SOUTH SAN FRANCISCO REDEVELOPr]ENT AGENCY
Regular Meeting
November 3, 1982
TIME: 7:00 p.m.
PLACE: Community Room, Municipal Services Building
CALL TO ORDER: Chairman Roberta Cerri Teglia called the South San Francisco
Redevelopment Agency meeting to order at 7:15 p.m.
ROLL CALL: Present: Chairman Roberta Cerri Teglia, Vice Chairman Mark N. Addiego;
r~mbers Ronald G. Acosta, Emanuele N. Damonte, Gus Nicolopulos
Also present: Executive Director/Secretary C. Walter Birkelo, Assistant
Secretary Louis Dell'Angela, City Staff, representatives from
Homart Development Company
AGENDA REVIEW: Executive Director Birkelo requested that an item be added as VI(a)
which item was identical to one on the Council's agenda having to do
with environmental assessment for the Gateway Boulevard Extension pro-
posal. He explained that it was contemplated that it would be funded
from the assessment district and should be addressed by the Board.
As there were no objections, it was so ordered.
APPROVAL OF BILLS: Member Damonte moved, seconded by Member Addiego, that the claims as
submitted for payment, be approved. Motion, as made and seconded,
was unanimously approved.
PROJECTS' STATUS Mr. Birkelo briefly informed the Board that the contract documents are
REPORT about to be signed for the East Grand Avenue project. It was expected
that this would be concluded and work would get under way in a week. He
remarked that November 10 was the date for receiving the construction
bids for the assessment district work; and award of bids for the bonds
and construction contract will be presented simultaneously at the
meeting of December 1.
~]r. Birkelo next explained a discussion which had taken place among
representatives from Bartle Wells, Jones Hall Hill and White, and the
City Treasurer, Mr. Bonalanza, concerning the designation of Paying
Agent for the assessment district. He stated that after an assessment
is made of the work load and financial aspects, the City Treasurer
will have the option to that as Payinq Agent; and a decision will be
made when bids are presented.
ENVIRONMENTAL The Executive Director remarked that Assistant Secretary Dell'Angela
~ESSr]ENT GATEWAY would give some brief comments concerning the scope of the proposed
JD. EXTENSION environmental consultant's work.
~=J~VIRONMENTAL Mr. Dell'Angela explained that proposals are being sought on the
SESS~ENT GATEWAY environmental impacts of the Gateway Extension project. He addressed
VD. EXTENSION major issues, such as traffic, drainage, noise, and the air quality
~ontinued) impacts; and the need for documentations should the project ever be
challenged. He stated that Council would be asked to authorize an
expenditure up to $5,000; and should the proposals come back higher,
a further request could be made.
Executive Director Birkelo suggested that the Board should, by motion,
approve the hiring of the consultant and the charging of the cost to
the assessment district.
Member Acosta so moved, seconded by Member Damonte.
The Board questioned whether or not it was wise to allow for the
consideration of a higher bid. In answer, Mr. Dell'Angela stated that
the bids could be less; but should they be more, he would be back to
the Board with additional information.
Roll call vote was as follows: Ayes, Members Ronald G. Acosta, Mark N.
Addiego, Emanuele N. Damonte, Gus Nicolopulos, and Roberta Cerri Teglia.
GOOD AND WELFARE: Chairman Teglia invited anyone to speak under Good and Welfare. No
one spoke.
~z~OURNMENT: Member Addiego moved, seconded by Member Damonte, that the meeting be
adjourned. Motion, as made and'seconded, was unanimously carried.
