A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO
URGING THE DEFEAT OF ASSEI/BLY BILL NO. 2212, WHICH, IF ENACTED INTO
LAW, WOULD MAKE ALL ELECTIVE ~UNICIPAL OFFICES PARTISAN.
WHEREAS there has been introduded in the Legislature of the State of California a
Bill designated as "Assembly Bill No. 2212", which, if enacted into law, would affect the oper-
ation of the municipal governments of all the cities throughout the State by making all
elective municipal offices partisan; and
WHEREAS the passage of said bill would effect a return to partisan politics in
municipal government, a condition which, more than fifty years ago, was abolished,
undesirable; and,
WHEREAS partisan politics do not enter into either the functions or duties of city
~councilmen, city clerks, city treasurers, or other~ected municipal officials,
NOW, THEREFORE, BE IT RESOLVED by.the City Council of the City of South San Francisco
that said City Council does hereby find and determine that a return to partisan politics in
municipal government would be inevitably accompanied by many evils without any off-setti~
desirable results whatsoever. Consequently, said City Council does hereby declare':~ that
it is unqualifiedly opposed to the passage of Assembly Bill No. 2212. In that connection,
said City Council does hereby urge each and every member of the California Legislature, both
Senate and Assembly, to vote against the enactment of said Bill.
BE IT FURTHER RESOLVED that the"City Clerk be, and he hereby is, directed to cause
certified copies of this resolution to be forwarded to Honorable Goodwin F. Knight, Governor of
the State of California; Honorable Harry L. Parkman, Senator from the Twenty-First Senatorial
District; Honorable Charles J. Conrad, Assemblyman from the Fifty-Seventh Assembly District and
Chairman of the Assembly Election and Reapportionment Committee; Honorable Richard Dolwig,
Assemblyman from the Twenty-Sixth Assembly District; the Board of Supervisors of the County of
San Mateo; the City Councils of each of the cities situated in the County of San Mateo; the
League of California Cities; and the Peninsula Division of the League of California Cities.
I hereby certify that the foregoing resolution was regularly introduced and adopted
by the City Council of the City of South San Francisco at a regular meeting held on the 18th
day of April 1955, by the following vote:
AYES: COUNCILMEN: Andrew Rocca, Francis LucchiO, Emilio Cortesi, Richard Gamlen, and Telford
Smith.
NOES: " None
ABSENT: " None
