THE REDEVELOPMENT AGENCY OF THE
CITY OF SOUTH SAN FRANCISCO
Adjourned Regular Meeting
September 14, 1982
TIME: 5:45 p.m.
PLACE: City Council Conference Room, City Hall
CALL TO ORDER: Vice Chairman Emanuele Damonte called the South San Francisco
Redevelopment Agency meeting to order at 6:05 p.m.
ROLL CALL: Present: Vice Chairman Emanuele N. Damonte; Members Ronald G. Acosta,
Roberta Cerri Teglia, and Gus Nicolopulos'
Absent: Chairman Mark N. Addiego
Also present: Executive Director/Secretary C. Walter Birkelo, Agency
Treasurer Bar.ry Lipton, and City Treasurer John J. Bonalanza
AGENDA REVIEW: Executive Director Birkelo stated that nothing was to be added to the
evening's agenda. The meeting was called for a closed session for a
status on the negotiations.
[ IRMAN ADDIEGO Chairman Addiego appeared present at 6:15 p.m.

Chairman Addiego asked if anyone wished to speak under Good and Welfare.
Mr. Bonalanza challenged the Board of Directors on the appOintment of
the Director of Finance as Treasurer of the South San Francisco Redevelop-
ment Agency. He stated that he was the duly elected Treasurer of the
City of South San Francisco and objected to the listing of Mr. Lipton
as second Treasurer of the City on the California Municipal Treasurers
Association roster.
Discussion followed among the Board and Mr. Bonalanza concerning the
action taken by the Redevelopment Agency in the appointment of the
Finance Officer as Agency Treasurer. The distinction between the two
entities was explained, and the separateness of the actions by each body
was further addressed. Mr. Bonalanza indicated that there was no
separate resolution or ordinance adopted to duly appoint the Finance
Director as Agency Treasurer but was part of a broadened resolution.
At the request of the Agency Board, Agency Cousel was directed to
examine the proper method of'appointment within the redevelopment
structure.
CLOSED SESSION: The Agency Board went into a closed session at 6:28 p.m.
RE~ .L TO ORDER: Chairman Addiego recalled the Agency meeting to order at 7:10 p.m.
He stated that no action had been taken.
ADJOURNMENT: Member Teglia moved, seconded by Member Acosta, that the meeting be
adjourned. Motion, as made and seconded, was unanimously approved.
Time of adjournment: 7:11 p.m.
