A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ~DUTH SAN FRANCISCO ESTABLISHING A MINIMUM
GRADE FOR THE DEVELOPMENT OF CITY ANDCOUNTY
OF SAN FRANCISCO WATER DEPARTMENT LANDS.
WHEREAS the City and 'County of San Francisco, owns within the confines of the
City of. South San Francisco certain lands (particularly hereinafter described) which
were originally acquired for the use ofne Water Department for the said City and
County of San Francisco and which are hereafter designated as "San Francisco Water
Department Lands"; and '
WHEREAS said City and County of San Francisco has determined that said lands are
no lo~ger necessary for the use of said Water Department or for any other department of
said CYty and Oounty and that it will be to the best interest of the people of said
City andCount~ to sell the same for private use, and whereas said City and County is
preparing to sell said lands for industrial development by private persons, firms, or
corporations; and
WHEREAS if said property is developed and used in its present condition, the City
of South San Francisco will very .likely be confronted with many problems involving drain-
age due to the extremely low elevation of said property, which problems could be ob-
viated if the grade of said property is brought to a higher level prior to the use
thereof for any industrial, business or other purpose; and
WHEREAS the Works Engineer of the City of South San Francisco has made a study
of the area and, as a result thereof, has recommended that the level of said property
be raised to a certain spedified minimum level, hereafter indicated,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Fran-
cisco that said city council does hereby determine that the grade level of said San
Francisco Water Department Lands is so low in its present condition that it will be
inimical to the best interests of said city and the people thereof to permit develop-
ment thereof in said present condition, a nd that, therefore, the grade level of said
lands must be raised before the same may be put to any use. It is further determined
that the minimum grade level specified by the Works Engineer of said city is the
minimum level at which said lands may safely be put bo any permissible use, and
therefore the recommendation of said works engineer is hereby approved and adopted.
Said recommendation is as follows:
That the grade ofall streets to be laid in and across said San Francisco Water
Department Lands be at a minimum elevation of ~8.0 feet official South San Francisco
datum (same as United S~a~es Coast and Geodetic SurveyS, except that the grade for
such streets may slope to an elevation of 7.0 feet in the last ~00 feet to the slough
located in the southeast portion of said lands; that all streets should slope towards
Colma Creek or said slough in order to provide for the drainage of storm waters, or ~
that, in lieu therof,~ an adequate storm drainage system be constructed; and that all
property in the area be filled tosuch a level that, when graded, it will slope to the
~$reets for drainage, or that, in the alternative,, adequate nrovisions for storm drainage
be made.
The foregoing is hereby established as the minimum official grade level for said
San Francisco Water Department Lands.
BE IT FURTHER RESOLVED that the building inspector of the City of South San Francsico
is hereby instructed to issus no permit for the erection of any building or other
structure in said area until he is satisfied that the particular property involved has
been filled to the proper level.
The aforementioned San Francisco Water Department Lands are particularly described
on the attached sheet and map, marked "Exhibit A", and incorporated herein by this
reference.
The City Clerk is hereby directed to cause a certified copy of the resolution to
be recorded in the office of the Recorder of San Mateo County.
I herebyy certify that the foregoing resolution was regul~rly adopted on
the 17%h day of August, 1953, by the City Council of the City of South San Francisco
by the following vote:

Commencing at a point which bears north 81° 05' 09" west 526.6 feet from a
granite monument set at the section corner common to Sections 21, 22, 27 and 28,
Township 3 South, Range 5 West, M. D. M.; and running thence south ll° 39' west
3209.51 feet; thence south .89° Ol' 06" west 379.11 feet to the east line of .San
Bruno Road; thenc~ al. ong said line north OO 58' 54" west 44.34 feet and north
iu 22' 54" east 311.64 feet; thence south 89° 54' west 66.02 feet to the west
line of said road; thence along said west line south 1° 22' SA" west 332.91 feet
to the northerly line of the County Highway; thence along said northerly line on
the arc of a curve to the left (the chord of which bears north 48° 35' 15" west
235.40 feet)' with a radius of 430 feet, a distance of 238.44 feet;thence north
64° 28' 24" west 170.65 feet; thence leaving said County Highway on a curve to
the right (the chord of which bears north 15° 31' 14" west 88.83 feet) with a radius
of 373.06 feet, a distance Qf 89.04 feet to the easterly line of tH Southern
Pacific Company right of way; thence along said right of way line on the arc of a
curve to the right (the chord of which bears north 2o 31' 46" east 17.36 feet)
with a radius of 5679.65 feet, a distance of 17.36 feet; ~thence continuing northerly
alonE said right of way line on the arc of a curve to the right a distance of 3228.52
fe_et, more or less, to the easterly boundary line of San Bruno Road; thence north

Tract A: Commencing at a point which bears north 81° 05' 09" west 526.6
feet from a Eranite monument set at the section corner common to Sections 21, 22, 27,
and 28, Township 3 South, Range 5 West, M. D. M.; and running thence south ll° 39'
west 115.48 feet to the northeast line of the State ~Highway; thence along said north-
east line, north 31° $5' 14" west 178.87 feet; thence on the arc of a curve t6
the right (the chord of which bears north 27° 23' 17" west 142.75 feet) having a radius
of 937.5 feet, a distance of 142.87 feet to the northerly line of the 60.733 acre
tract hereinabove descirbed; thence south 47° 51' east 246.97 feet along said northerly
line to the point of commencement. Containing 0.310 acres.
·Tract B: Commencing at a ooint on the southwesterly line of the State Highway,
south 70° 07' 59" west 617.O feet from a granite monument set at the section corner
common to Sections 21, 22, 27 and 28, Township 3 South, Range 5 West, M. D. M.; thence
south ll° 39' west 267.35 feet; thence north 54° 31' 15" west 530.94 feet to the
easterly line of San Bruno Road; thence along said line north 13° 20' 16" east
feet to the easterly line of the right of way of the Southern Pacific Comoany; thence
along said line north 32° 56' 40" east 67.92 feet; thence along the arc of a cur~e to
the right (the chord of which bears north 41° 04' 42" east 162.48 feet) having a radius
of 574.19 feet, a distance of 163.02 feet; thence sou. th 47° 51' east 10.90 feet; thence

Francisco to Ken F. Royce by deed dated' January 8, 1945, recorded on January 22, 1945,
in Book 1157 at page 230 in the Officaila Records of the County of San ~4ateo.
Tract D: All that certain parcel of land conveyed by the City and County of San
Francisco to Ed R. Guerin and Grace F. Guerin, his wife, by deed dated November 3, 1948,
and recorded November 24, 1948, in Book 1596 at page 544 in the Official Records of the
County of San Marco.
Tract E: All that certain parcel of land conveyed by the City and County of San
Francisco to J. A. Dowling by deed dated March 30, 1944, recorded April 9, 1953, in
Book 2396 at oage 522.in the OfficiAl Records of the County of San Mateo.
Containing exclusive of sa'id exceptions 47.366 acres, more or less.
