SOUTH SAN FRANCISCO REDEVELOPMENT AGENCY
December 2, 1981
Regular Meeting
TIME: 7:00 p.m.
PLACE: Community Room, Municipal Services Building
CALL TO ORDER: Chairman Gus Nicolopulos called the South San Francisco
Redevelopment Agency meeting to order at 7:06 p.m.
ROLL CALL: Present: Chairman Gus Nicolopulos; Vice Chairman Roberta C.
Teglia; Members Ronald G. Acosta and Emanuele N. Damonte.
Absent: Member Mark N. Addiego
Also present: Executive Director/Secretary C. Walter Birkelo;
Assistant Secretary Louis Dell'Angela; Director of
Finance Barry Lipton; Agency Counsel Herman Fitzgerald.
AGENDA REVIEW: Executive Director Birkelo stated that there was nothing to add
r.. to the agenda but he would suggest that the Board adjourn this
meeting to Tuesday, December 15, 1981, at 4:30 p.m. at the Homart
Development Company's office for further design review discussions.
He remarked that the Board would meet on December 16 for an item
relating to the validation litigation; and on Council's agenda,
there would be an assessment district's recommendation relating
to improvements.
APPROVAL OF MINUTES: Member Damont~ moved, seconded by Member Acosta that the Minutes
of the Regular Meeting of November 18, 1981, be approved. Motion,
as made and seconded, was regularly carried; Member Addiego,
absent.
APPROVAL OF BILLS: Member Damonte moved, seconded by Member Acosta that the claims,
as submitted for payment, be approved. Motion, as made and
seconded, was regularly carried; Member Addiego, absent.
SELECTION OF FISCAL Executive Director Birkelo briefly reviewed the Staff Report which
CONSULTANT FOR PROPOSED explained the proposal from three reputable fiscal consulting ~irms
SALE OF TAX INCREMENT to assist in the marketing of tax increment notes as provided for
NOTES - BARTLE WELLS in the Owner Participation Agreement between Agency and Homart
ASSOCIATES Development Company. He explained Staff's recommendation to
select Bartle Wells Associates as they were the only firm to submit
a lump sum proposal which will be significantly less than fees
quoted by the other two firms which were on a sliding scale
based on the total amount of notes sold.
SELECTION OF BARTLE In answer to Chairman Nicolopulos' inquiry regarding total cost,
_WELLS ASSOCIATES Executive .Director Birkelo stated that the estimated total cost
iontinued) would be approximately $11,500, plus the printing cost of the
prospectus. He further remarked that the Agency has control of
how extensive that will be, and this was all included in the
proposal. He explained that the last proposal had only been re-
ceived this morning, but that Staff was fully aware of the
~ontents of the proposals.
Member Teglia moved, seconded by Member Acosta that the Executive
Director be authorized to negotiate an agreement with the consulting
firm of Bartle Wells Associates to provide for fiscal advisory
services in connection with the sale of tax increment notes in
early 1982. Motion, as made and Seconded, was regularly carried;
Member Addiego, absent.
GOOD AND WELFARE: Chairman Nicolopulos invited anyone in the audience to speak under
Good and Welfare. No one responded to the invitation to speak.
Member Acosta inquired as to why no deductions had been made on
the voucher he had received for expenses in the discharge of Agency
duties. This was explained by City Fin'ance Director Barry Lipton
as an amount so slight; and in the best interest of all concerned,
it was a unilateral decision to pay Agency members on Accounts
Payable as opposed' to Payroll. He stated that Agency Board members
would receive the ~appropriate income filing papers.
]OURNMENT: Member Teglia moved, seconded by Member Acosta that the meeting
be adjourned to Tuesday, December 14, 1981, 4:30 p.m. Homart
Development Company site. MOtion, as made and seconded, was
regularly carried; Member Addiego, absent.
Time of adjournment: 7:15 p.m.
