Presentation - Continued. the area encompassed, and to delete some areas that were primarily residential; went through a process for the prelimi- nary plan; they were now in the final redevelopment plan; that an EIR and a report on the redevelopment plan was being prepared; that various documents would be forthcoming in the next few months; and presented maps on the black- board of the project areas. Ms. Martha Nessel, Katz Hollis, further recapped the process: 7/22/88 the City Council adopted the Resolution to create a survey area to determine if a redevelopment project within particular boundaries was justified and needed; on 11/19/87 the Planning Commission selected the project boundaries on that survey area and designated the 1987-88 basis; 4/88 the Redevelopment Agency adopted a Resolution that accepted it for 1988-89 and received the preliminary plan that had been adopted by the Planning Commission, and instructed staff to pre- pare a redevelopment plan; various data had been accumulated to evaluate blight conditions in the project area; that the Calif. Redevelopment Law criteria to establish blight falls under three main components: physical, social and economic which have an adverse impact on the general health, welfare and safety of the community and are grounds for redevelop- ment to mitigate such conditions and sti- mulate the economy of the blighted areas. She summarized the blight findings in their survey: of the approximate 392 buildings in the project area, 180 are 46% in good condition; 151 are 39% in need of minor rehabilitation; 42 or 11% are in need of major rehabilitation; 19 or 5% are in need of extensive reconstruction; conditions of the commer- cial buildings; that the most outstanding adverse physical condition from the sur- vey appeared to be the circulation system; that out of approximately 14 major inter- sections in the project area, six were considered by the S.S.F. Police Dept. to be high accident and risk intersections. 9/21/88 Page 2 1. Presentation - Continued. She spoke of the social conditions in the project area: that the crime figure was the most outstandin9 feature; that 60% of households in the project area qualify by HUD standards as low compared to that Countywide; that the unemployment rate was 6% compared to 4% Countywide, etc. She spoke of reports that would be forth- coming and had to be transmitted to the affected tax agencies and will form the basis to assess any financial detriments they believe this project will cause for the fiscal review process to begin. She stated that the process is generally within 15 days, and the taxing agencies may call for the creation of a review committee; within 30 days they must hold a hearing; and within 40 days from that date issue a report.
