SOUTH SAN FRANCISCO REDEVELOPMENT AGENCY
July 16, 1980
Regular Meeting
TIME: 7:00 p.m.
PLACE: West Orange Avenue Library Auditorium
CALL TO ORDER: Chairman Ronald G. Acosta called the South San Francisco
Redevelopment Agency meeting to order at 7:00 p.m.
ROLL CALL: Present: Chairman Ronald G. Acosta, Vice Chairman Gus Nicolopulos,
Members Mark N. Addiego, Emanuele N. Damonte, and
Roberta Cerri Teglia
Also present: Executive Director/Secretary C. Walter Birkelo;
Assistant Secretary Louis Dell'Angela; Director of
Finance William Anderson; Allstate Representative
from SWA, Rick Kerr.
AP.__PROVAL OF MINUTES: By motion duly made, seconded and regularly carried, the Minutes
of the May 21, 1980 meeting were approved.
.... ~ROVAL OF BUDGET Executive Director Birkelo recommended that the proposed $170,000
FOR FISCAL YEAR budget be approved. He noted that an amended budget will, in
1980-81: the future, be submitted to the Agency for approval. The
amended budget will total $300,000. The additional $130,000
will be needed to prepare preliminary plans for the Grand Avenue
Underpass Project. Director Birkelo added that he is negotiating
with Allstate to advance the Agency the additional funds
By motion made by Member Damonte, seconded by Member Teglia,
it was unanimously voted to approve the $170,000 1980-81
Agency Budget as recommended by Staff.
PROGRESS REPORT ON Executive Director Birkelo stated that the Land Use and Circulation
GATEWAY PROJECT: Plan for the project is substantially the same as previously
presented to the Agency. Staff will be holding a meeting with
Allstate (Homart) representatives on July 23, 1980 to discuss
necessary public improvements and City Service costs.
Director Birkelo added that the approved Preliminary Plan and
Project Boundary Map have been forwarded to theCounty Assessor.
The Redevelopment Plan and the Draft Environmental Impact Report
for the project are being worked on at the present time.
SELECTION OF ENGI- Executive Director Birkelo noted that the Screening Committee
NEERING CONSULTANT considered professional qualification reports from twelve (12)
~ GRAND AVENUE firms. The top four (4) firms were interviewed by the Committee.
~ERPASS PROJECT: The Director stated that the Committee favored the firm of CH2M
Hill to prepare the feasibility study and preliminary plans for
this project. He recommended that the Agency authorize him to
negotiate with this firm to do this work.
Director Birkelo noted that the City could not qualify for P.U.C.
grants for the Grand Avenue Project until preliminary plans were
prepared. Preliminary Project costs were estimated to be between
$8 million and $16 million.
Member Teglia stated she would have preferred the entire Agency
interview the four finalists. Chairman Acosta explained that
the procedure followed was in accordance with guidelines accepted
by the Agency. Chairman Acosta stated that if, in the future,
the Agency desired to interview the finalists, he would have no
objection.
Chairman Acosta directed Mr. Birkelo to arrange with CH2M Hill
to make a formal presentation to the Agency on the project.
This would be subject to successful negotiations with this firm.
By Motion duly made by Member Damonte, seconded by Member Teglia,
the Agency voted unanimously to authorize the Executive Director
to negotiate with the firm of CH2M Hill to prepare a feasibility
study and preliminary plans for the Grand Avenue Underpass Project.

ADJOURNMENT: Member Damonte moved, seconded by Member Teglia and unanimously
approved that the meeting be adjourned at 7:35 p.m.
