SOUTH SAN FRANCISCO REDEVELOPMENT AGENCY
April 23, 1980
Adjourned Regular Meeting
TIME: 7:00 p.m.
PLACE: West Orange Avenue Library Auditorium
CALL TO ORDER: Chairman Ronald G. Acosta called the South San Francisco
Redevelopment Agency meeting to order at 7:00 p.m.
ROLL CALL: Present: Chairman Ronald G. Acosta, Vice Chairman Gus Nicolopulos,
Members Mark N. Addiego, Emanuele N. Damonte and
Roberta Cerri Teglia
Also present: Executive Director/Secretary C. Walter Birkelo,
Assistant Secretary Louis Dell'Angela, and Director
of Finance William Anderson
PLEDGE/ALLEGIANCE: The Pledge of Allegiance was recited.
PPROVAL/MINUTES: Member Teglia moved, seconded by Member Damonte that the Minutes
of the meetings of March 19 and 26, 1980, be approved as submitted.
Motion, as made and seconded, was regularly carried.
APPROVAL OF Executive Director Birkelo reviewed his Inter-Office Memorandum,
ECONOMIC CONSULTANT: April 18, 1980, to the Board which explained the basis for selection
of the finance and economic consultant from among the six firms
submitting proposals. He answered questions from Member Addiego
with respect to the emphasis placed upon fee structure and prior
client satisfaction in the selection analysis.
RESOLUTION NO. 6 Member Damonte moved, seconded by Vice Chairman Nicolopulos, and
AUTHORIZING EMPLOY- regularly carried that the resolution entitled: "A RESOLUTION
MENT OF FINANCIAL OF THE REDEVELOPMENT AGENCY OF THE CITY OF SOUTH SAN FRANCISCO
CONSULTANT AUTHORIZING THE EMPLOYMENT OF FINANCIAL CONSULTANT," be adopted.
ENVIRONMENTAL Assistant Secretary Dell'Angela reviewed the need for the Agency
REVIEW PROCESS to adopt a resolution establishing revised guidelines for environ-
mental reports. He pointed out that these guidelines were the
same as those adopted by the City Council for all other City projects~
* Carried by unanimous voice vote.
RESOLUTION NO. 7 Vice Chairman Nicolopulos moved, seconded by Member Damonte, and
ADOPTING ENVIRONMENTAL regularly carried that the resolution entitled: "A RESOLUTION OF
REVIEW PROCESS THE REDEVELOPMENT AGENCY OF THE CITY OF SOUTH SAN FRANCISCO
ADOPTING THE ENVIRONMENTAL REVIEW PROCESS OF THE CITY OF SOUTH
SAN FRANCISCO IN ACCORDANCE WITH THE CALIFORNIA ENVIRONMENTAL
QUALITY ACT OF 1970 AND THE CALIFORNIA STATE GUIDELINES (AS
AMENDED) AND ISSUED BY THE SECRETARY OF THE RESOURCES AGENCY
OF THE STATE OF CALIFORNIA," be adopted.
AUTHORIZATION FOR Executive Director Birkelo indicated that the City's original
CONTINUING LEGAL agreement for Redevelopment legal services with Mr. Herman
SERVICES WITH LAW Fitzgerald had expired and that it was necessary for the Agency
OFFICES OF HERMAN to enter into such an agreement for continuing legal services.
H. FITZGERALD The proposed agreement inc~ded a maximum amount of $10,000, at
a rate of $60 per hour for services rendered. It also would allow
for adjustment of the hourly rate annually based upon the Consumer
Price Index. It was also pointed out that the agreement would
continue in force until such time as the maximum amount had been
reached and would then require further authorization from the
Agency Board.
Member Teglia moved, seconded by Member Damonte, and regularly
carried that the Executive Director be authorized to execute the
Contract for legal services with the law offices of Herman H.
Fitzgerald.
~EQUEST FOR DISTRI- Mr, James Keegan addressed the Board and suggested that copies
BUTION OF AGENCY'S of the Agency's agenda and Staff Reports be placed in the Library
AGENDA AND PLACEMENT along with the regular Council meeting agenda, and that the
OF GOOD AND WELFARE agenda make provisions for Good and Welfare so that members of
ON AGENDA the public might comment on the Agency's actions.
The Board indicated their general approval of these suggestions.
ADJOURNMENT: Member Teglia moved, seconded by Member Damonte and regularly
carried, that the meeting be adjourned.
