CALL TO ORDER TIME: 7:05 p.m. ROLL CALL PRESENT: Councilmember Addiego, Vice Mayor Garbarino, and Mayor Matsumoto ABSENT: Councilmembers Gupta and Normandy Mayor Matsumoto noted Councilmembers Gupta and Normandy were attending a New Councilmember training out of town. PLEDGE OF ALLEGIANCE PRESENTATIONS San Mateo County Paratransit Current Paratransit Coordinating Coordinating Council Chair. LED BY: Mayor Matsumoto Coordinating Council — presented by Mike Levinson, Council Chair and Nancy Keegan, Former Paratransit Mayor Matsumoto has asked the Paratransit Coordinating Council ( "PCC ") to come and speak in an effort to promote awareness of their services and advocacy. Ms. Keegan and Mr. Levinson explained the purpose of the PCC was to ensure that paratransit services comply with requirements of the Americans with Disabilities Act (ADA); educate the community, persons with disabilities, the Board of Supervisors, transit providers, and PCC members; ensure equal service for all people within the disability community; advocate for high quality paratransit service; monitor paratransit performance and service quality regularly; and educate the public about paratransit services. PCC members are consumers who use paratransit, representatives of Health and Human Service Agencies that serve people with disabilities and seniors, and paratransit providers. To get involved you can attend monthly PCC meetings or quarterly meetings of the Advocacy and Legislation Committee. For more information the public was asked to check the website at www.samnateopcc.org, call 650- 299 -1442 or email the PCC at sanmateopcc2na,gmail.com. • Certificate of Recognition being presented to: Benjamin Nava Public Safety Chief Mike Massoni presented the certificate to Mr. Benjamin Nava, for the assistance he provided in a police investigation. Mr. Nava called the police after seeing a person who had matched the description of an alleged assailant in an earlier stabbing. With his help, the suspect was apprehended and now awaits trial for the attempted murder. Chief Massoni wanted to reiterate to private citizens that their efforts matter very much and are greatly appreciated. Mr. Nava thanked the Chief and Council for the recognition. He was glad he could provide assistance and always tries to be aware. AGENDA REVIEW No changes. PUBLIC COMMENTS Jesus Pena, 20 year resident of South San Francisco, spoke about the loss of his daughter Juliana to Neuroblastoma at the age of 33 months. Out of the tragedy he and his wife have started a 501(c) 3 in Juliana's name, the Juliana's Journey Foundation. He was present tonight to ask for Council's support in raising $25,000 to fund clinical trials with a top notch medical team at UCSF. In partnership with the Elk's Lodge, Everything South San Francisco, SamTrans and several other local businesses, they have been able to generate a considerable amount of support but more was still needed. He hoped others would visit www.julianasjoumey.org to read about Juliana's story and donate what they could. Lastly, he requested to team up with the Council to recognize September as Childhood Cancer Awareness Month. Contact information and brochures were left for Council and the public. Resident Marsha Herr spoke about the removal of the 130 bus from the SamTrans schedule and the negative impact it would have on her. Without this line, she and other disabled or seniors would have no way to travel to downtown to the library or other locations. She felt this would cause a severe hardship for many and hoped SamTrans would reconsider their decision. Resident Laura D'Amico also spoke about the loss of the #130 bus and the effect it would have on her and her neighbors. She expressed frustration over the lack of notice /public outreach and was upset that this was allowed to happen. She was also concerned about the delays this would cause to the ADA compliance work being done on Old Mission Road. She has reached out to SamTrans and Colma officials but has received little help or information. Ms. D'Amico hoped Council could address the situation and let SamTrans know about the hardship this causes to their residents. Mayor Matsumoto stated that City staff was looking into finding a remedy. She also noted the SamTrans Board, of which she s a member, understands the concerns and is looking into it as REGULAR CITY COUNCIL MEETING JANUARY 22, 2014 MINUTES PACE 2 well. Mayor Matsumoto had both speakers contact information and would be in touch with them for further discussion. COUNCIL COMMENTS /REOUESTS In lieu of Council Comments/Requests, Mayor Matsumoto wanted to address an incident that had occurred recently at South San Francisco High School. Reports given state that a naked man entered the girls locker room and confronted five (5) female students on the afternoon of January 13. When parents wanted to address the issue at the school board meeting, the Superintendent told them they were not allowed as the item was not on the agenda. Councilmembers received calls from concerned citizens, and Mayor Matsumoto wanted to let everyone know that the Police Department acted immediately by contacting the state parole board to identify and contact all local registered sex offenders. The victims have since gone to the department and provided a description to a sketch artist, and the drawing has been distributed to the media. Mayor Matsumoto wanted to assure everyone that every effort is being made to identify and apprehend the suspect. As for the school board meeting; President Goodman should have allowed discussion at the meeting as it was not a matter of policy, but a matter of public safety. She understood the frustration from parents about Police personnel not being present at the meeting, but they do not attend the meetings unless invited. She found the incident and its handling unacceptable and urged residents to contact the school board to express their concerns. She noted that, typically, agencies do not comment on one another, but felt this issue was too important to remain silent about. Vice Mayor Garbarino also expressed his shared concern over how the matter had been handled and felt the criticism leveled at the Police Department was unfair and misplaced. He added that, as elected officials it was their responsibility to address important issues such as this and the school board should have done so. He felt the safety of the City's students was paramount and encouraged parents to demand action from their board. Councilmember Addiego sought to clarify the timing surrounding the incident. Public Safety Chief Mike Massoni relayed information on the timing, stating the incident occurred on January 13 and officers were on the scene in a matter of moments. In subsequent days, a sketch artist was arranged and the victims provided a description for the sketch, which was completed and circulated on January 16. Resident Kate MacKay stated she was at the school board meeting and spoke about her frustration with the lack of information being provided and asked why parents had not received robocalls like they do for minor things like schedule changes. She felt parents had a right to know that there was an active predator around, and stated this event as one of a series of events that had been escalating in nature. She would appreciate it if Council could put the pressure on the School District to get important information like this out it a timely and effective manner. On a positive note, Councilmember Addiego reported on an event that he and Mayor Matsumoto attended honoring the California National Guard. While there, they were able to award South REGULAR CITY COUNCIL MEETING JANUARY 22, 2014 MINUTES PAGE 3 San Francisco resident, Private First Class Ian Peacock with a Certificate of Recognition for being named Soldier of the Year. PFC Peacock had competed and won first place in the statewide Best Warrior Competition and will move on to compete in the regional competition. Mayor Matsumoto wanted to know if staff was coming up with a drought contingency plan. Interim City Manager Mattas stated staff would provide a report on the steps being taken to address the expectations of a drought. CONSENT CALENDAR 1. Motion confirming payment registers for January 22, 2014. 2. Resolution approving an amendment to the agreement between the City of South San Francisco and the City of Pacifica to continue to provide Police Communications Services. 3. Resolution approving Consultant Services Agreement with Deborah Glasser, LLC, for labor negotiation services and authorizing the City Manager to sign the agreement. 4. Motion to approve a partial fee waiver request for the American Cancer Society Relay for Life event at Orange Memorial Park on May 17 and 18, 2014. 5. Resolution authorizing the filing of a grant application and acceptance of grant funding for Community Development Block Grant (CDBG) funds allocated through the City of Daly City to support Project Read for FY 2014 -15. Council requested discussion on items two (2) through five (5). Motion: Vice Mayor Garbarino /Second - Councilmember Addiego: to approve consent calendar item one. Motion approved by the following vote: AYES: Councilmember Addiego, Vice Mayor Garbarino, and Mayor Matsumoto. ABSENT: Councilmembers Gupta and Normandy. Item 2 - Councilmember Addiego wanted to take the opportunity to highlight some of the benefits that had resulted out of the contract between the Cities of South San Francisco and Pacifica as he had heard nothing but good from their elected officials. He also asked the Chief to report the net savings for Pacifica as well as the revenue generated for South San Francisco. Chief Massoni reported the contract had been initiated in 2011 and after the first few months had been going quite well, without any negative impact to the City. Presently, Pacifica was looking for greater stability, and the contract set for approval tonight would provide that, by extending the agreement out until 2017. Using 2011 numbers, savings for Pacifica were over $200,000 and revenue for South San Francisco was approximately $100,000. Item 3 - Vice Mayor Garbarino wanted to commend the Human Resources department for removing unutilized services from the current contract and saving the City money. REGULAR CITY COUNCIL MEETING JANUARY 22, 2014 MINUTES PAGE 4 Item 4 - Councilmember Addiego wanted to allow the opportunity for staff to promote the event and raise its profile. Parks and Recreation Supervisor Greg Mediata introduced Alison Baca, Relay for Life coordinator. Ms. Baca explained this year's event would be taking place at Orange Memorial Park on the days of May 17 and 18. The relay is an event in which teams participate by keeping one team member on the walking path for 24 hours. Proceeds go to funding various programs and research, like the Road to Recovery program, a program in which chemotherapy patients are given rides to their treatments. Previously held at South San Francisco High School, the new location hopes to generate higher visibility and possibly more participants. Vice Mayor Garbarino and Mayor Matsumoto noted their participation in past events. Council looked forward to a successful event. Item 5 - Councilmember Addiego noted the attendance of three (3) out of five (5) members of the South San Francisco Library Board of Trustees and asked them to rise for recognition. Present were Trustees Fitzpatrick, Lambertson and Huddleston. Councilmember Addiego asked staff if they could explain how the CDBG funds came by way of Daly City. Project Read Literacy Program Manager, Holly Fulghum- Nutters explained that for the past several years Daly City has paid the City through CDBG to support the learners that have come from Daly City, who make up approximately 25 percent of program participants. The program includes one -on -one tutoring and small group tutoring services at the Jefferson Adult School. Councilmember Addiego pointed out that Project Read has had a long standing association with both Daly City and San Bruno. Manager Fulghum- Nutters agreed and added that services also include the Learning Wheels vehicle, which educates people on financial literacy, and the VITA program, which provides free tax preparation assistance. Councilmember Addiego stated he remembers when the program began and that every year it's as much a source of pride as it was in the very beginning. He was glad this program was centered in South San Francisco. Motion - Councilmember Addiego /Second - Vice Mayor Garbarino: to approve consent calendar items two (2) through five (5).
