., West Orange Avenue Library Auditorium.
