SUBJECT: Board and Commission Interviews /Appointments.
RECOMMENDATION
It is recommended that the City Council consider the attached citizen applications for
appointment to the open seats on the respective Board, Commission or Agency applied for;
and that Council interview each citizen. It is further recommended that upon completion of
the interviews for the positions, Council move to appoint residents to respective full terms
on the Cultural Arts Commission, Parking Place Commission, San Mateo County Flood
Control District and South San Francisco Bicycle Pedestrian Advisory Committee.
BACKGROUND/DISCUSSION
On January 15, 2014, due to expiration of terms and resignations, the City Clerk's Office initiated
recruitment for the Boards and Commissions referenced below. The recruitment period was later
extended in an effort to garner further interest.
a. Cultural Arts Commission - Two (2) seats are vacant due to resignations. Two (2)
applicants may be appointed to serve respective partial terms to expire June 13, 2016.
b. Parking Place Commission - One (1) seat is vacant due to term expiration. One (1)
applicant may be appointed to serve a partial term to expire December 31, 2016.
C. San Mateo County Flood Control District - One (1) seat is vacant due to a previously
unfilled vacancy. One (1) applicant may be appointed to serve a full term to expire
March 31, 2018.
d. South San Francisco Bicycle Pedestrian Advisory Committee - One (1) seat is vacant due
to resignation. One (1) applicant maybe appointed to serve a respective term that has no
expiration.
The City Clerk's Office posted the attached Notices of Term Expirations and Vacancies on
January 15, 2014 and March 13, 2014 at City Hall, the Municipal Services Building, City Hall
Annex, West Orange Library and the Grand Avenue Library. A statement announcing the
vacancies and identifying the application deadlines including a link to the application has been on
the City's website homepage during the recruitment periods. Notification was sent to the Agenda

Distribution list maintained by the City Clerk's Office. A brief announcement of the term
expirations and vacancies was posted on the Community Channel until the expiration of the
application periods.
SUMMARY OF MEETING TIMES TERM LENGTHS /LIMITS AND AGENCY PURPOSE
The Cultural Arts Commission meets on the third Thursday of every month at 7:00 p.m. in the Betty
Weber Room of the Municipal Services Building located at 33 Arroyo Drive in South San Francisco.
Commissioners are appointed to four (4) year terms and are limited to three (3) consecutive terms. The
Commission encourages and promotes cultural arts activities within the community and acts as an
advisory body to the City Council matters pertaining to the arts and cultural affairs.
The Parking Place Commission meets the second Tuesday of the month at 5 p.m. at City Hall.
Commissioners are appointed to a three (3) year term with a limit of appointment to four (4) consecutive
terms. The Parking Place Commission acquires, administers, maintains, operates, manages and enforces
the rules governing parking spaces and parking lots located within Parking District No. 1, which
encompasses most of the downtown business district. It further exercises powers set forth in the Streets
and Highway Code of the State of California.
The San. Mateo County Flood Control District ( "SMCFCD ") meets quarterly on the second Tuesday
of the last month in the quarter at 3:00 p.m. at South San Francisco City Hall. Members are appointed to
a four (4) year term. The SMCFCD oversees financing of flood control projects in San Mateo County.
The South San Francisco Bicycle and Pedestrian Advisory Committee ( "BPAC ") meets on the first
Wednesday of each month, at 6:00 p.m. at the City Hall Annex located at 315 Maple Avenue in South
San Francisco. There is no term limit for this Advisory Committee. The BPAC reviews and/or
prioritizes TDA Article 3 bicycle projects, as well as participates in the development and review of
bicycle plans.

Center Authority, Housing Authority Tenant Commission, and Parking Place Commission as
follows:
Conference Center Authority: Commissioner Formosa's, Commissioner Nicolas', and
Commissioner Yoschak's respective terms will expire on March 27, 2014.
Housing Authority Tenant Commission: Commissioner Murillo's term expired on
March 31, 2013.
Parking Place Commission: Commissioner Parenti's term expired on December 31,
2013.
The above identified incumbents are eligible to file applications for reappointment. The City
Council will consider incumbents' applications along with any others filed with the Office of
the City Clerk as set forth below.

The Conference Center Authority meets on the third Monday of every other month, at 4:45
p.m. at the South San Francisco Conference Center. Commissioners are appointed to four (4)
year terms and are limited to three (3) consecutive terms. The purpose of the Authority is to
manage, operate, market, maintain, and promote the South San Francisco Conference Center,
