A RESOLUTION OF INTENTION TO ACQUIRE AND CONSTRUCT
IMPROVEi~NTS AND TO FOR~ GRADING i~AINTENANCE DISTRICT
PERSON AND SWANSON INDUSTRIAL TRACT
RESOLVED, by the City Council of the City of South San Francisco, California,
.that in its opinion'the public interest and convenience require, and that it is the in-
tention of said Council to order the acquisitions and improvements, hereinafter
described:
1. Whenever any public way is herein referred to as running between two pub-
lic ways, or from or to any public way, the intersections of the public ways referred
to are included to the extent that work shall be shown on the plans to be done therein,
2. Said streets and highways are more particularly shown in the records in
the office of the County Recorder of San ~ateo County, California, and shall be shown
upon the plans herein referred to to be filed with the City Clerk of said City.
3. All of said work and improvements are to be constructed at the places
and in the particular locations, of the forms, sizes, dimensions and materials, and at
the lines, grades and elevations as shown and delineated upon the plans, profiles and
specifications to be made th erefor, as hereinafter provided.
4. There is to be excepted from the work herein described any of such work
already done to line and grade and marked excepted or shown not to be done on said plans,
profiles and specifications.
5. Notice is hereby given of the fact that in many cases said work and im-
provement will bring the finished work to a grade different from that formerly existing,
and that to said extent said grades are hereby changed and that said work will be done
to said changed grades.
6. Said Council does hereby adopt and establish as the official grades for
said work the grades and elevations to be shown upon said plans, profiles and specifica-
tions. All such grades and elevations are to be in feet and decimals thereof with ref-
erence to the datum plane of the City of South San Francisco.
7. Said acquisitions and improvements are described as follows:
(a) The acquisition of a right of way 60 feet wide, being the northerly
extension of San Bruno Road as re-routed on the for~er City and County of San Francisco
right of way on the 27.69 acre Person and Swanson Tract, from the junction therewith of
the Colma Creek Canal easterly, on a curve to the right with a 500 foot radius, to Air-
port Boulevard, together with the additional areas at its junction with Airport Boulevard
for corner radii, together with excess acquisition on the westerly side thereof of the
triangular parcel with a maximum width of about 60 feet in order to avoid severance; and
the construction in said 60-foot right of way of grading, 8-inch untreated rock base pave-
ment with 3-inch plant mix surfacing and Portland cement concrete curbs, and gutters.
(b) The acquisition of a right of way of irregular width for the widening
~nd realignment of Airport Boulevard from its junction with the easterly end of the right
Of way described in subdivision (a) above, easterly to the underpass of the Bayshore Free-
way, and the construction therein of grading, 8-inch untreated rock base pavement with
3-inch plant mix surfacing and Portland cement concrete curbs, gutters and traffic islands.

(c) The acquisition of an easement 100 feet wide for the extension and
widening of Colma Creek, along the northerly boundary of the 27.69 acre Person and
Swanson Tract, for drainage and drainage access road purposes.
(d) The acquisition of an easement 10 feet wide lying on either side
of a center line which commences in the easterly line of the 27.69 acre Person and
Swanson Tract, at the juncture therewith of the center line of the existing culvert
in the Southern Pacific Company right of way, thence North 58° 55' West 522.123 feet
to the westerly line of said Tract, and the construction therein of Portland cement
concrete pipe storm drains, and inlet and outlet structures and appurtenances,
known as San Bruno Slough.
(e) The grading of the 27.69 acre Person and Swanson Tract, includ-
ing slopes and site and slope planting, for the proper drainage of the area and for
the protection of the streets to be constructed therein from overflow by water.
Easements are hereby granted to the City of South San Francisco
for said purposes for the period of construction, at the expiration of which time
they shall terminate without further action by either party.
(f) The improving of San Bruno Road from its junction with South
Linden Avenue at Shaw Road, northerly to Airport Boulevard, by grading and the con-
struction therein of untreated rock base pavement with plant mix surfacing; Portland
cement concrete curbs~ gutters and sidewalks; stor~ drain pipes, culverts, catch
basins and manholes; sanitary sewer mains, wye branches, laterals and manholes;
and standard water mains, hydrants, valves and fittings.
(g) The construction of a bridge across Colma Creek opposite the nor-
therly end of San Bruno Avenue.
(h) The acquisition and construction of all lands, easements, facil-
ities and works auxiliary to any of the above and necessary to complete sa~e.
8. The cost-of all of the work to be done under subdivision (b) above,
including engineering and inspection, and one-half of the costs of the .acquisitions
and improvements to be done under subdivision (g) above, including engineering and
inspection, will be paid and contributed by the City of South San Francisco. The
balance of the cost of said improvements together with all of the engineering and
inspection and other incidental expenses of the proceeding, will be assessed upon a
district the exterior boundaries of which are the composite and consolidated area
consisting of the 27.69 acre Person and Swanson Tract~ the 2.47 acre tract and the
8.43 acre tract at the n°rtherly end thereOf, and the 3.0 acre tract and the 3.341
acre tract on the southerly end thereof.
9. Said Council further declares that all public streets and highways
within said assessment district in use in the performance of a public function as
such shall be omitted from the assessment hereafter to be made to cover the costs and
expenses of said acquisitions and improvements.
10. Notice is hereby given that serial bonds to represent the unpaid assess-
ments, and bear interest at the rate of not to exceed six per cent (6%) per annum,
will be issued hereunder in the manner provided in the Improvement Bond Act of 1915,
Division 10 of the Streets and Highways Code, the last installment .of which bonds
shall mature not to exceed twenty-four (24) years from the second day of July next
succeeding ten (10) months from their date.
11. Except as herein otherwise provided for the issuance of bonds, all of
said improvements shall be done pursuant to the provisions of the ~unicipal Im-
provement Act of 1913~ as amended.
12. Reference is hereby made to proceedings had pursuant to Division 4 of
the Streets and Highways Code on file in the office of the City Clerk.
13. Said proposed acquisitions and improvements are hereby referred to the
Engineer of Work, being a competent person employed by said Counc~ for that purpose;
and said Enginesr is hereby directed to make and file with the City Clerk of said
City a report..in writing~ presenting the following:

City a report in writing, presenting the following:
(a) Maps and descriptions of the lands and easements to be acquired;
(b) Plans and specifications of the proposed improvements to be made
pursuant to this Resolution of Intention;
(c) Engineer's statement of the itemized and total estimated costs
and expenses of said acquisitions and improvements and of the incidental expenses
in connection therewith;
(d) Diagram showing the assessment district above referred to, and
also the boundaries and dimensions of the respective subdivisions of land within
said district as the same existed at the time of the passage of this Resolution of
Intention, each of which subdivisions shall be given a separate number upon said
diagram;
(e) A proposed assessment of the total amount of the costs and ex-
penses of the proposed acquisitions and improvements upon the several subdivisions
of land in said district in proportion to the estimated benefits to be received by
such subdivisions, respectively, from said acquisitions and improvements, and of
the expenses incidental thereto.
14. If any excess shall be realized from the assessment it shall be spent
for the maintenance of said acquisitions and improvements, unless the Council shall
hereafter determine that said amount or any part thereof shall be applied as a credit
to each assessment herein.

15. NOTICE IS ~EREBY GIVEN that, in the opinion of this Council, the areas
contained within said proposed assessment district are the properties which will be'bene-
fited by the maintenance and operation of the grading, including slopes and site and
slope planting, for the proper drainage of the area and for the protection of the
streets to be constructed therein from overflow by water, and that the public interest
and convenience require, and that it is the intention of this Council to form said area
into a grading maintenance district under and pursuant to Chapter 26 of Part 3 of.~Division
7 of the Streets and Highways Code, to be known as "San Bruno Boulevard Area Grading
Maintenance District", for the purpose of maintaining and operating said grading facil-
ities to be constructed and any additions, improvements and enlargements thereto which
may hereafter be made, and that a hearing will be had on said matter by this Council at
the same time as the hearing on said report, at which time any and all persons interested
may be heard.
I hereby certify that the foregoing resolution was regularly intro-
duced and adopted by the City Council of the City of South San Francisco at
a regular meeting held this 6th day of April, 1959, by the following vote:
