SOUTH SAN FRANCISCO REDEVELOPMENT AGENCY

Regular Meeting

CALL TO ORDER: Chairman Ronald G. Acosta called the South San Francisco
Redevelopment Agency meeting to order at 7:06 p.m.
ROLL CALL: Present: Chairman Ronald G. Acosta, Vice Chairman Gus Nicolopulos,
Members Mark N. Addiego, Emanuele N. Damonte, and
Roberta Cerri Teglia
Also present: Executive Director/Secretary C. Walter Birkelo;
Assistant Secretary Louis Dell'Angela; Herman Fitzgerald,
Counsel, Director of Finance William Anderson; and
representatives from Reimer Associates
AGENDA REVIEW: No items were submitted for Agenda Review.
APl IVAL OF MINUTES: Member Damonte moved, seconded by Member Addiego, that the Minutes
of the regular meeting of February 4, 1981, be approved. Motion,
as made and seconded, was unanimously carried.
PUBLIC HEARING - NOTICE Assistant Secretary Dell'Angela recalled to Council the check
OF HEARING ON THE EAST list of February 4 and the Expanded Initial Study presented, and
GRAND AVENUE GRADE the discussion concerning environmental concerns related to this
SEPARATION PROJECT project: the Pacific Gas and Electric Company's interest in
NEGATIVE DECLARATION 297 - regard to the relocation of certain utilities within the project;
CONTINUED FROM THE MEETING and Caltrans' need for additional time to obtain additional
OF FEBRUARY 4, 1981 information and for response. He stated that the Pacific Gas
and Electric Company had replied in a letter, dated February 13,
1981, and this letter would be submitted as part of the records.
Caltrans has conceded that the negative declaration is a
reasonable evaluation of the environmental effects, but some
details will have to be worked out. He stated that representatives
from Reimer Associates were here to answer any of Council's
questions.
Mr. Stephen Brothers, Reimer Associates, Urban/Environmental
System Engineers, distributed copies of communications to
Council as received from Cabot, Cabot & Forbes, Department of
the Army, Pacific Gas and Electric Company, and California
___ Department of Transportation responding to comments where
appropriate. He explained that a Mitigated Declaration form
and Expanded Initial Study were prepared on the project and

Mitigated Negative Declaration and Expanded Initial Study, he
stated his firm was responding to issues raised by the agencies
and individuals reviewing, these documents.
Chairman Acosta asked if anyone in the audience had any questions
to Mr. Brothers or to Staff.
PUBLIC HEARING CLOSED As no one spoke, Chairman Acosta declared the Public Hearing closed.
Member Nicolopulos moved, seconded by Member Damonte, that the
Negative Declaraton No. 297 relating to the 2E Overpass Design
Alternative, East Grand Avenue/Southern Pacific Railroad Grade
Separation Project, be approved. Motion, as made and seconded,
was unanimously carried.
DISCUSSION RE AGENCY/ Executive Director Birkelo reviewed the history of the negotiation
DEVELOPER COOPERATIVE process with the Allstate Insurance Company, the Seraco Group,
AGREEMENT CONCEPTS and the transferring of responsibilities to the Homart Development
Company. He remarked that the Board had before them a general
outline of the objectives and some principal concepts. If the
Board felt this was a reasonable way to proceed, the negotiations
would continue in order to bring about a fully-drafted agreement
which would embody the objectives set forth as well as all details.
Executive Director Birkelo reviewed the Staff Report of February 18,
1981, including the appendix which set forth the recommended im-
provement cost allocation between the Agency and Developer
Mr. Donald Bruzzone, Homart Development Company representative,
addressed the overcrossing as Phase I, an important endeavor to
be completed. He spoke of the future plans of Phase 2, the
construction of a 12-story hotel, two 6-story office buildings,
and adjacent improvements. The second phase would be predicated
upon the "market place." Mr. Bruzzone emphasized that in terms
of a time table, the middle of March would be the deadline whereby
an understanding with Homart should be reached. He stated that
a complete agreement could be prepared for the Board's approval
on March 18, 1981.
Director of Public Services Robert Yee explained to the Board
the $250,000 representing improvements to the open channel for
storm drainage purposes. As Homart Development would not drain
into this channel, the Agency was responsible for this cost.
Mr. Yee responded to the Board's inquiries concerning the land-
scape buffers, the vacation of Industrial Road, and the conveyance
of it to Homart Development Company.
It was the concensus of the Board to approve conceptually the
Agency/Developer agreement and finalize it in March.

GOOD AND WELFARE: Mr. Thomas Callan, P. O. Box 1081, Daly City, inquired as to the
~ specific financial requirements which an agency cannot exceed
in a particular project and the criteria for the Gellert Boulevard
project's being considered as a redevelopment project.
Mr. Herman Fitzgerald, counsel for the Redevelopment Agency,
explained the prerequisites of financial or economic property
which would designate an area as a "blight" area, and legal
interpretation qualifying it for redevelopment area as a "blight"
area.
Mr. Callan was invited to contact the City with any proposal and
details considered "blight," economical or social; and the City
would consider it. Mr. Callan replied that he would be calling
for an appointment.
ADJOURNMENT Member Teglia moved, seconded by Member Nicolopulos and unanimously
carried that the meeting be adjourned at 8:05 p.m.
