FRANCISCO SETTING FORTH THE FORM OF THE CIVIL DEFENSE ORGAN-
IZATION PURSUANT TO SECTION 8 OF ORDINANCE NO. 311
WHEeEAS, Ordinance No. 311 of t~he City of South San Francisco relating to
civil defense and disaster provides 'that the civil defense and disaster organization,
the distribution of civil defense powers and duties, the assignment of functions and
services and the recruitment, direction and training of personnel shall be prescribed
by a resolution adopted concurrently with the adoption of said ordinance.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San
Francisc as follow~:
Section l. The civil defense and disaster organization of this city shall
be as hereinafter moro particularly described and as shown on the attached chart
marked Exhibit A and entitled, "Suggested Hodel Local Orjaniza~Lon of Civil Defense."
SaidKxhibit A, including all information shown thereon, is as much a part of this
resolution as if the materials and information set forth by said exhibit were all
fully described herein.
Section 2. Mv~Bion of Operating Services. There is hereby created a div-
ision of operating services. For the purposes of civil defense planning and organiz-
ation, the chief of each operating service within this division shall be responaibl®
to the director through the assistant director.
Within this division there shall be the following civil defense and disaster
services:
(1) Fire service;
(2) Law Enforcement service, which shall include the plant protection service;
(3) Engineering service, which shall include utility service, shelter pro-
tection andrescue service;
(4) Health and medical services, which shall include special weapons defense;
and
(5) Emergency welfare service, which shall include mass feed4ng, clothing and
shelter.
The director shall appoint a chief of'each such service, except as herein-
after provided. The chief of the fire dePartment of the City of South San Francisco
shall be the chief of the fire service. The chief of police of the City of South
San Francisco shall be chief of the law enforcement service. The city engineer (or
director of public works) of the City of South San Francisco shall be chief'of the
engineering service.
Section 3. Division of Special Services. There is hereby created a div-
ision of special civil defense and disaster services. This division shall be under
the direction and control of a deputy director of civil defense, who'shall be appointed
by the director. For the purpose of civil defense and disaster planning and organiza-
tion, the deputy director is responsible to the dlrector through the assistant director
of civil defense and disaster.
Within this division there shall be the following services:
(1) mutual aid plans;
'(2) evacuation service;
(3) transportation service;
(4) nrden service;
(5) comunications service, which shall include civil air raid warning;
(6) supply service;
(7) public affairs and infor~ation service;
(8) training service;
(9) personnel service, which shall include the recruitment of civilian aux-
iliaries to military activities; and,
(10) general ad~inistrative service.
The director shall appoint a chief of each such service who shall be respon-
sible to the deputy director of the division of special'services. The director ~ay
appoint the same person as chief of two or more services.
Section 4. The city attorney shall serve as the legal advisor to the direc-
tor of civil defense and to tho civil defense organization.
Section 5. A~erican Red Cro~s. The A~erican Red Cross in the City of South
San'Francisco will, in natural disaster, furnish food, clothing, shelter, registration
and infor~ation service, supplementary medical service when requested, and rehabilita-
tion to individuals and fasilies affected by the disaster.
In mr-caused disaster, the A~erican Red Cross viii furnish only food,
clothing and shelter to affected individuals and families.
The American Red Cross will provide fund~ with which to finance all its
relief operations during natural disaster. Civil defense financing will be provided
by public or private agencies other than the Red Cross for Red Cross functions in war-
caused disasters.
The director shall be resPOnsible for arranging, through the chairman of
the local Red cross chapter, for the Participation of the Red Cross in civil defense
as a part of'the mss care service in case of mr-caused disaster, and for the relation-
ship between the Red Cross and the civil defense organization in cage of natural disaster.
Section 6. Duties. The civil defense and disaster duties of the deputy dir-
ector and the chiefs of operating services and special services shall be as described in
"United States Civil Defense,' National Security Resources Board'Doctment 128, dated
September 8, 1950, copies of which shall be filed in the office of the city clerk for
use and examination by the public. Such duties as described in 'United States Civil
Defense' may be changed from tim to time by the director by written ad~inistrative
orders, particularly for the purpose of.confor~ing'to recomendations of the State Dir-
ector of Civil Defense or subsequent ~Odifications reco~mnded by the Federal Civil
Defense Administrator. Upon recommendation of the civil defense and disaster council of
the City of South San Francisco', such duties shall be changed in accordance with such
recomendations.
I hereby certify that the ~forego!ng resolution was regularly
