Purpose of the meeting:
1. Call to Order. TIME: 6:07 p.m.
2. Roll Call. PRESENT: Councilmember Gupta, Vice
Mayor Garbarino and Mayor
Matsumoto
ABSENT: Councilmembers Addiego and
Normandy
Before proceeding, Mayor Matsumoto explained the format of the meeting. Public comments could
be made this evening, but she mentioned there would be a number of opportunities to comment at
future meetings of a more formal setting.
3. Public Comments—comments are limited to items on the Special Meeting
Agenda.
Belen Seara of the San Mateo County Union Community Alliance expressed excitement about the
project but still felt in had fallen short of meeting the community's affordable housing needs. She
had hoped to meet with the City Manager in the coming weeks to discuss ways the Plan could be
improved upon and meet more of the community's needs.
Clarissa Cabansagan with TransForm congratulated the City for the plan and reported that they were
pleased to see the work regarding public transportation and other livability measures. However, the
plan was silent on issues of affordable housing, and further transportation improvements were needed
for current residents rather than being mainly focused on those East of 101. Further study of the Plan
was being conducted with the intent of submitting detailed recommendations on how to build on what
was characterized as a good start.
Mayor Matsumoto requested TransForm submit a letter on the City's behalf when applying for future
TIGER grant funding.
4. Informational Meeting/Open House.
• Preview of the South San Francisco draft Downtown Station Area Plan.
City Manager Mike Futrell welcomed and thanked the attendees. He then provided detail on the
remaining processes that would be taking place over the next few months, which included two
additional Public Hearings; one of the Planning Commission and one of the City Council. Plan
adoption was targeted for December 2014 or January 2015. Tonight's presentation was to introduce
the Plan, and bring it to life for the residents. With that, he introduced Barbara Maloney, Urban
Planner and Designer for BMS Design Group.
Barbara Maloney of BMS Design Group gave a detailed presentation on the Downtown Station Area
Plan for community members in attendance. Attendees were then invited to visit the various
information tables, where staff was available to address the questions or concerns they may have
about the Plan.
Staff received a variety of comments that generally expressed positive feedback about the Plan, but
several comments were received concerning the loss of affordable housing and gentrification of the
area.
5. Adjournment.
Being no further business, Mayor Matsumoto adjourned the meeting at 8:30 p.m.
