RESOLUTION NO. 2~13
RESOLUTION CALLING FOR BIDS AND DETFPJ{INING GENERAL
PREVAILING RATE OF PER DI~ WAGES
%~EREAS, the City Council of the City of South San Francisco, State of California,
heretofore by Resolution of Intention No. 2&O1 adopted August 27, 1956, declared its intention to order the work
to be done and the acquisitions and improvements to be made as described in said Resolution of Intention; and
%~tEREAS, said City Council in said Resolution of Intention referred said work and
proposed improvement to the Engineers of Work, Industrial Park Improvement District Nc. 1, and directed said
engineers to make and file with the City Clerk of said City a report in writing, pursuant to the provisions
of California Streets and Highways Code Sections 10203 and !020~; and
$~EAS, said Engineers duly made and filed their report in writing with Said City Clerk; a~d
WHEREAS said report was duly presented by said City Clerk t° the City Council for consideration
and after being fully considered by said~ City Council was by Resolution No. 2403 heretofore adopted by said
City Council on August 27, 1956, adopted, confirmed and approved; and, after hearing duly held on due
notice, the City Council by resolution adopted on September 11, 1956, confirmed the assessment provided for
in said report and ordered the proposed acquisitions and improvements described in said Resolution of
intention No. 2~O1 to be made; and funds for part of said proposed improvement are now in the custody of
the City ~reasurer;
NOW', THERF~ORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO, AS
FOLLO~S:
1. The City Clerk is hereby directed to publish by two insertions in the SOU~H SAN
FRANCISCO ENTERPBISE-JOURNAL, a newspaper published and circulated in said City and hereby designaked
by the City Council for that purpose, a nebice inviting sealed proposals for the doing of said work
and improvement, in substantially the form attached hereto as Exhibit A and in the manner prescribed
by law.
2. Monday, the 1st day of October, 1956, at 10:OO A.M. (Cal. D.S.T.) at the meeting
room of the City Council, City Hall, South San Francisco, are hereby fixed as ~e time and p~ce for the
opening of the bids.
3. Pursuant to Section 1770 of the California Labor Code, the City Council hereby determines
that the general prevailing rate of per diem wages applicable to said work and improvements described in
said Resolution of Intention No. 2AO1 shall be as set forth in the plans and specifications for said work
and improvement attached to said Engineers' report on file ~nthe office of the City Clerk.

EXHIBIT A
NOTICE INVITING SEALED PROPOSALS
Sealed proposals hill be received At the office of the City Clerk of the City of South San
Francisco, CityHall, South San Francisco, California, until 10:00 o'clock A. M. (Cal. D.S.T.) on Monday,
October 1, 1956, and read aloud at the above stated time in the Council Chambers in said City Hall, for
the following work:
Construction of paving and grading for streets with8 inch or 6 inch Untreated
base and 3'inch plan% mixed surfacing, curbs and gutters, sidewalks, sanitary sewer
facilities, two sanitary sewage pneumstic ejector stations, stormdrain lines, man-
holes ~nd cstchbasins, monuments, fire alarm system, street signs, and the appurte-
nances for the above works; all on Utah Avenue between Airport Boulevard South and
the e~sterly boundary of the assessment district an appro~im, te distance of 1940
feet; Harbor Way from the existing City of South San Francisco sanitary sewage pumping
station to about 450 feet north of Navigable Slough; Haas Way from Utah Avenue to a
point about 400 feet north; HaynieWay from Utah Avenue to a point about 540 feet
south; Littiefield Avenue from Harbor ?~ay to the easterly boundary of the assessment
district a distance of about 340 feet,
all in and adjacent to an assessment district designated "Industrial Park Improvement District No. 1",
comprising certain territory in said City of South San Francisco, all as shown and designated on the
diagram, map, plans and specifications therefor on file in the office of the City Clerk of said City.

the work and improvement are described in Resolution of Intention No. 2&O1, adopted August 27, 1956, by the City
Council of said City, which is hereby referred to for a description of said work and improvement' the district to
be assessed to pay the cost and expenses thereof, and the bonds to be issued to present the unpaid assessments.
Reference is further made for a detailed description of such work and improvement to the plans and
specifications therefor on file in the office of said City Clerk of s~id City.

The foregoing quantities are approximate only, being given as a basis for the comparison of bids,
andthe City of South San Francisco does not expressly or by implication, agree that the actual amount of work will
correspond therewith, but reserves the right to increase the amount of any class or portion of the work or to omit
portions of the work as may be deemed necessary or expedient by the Engineers, and as may be aughorized by law.
In accordance with the provisions of Section 1770 of the Labor Code, the City Council of the City
of South San Francisco has determined that the general prevailing rate of wages applicable to the work and improve-
ments described in said Resolution of Intention No. 2&O1 shall be as specified in said plans and specifications for
said City Clerk, which plans and specifications are hereby referred to for a statement of said general prevailing
rate of wages and are incorporated herein by this reference.
Eight (8) hours shall constitute a working day. All workmen shall be paid time, and-one-half for
overtime, and double time on holidays.
It shall be mandatory upon the Contractor to whom the contract is awarded, and upon any subson-
tractor under him, to pay not less than the said specifiedrates to all labor,rs, workmen and mechanics employed
by them in the execution of the contract.

All bids will be compared on the basis of the Engineers' Estimate of the quantitites of work to be
No bid will be~accepted from a Contractor who is not licensed under Chapter 9, Division 3, California
Business and Professions Code.
Each proposal shall be made out on a bid form to be obtained at said office of the City Clerk.
Each bid must conform and be responsive to this Notice Inviting Sealed Proposals, the Plans and
Specifications, and the Contract Documents. Copies of the Plans, Specifications, and Contract Documents are now
on file and open to public inspection in the offices of~said City Clerk and may be obtained at the office of said
City Clerk or at the Engineering Office of Wilsey & Ham, 111 Rollins Road, ~llbrae, California, by making a pay-
ment of $15.00. There will be a refund of 40.00 on each set of plans, specifications, and contract documents
returned in good condition within 72 hours of the bid date.
Notice is also hereby given that each bidder must submit with his proposal a statement of type of
work completed, submit with his proposal a statement of type of work completed, experience and financial status
in the class of work called for.
Each bid shall be accompanied by cash bidder's bond, or certified check, payable to the City of
South San Francisco, equal to at leas~ 10% of the amount of the bid, as a guaranty that if such bid is accepted,
the bidder will enter into and execute a contract and furnish satisfactory bonds as provided in the specifications
and contract documents, and will be forfeited to said City as liquidated damages if the successful bidder fails,
neglects, or refuses to sign the contract within 15 days of notice of award and file acceptable bonds.
All bids shall be delivered, sealed, to theCity Clerk, City Hall, South San Francisco, California,
on or before 10 A.~. (Cal. D.S.T.), Monday, October 1, 1956, and will be opened and publicly read aloud at or
about 10 A.M. (Cal.D.S.T.) of that day in the Council Chambers, City Hall, South San Francisco, California.
The City reserves the right to reject any and/or all bids or to waive any informality~.£n~a bid.
