THE REDEVELOPMENT AGENCY OF THE
CITY OF SOUTH SAN FRANCISCO
REGULAR MEETING
October 23, 1985
TIME: 7:00 p.m.
PLACE: Community Room, Municipal Services Building, 33 Arroyo Drive,
South San Francisco, CA
CALL TO ORDER: Chairman Richard A. Haffey called the Redevelopment Agency meeting to order
at 7:41 p.m.
ROLL CALL: Present: Chairman Richard A. Haffey; Member Mark Addiego, Member Gus
Nicolopulos
Absent: Vice Chairperson Roberta Cerri Teglia; Member Emanuele Damonte
Also Present: Executive Director C. Walter Birkelo; Deputy Executive
Director Mark Lewis; Counsel Herman Fitzgerald
AGENDA REVIEW: Executive Director Birkelo stated that there was nothing to add nor delete
from the agenda.
APPROVAL OF Motioned by Member Nicolopulos, seconded by Member Addiego that claims as
BILLS: submitted for payment in the amount of $47,618.37 for October 23, 1985, be
approved. Motion as made and seconded was regularly carried.
APPROVAL OF It was motioned by Member Addiego and seconded by Member Nicolopulos that
MINUTES: the minutes of the regular meeting of August 28, 1985 be approved. The
motion as made and seconded was regularly carried.
AGREEMENT Executive Director Birkelo stated that in the staff report it is noted that
RELATING TO some time ago the Agency Board did review the general terms of the proposed
USE OF TAX agreements with the County of San Mateo, and secondly with the San Mateo
INCREMENT FUNDS College Community District, and thirdly with the South San Francisco Unified
FROM U.S. STEEL School District. These agreements basically indicate how we are going to
PLANT SITE handle tax increment revenues derived from the Shearwater of U. S. Steel
REDEVELOPMENT Plant Site Redevelopment Project. In the case of the County, after the
PROJECT: first 10 million dollars in increment has been paid over to the agency, the
County will then share in the increments as they would normally under taxes
collected. In the case of the two school agencies, merely indicates that
if the law is changed by the State to where they become dependent upon
property taxes for their financial base, this agency agrees to sit down
with them and discuss the impact to see what can be done, Our Agency
Counsel Mr. Fitzgerald can answer any questions that you might have.

INCREMENT OF SOUTH SAN FRANCISCO AND CERTAIN TAXING ENTITIES AND ADOPTING FINDINGS
FUNDS FROM PURSUANT TO SECTION 33401 OF THE HEALTH AND SAFETY CODE."

GOOD & WELFARE: Chairman Haffey invited members of the audience to speak on items related
to the Redevelopment Agency.
Lawrence Pera spoke on his objections to the present development going on
in the City.
ADJOURNMENT: It was motioned by Member Addiego, seconded by Member Nicolopulos, that the
Redevelopment Agency meeting be adjourned. The motion as made and seconded
was regularly carried.
