Regul ar Meeting
April 6, 1983
TIME: 7:00 p.m.
PLACE: Community Room, Municipal Services Building
CALL TO ORDER: Chairman Roberta Cerri Teglia called the South San Francisco
Redevelopment Agency meeting to order at 7:07 p.m.
ROLL CALL' Present: Chairman Roberta Cerri Teglia, Vice Chairman Mark N. Addiego,
Members Ronald G. Acosta, Emanuele N. Damonte, Gus Nicolopulos
Also present: Executive Director/Secretary C. Walter Birkelo, Assistant
Secretary Louis Dell'Angela; Treasurer Barry Lipton; Mr. John
Aguilar, Development Director, Homart Development Company;
Mr. Robert Wetmore, Keyser Marston Associates, Inc.
AGE__NDA REVIEW: Executive Director Birkelo stated that he had nothing to add to the
evening's agenda.
A,.ROVAL OF Vice Chairman Addiego moved, seconded by Member Damonte, that the Minutes
MINUTES: of the Special Meeting of November 8, 1982, and the Regular Meeting of
Febrary '16, 1983, be approved. Motion, as made and seconded, was
unanimously approved.
APPROVAL OF Vice Chairman Addiego moved, seconded by Member Damonte, that the claims
BILLS: as submitted for payment for April 6, 1983, be approved. Motion, as
made and seconded, as unanimously approved.
PROFESSIONAL Mr. Birkelo briefly recalled the discussion of the previous meeting
SERVICES CONTRACT in which the Board did authorize proceeding on a limited basis and the
KEYSER MARSTON preparation of an agreement to be brought for the Board's approval.
ASSOCIATES, INC. The agreement was ready for consideration. He explained that the
agreement included some general wording in the proposed scope of work,
but pointed out that it also provided that the various tasks would be
done onlY at the direction of the Agency. The consultants would assist
in developing parameters for dealing with the possibility of developing
a conference/convention type of facility, probably, in connection with
the private sector. Mr. Birkelo further pointed out that attention was
being focused on a lO-acre, City-owned site on South Airport Boulevard
because there had been some interest already expressed by a hotel group.
In answer to Chairman Te§lia's remark about the conflict of one site's
being outside of the redevelopment agency's jurisdiction, Mr. Birkelo
explained the option by which this type of facility might be considered.
~ )LUTION NO. 40 Member Nicolopulos questioned the meaning of "scope of services" and
~ ~ORIZING EXECU- "reuse report" under Section 6 in the attached Exhibit "A."
T~uN OF AGREEMENT
KEYSER MARSTON FOR Executive Director stated that he was not certain of the exact meaning
CONSULTANT SERVICES of the terminology but would get a clarification.
Member Nicolopulos moved, seconded by Vice Chairman Addiego, that the
resolution entitled, "A RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT
WITH KEYSER MARSTON ASSOCIATES, INC. FOR CONSULTANT SERVICES," be adopted.
Roll call vote was as fol!ows: Ayes, Members Ronald G. Acosta, Mark N.
Addiego, Emanuele N. Damonte, Gus Nicolopulos, and Roberta Cerri Teglia.
Noes, none. Absent, none.
GOOD & WELFARE: Chairman Teglia asked if anyone in the audience wished to speak on a
matter concerning the Redevelopment Agency. No one wished to speak.
COMMENTS RE Member Acosta brought up the system of the seating of the Board. He
SEATING ARRANGE- felt there was undue pressure on him as first person to vote.
MENT OF BOARD
City Attorney Robert.Rogers remarked that he would explain the process
during the break between Redevelopment Agency and City Council meetings.
Member Damonte suggested that some mechanism for recording votes might
'- be installed to eliminate this situation and that, possibly, the Agency
and City Council might explore the joint participation in this installation.
ADJOURNMENT: Member Damonte moved, seconded by Vice Chairman Addiego, that the meeting
be adjourned. Motion, as made and seconded, was unanimously carried.
