INTERVIEWS /APPOINTMENT
RECOMMENDATION
It is recommended that the City Council consider the attached citizen applications for
appointment to the open seat on the South San Francisco Planning Commission and that
Council interview each citizen. It is further recommended that upon completion of interviews
for the position, Council move to appoint a Commissioner to respective partial term that was
created by the resignation of Commissioner Eugene Sim.
BACKGROUND /DI S CUSS ION
On May 6, 2014, the City Clerk's Office initiated the recruitment process for the following
Commission vacancy:
a. South San Francisco Planning Commission - One (I) seat is vacant due to a member's
resignation. One (1) applicant maybe appointed to serve a partial term to expire December
31, 2014.
The City Clerk's Office posted the attached Notice of Term Expirations and Vacancies on Tuesday,
May 6, 2014 at City Hall, the Municipal Services Building, City Hall Annex, West Orange Library
and the Grand Avenue Library. A statement announcing the vacancy and identifying the application
deadline including a link to the application has been on the City's website homepage during most of
the recruitment period. Notification was sent to the Agenda Distribution list maintained by the City
Clerk's Office. A brief announcement of the vacancy was posted on the Community Channel until
the expiration of the application period. The City's Interim Social Media Coordinator posted notice
of the vacancy and a link to the application on the City Hall's Facebook page and Twitter account.
The Clerk's Office accepted applications until 5:00 p.m. on Friday, June 6, 2014.

SUMMARY OF MEETING TIMES, TERM LENGTHS /LIMITS AND AGENCY PURPOSE
The Planning Commission meets the first and third Thursdays of the month at 7:00 p.m. at the
Municipal Services Building. Commissioners are appointed to a four (4) year term with a limit of
appointment to three (3) consecutive terms. The purpose of the Planning Commission is to make
recommendations as to the orderly, physical growth and development of the community in relation to
land subdivision, planning and zoning. It makes recommendations in matters of zoning changes,
variances, special use permits, parcel maps, subdivision maps and other related matters.

The applications identified below are qualified. The City Clerk's Office has confirmed the
applicants are registered to vote in the City of South San Francisco.

AGENCY RESPONSIBILITIES & MEETING TIMES
The Planning Commission meets the first and third Thursdays of the month at

REQUIREMENTS: To be considered for appointment, persons must be registered to

the requisite preparation.
Submission of an application pursuant to the process set forth below and appearance
before the City Council for a public interview at a Special Meeting on a date to be
determined.

AUTHORITY
RECOMMENDATION
It is recommended that the City Council approve a resolution approving interim funding for Fiscal
Year (FY) 2014 -2015 for the South San Francisco Conference Center Authority. The Conference
Center Authority met on Monday, June 16 to consider the FY 2014 -2105 budget.
BACKGROUND
To enable the continued operation of the Conference Center while the FY 2014-2015 budget is
finalized, it is recommended that the City Council approve interim funding for FY 2014 -15 for ninety
(90) days through September 25, 2014. The interim funding appropriation is one third (113) of the
approved FY 2013 -14 budget.

A RESOLUTION APPROVING INTERIM SPENDING AUTHORITY FOR
THE FIRST 90 DAYS OF FISCAL YEAR 2014 -15 FOR THE
SOUTH SAN FRANCISCO CONFERENCE CENTER
WHEREAS, the Conference Center Authority's authority to expend funds granted under
prior budget resolutions expires June 30, 2014; and
WHEREAS, a resolution must be passed to allow for continued operations until the
budget is adopted, assuming the budget is not adopted prior to June 30, 2014; and
WHEREAS, it is the intention of the City Council to grant interim spending authority to
allow the 2013 -2014 operating budget to be continued for a period of ninety (90) days from July
1, 2014 in the amount of one -third (113) of the approved Fiscal Year 2013 -2014 budget.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San
Francisco hereby approves 'interim spending for the first 90 days of the fiscal year, through
September 25, 2014, in the amount of one -third (113) of the approved Fiscal Year 2013 -2014
budget.
