SOUTH SAN FRANCISCO REDEVELOPMENT AGENCY
Regular Meeting
October 6, 1982

CALL TO ORDER: Chairman Roberta Cerri Teglia called the South San Francisco Redevelop-
ment meeting to order at 7:16 p.m.
ROLL CALL: Present: Chairman Roberta Cerri Teglia, Vice Chairman Mark N. Addiego;
Members Ronald G. Acosta, Emanuele N. Damonte, and Gus Nicolopulos

APPROVAL OF Member Damonte moved, seconded by Vice Chairman Addiego, that the Minutes
MINUTES: of the Regular Meeting of September 15, 1982, be approved. Motion, as
made and seconded, was unanimously approved.
APPROVAL OF ~.lember Nicolopulos moved, seconded by Vice Chairman Addiego, that the claims
BILLS: as submitted for payment, be approved. Motion, as made and seconded, was
unanimously approved.
ENGINEER'S REPORT Executive Director Birkelo stated that this item also appears on Council's
GATEWAY ASSESS- agenda this evening for action. This item is on the Agency's agenda as
MENT DISTRICT and informational item for the Board's review.

Mr. Birkelo stated that back in 1981, the Redevelopment Agency received a
report regarding funding concepts which were embodied in the Owner Parti-
cipation Agreement. One concept called for the use of an assessment
district to cover the costs of providing offsite improvements for the
Gateway Project, with the exception of the East Grand Avenue Grade Sepa-
ration Project the funding for which was authorized separately. Mr. Birkelo
further explained that the Engineer's Report contained updated and refined
estimates and, in addition, some additional work, i.e., the auxiliary lane
on Bayshore Freeway and the Gateway Boulevard Extension Project. It has
not yet been decided to go forward with the latter project. It is, however,
ENGINEER'S REPORT included in the scope of work for the Gateway Assessment District, He
G,'-~.WAY ASSESS- explained that the potential figures were somewhat higher for the Gateway
Mi 'DISTRICT Boulevard Extension Project than was previously anticipated.

(Continued) After a detailed explanation of the Owner Participation Agreement which
sets forth the Agency's funding mechanism, Mr. Yee, Director of Public
Services, traced the progress which has been made since July 7, 1982,
when resolutions were adopted to create an assessment district and appoint
Wilsey & Ham, consulting engineers, to undertake the project. He stated
that the engineer's Report, as well as Phase I Plan, had been completed
and were ready for authorization to go to bid. He detailed the improve-
ments and amount of assessable acreage in the first phase. He commented
that the second phase which includes the auxiliary lane and Gateway Ex-
tension will be ready for consideration within a year.
Mr. George Homolka, Design Engineer for the Assessment District, explained
the proposed improvements which would be funded by the District.
In answer to the Board's inquiry, Mr. Homolka explained that net buildable
area was used for spreading the assessment. He stated that in cases where
parcels are heavily encumbered by landscaping, the total assessment cost
was less since the net buildable area was less.
The Board addressed the matter of the maintenance of on-site landscaping
which would become the responSibility of the land owners' association. The
medians on East Grand Avenue and Oyster Point Boulevard would be the City's
maintenance responsibility. Homart has agreed in the Owner Participation
Agreement to maintain the median on Gateway Boulevard.
REVIE OF PARCEL Executive Director Birkelo explained that the assessment district map
MAPS NOS. 82-201, reflects parcel map splits which have not yet been approved by the City.

GATEWAY PROJECT Assistant Secretary Dell'Angela indicated that there appeared to be no
problem with the two parcel maps' splitting Lots 3 and 8. He added that
the parcel map affecting Lot 5 has been withdrawn, and the assessment
district map should be corrected accordingly.
COMMENTS RE Mr. Yee briefly informed the Board of the November 10 date for bids to be
AWARDS OF BIDS received, and December 1 for the hearing date and tentative award date.
AND FUNDING
Executive Director Birkelo commented on the overall funding. He stated
that the $26 million shown was the upper limit of what was expected to
be considered given the scope of work. He assured the Board that that
many bonds would not be sold in the first phase to do the work. He
remarked on the restrictions of Proposition 13 and stated that the City's
share of the assessment district would be approximately 30 percent.
Mr. Birkelo next requested that the following City Council meeting be
adjourned to Tuesday, October 12, 1982, 4:30 p.m. to receive the bids
for the East Grand Avenue Overcrossing Project.

adjourned, Motion, as made and seconded, was unanimously carried.
