CITY OF SOUTH SAN FRANCISCO
REGULAR MEETING
November 13, 1985
TIME: 7:00 p.m,
PLACE: Community Room, Municipal Services Building, 33 Arroyo Drive, South San
Francisco, California
CALL TO ORDER: Chairman Richard A. Haffey called the Redevelopment Agency Meeting to order
at 7:13 p.m.
ROLL CALL: Present: Chairman Richard A. Haffey, Vice Chairperson Roberta Teglia; Member Mark N. Addiego; Member Emanuele N. Damonte
Absent: Member Gus Nicolopulos
Also Present: Executive Director C. Walter Birkelo; Deputy Executive Director
Mark Lewis; Counsel Herman Fitzgerald
AGENDA REVIEW: Executive Director Birkelo stated that there was nothing to add to nor delete
from the Agenda.
APPROVAL OF It was motioned by Member Addiego and seconded by Member Damonte that claims
BILLS: as submitted for payment in the amount of $18,211.51 for November 13, 1985, be
approved. The motion as made and seconded was regularly carried.
APPROVAL OF It was motioned by Member Addiego, seconded by Member Damonte, that the
MINUTES: minutes for the regular meeting of October 23, 1985 be approved. The motion
as made and seconded was regularly carried.
5th AMENDMENT Planning Director Jean Smith informed the Board that staff recommends adoption
OPA GATEWAY of the resolution adopting the findings and statement of facts and approving
REDEVELOPMENT and authorizing the execution of the 5th amendment. Two items that are noted
PROJECT: as part of the 4th amendment which was adopted in September of 1983, was the
developers' contribution toward the Oyster Point Overcrossing and the possible
increase in hotel rooms permitted within the project area from six hundred to
thirteen hundred to be based upon additional environmental studies. This
amendment will conform the Oyster Point contribution formula adopted in the
fourth amendment to a formula adopted later by the City Council in May, 1985.
Further, it will also expand the permitted number of hotel rooms to thirteen
hundred based upon those enviornmental considerations that were contained in
the supplemental final EIR certified on August 24, 1985.

REDEVELOPMENT PROJECT."
Chairman Haffey stated that the next three items deal with the U, S. Steel
Plant Site Redevelopment Project and the Shearwater Development. What I would
like to do at this time is to continue the meeting until after Item 17 on the
on the City Council agenda, because it would be most appropriate to hear
testimony during the public hearing before taking action on these items.
Before continuing the meeting I would like to give opportunity to Mr. Fitzgerald
to give us an overview of the Owner Participation Agreement.
Mr. Fitzgerald: The Owner Participation Agreement is the agreement between
the City and the Agency and the developer which provides for the construction
of public and private improvements within the U. S. Steel Redevelopment Site.
It sets forth the obligations of the parties as to financing, density,
construction of the improvements, the repayment and the various tax increments
that would be provided. That is a general summary of the agreement itself.
I would be glad to answer any questions you may have either now or at the
public hearing.
Chairman Haffey ordered the Redevelopment Agency Meeting continued to the
City Council Meeting.
