RESOLUTION ADOPTING RE:-0RT
Vfhereas the City of South San ?r~,ncisco did on the 29th da~ of June, 191~, pursuant to
a resolution referring to work to City Engineer, District No. L. of th~s Board of Trustees,
file with the City Clerk his report in writings containing his recommendations as to the best
methods of doing the work and making improvements referred tonin said resolution, and des-
cribed in said report as 'follows; to-wit: That a drsin for storm water be constructed
of solt ~lazed, vitrified se'~er pipe as follows:
Beginning at a point on the southerly line of California Avenue 40.6£ feet east of the
east line o~ ~ivision Street ~nd rmnning thence North £9 degrees £? minutes West 1Z.~ feet.
with a diameter of twenty-four (~.~) inches: thence westerly and paralle~ to the southerly
line of ~l~fornia Avenue a diameter of twenty-four (,:4) inches~, to the southwest curb
corner of San Bruno Road and California; continuing thencewith a diameter of eighteen (18)

that a manbole be constructed at the termtnation of the first course of said drain hereinbefore
described; th..t said work be dohe in all respects in accordance with the plains, pr6files,
cross-sections and specifications therefore prepared for by the City Engineer ef the City of
South San Francisco, marked Exhibit Z and annexed to his report to ~he Board of Trustees
as to the best method of doing said work and r~aking the said improvement, and also in
pursuance of an act of the Legislature of the State of California, known as the "Local
Improvement Act of 1901"; that the contractor to whom the work is awarded shall furnish
the city with a bond in the sum of Seven Hundred Dollars, with such responsibae surety
corporation (legslly qualified to carry on business in the State of California) as
guarantor, as shall be approved by said Beard ef Trustees, Conditioned for the fauthful
performance of the worI[ proposed to be done, together with a bond for such sum as is
required by law, for the protection of all perso, ns, firms and corporations, furnishing
material er labor to said c~ntract~r; and
Whereas the said Beard of Trustees has considered said report; now therefore be it
Resolved that said report as filed by said City Engineer be, and the s~ne hereby
is ad~pted; that an assessment is hereby levied ul~on the lands ~r~ s',~bdivi~i~¥~
land Shown on the map of the district benefitted by said improvement c~ntained in E~h~bit 5
~ttached t~ said report, each ef which dubdivisions is given upon said ma? a separate
number in red ink, in and to the amo~uut ef benefits which each of said lots or parcels of
land will receive fr~n said improvement, which amounts and estimated and set forth in
Exhibit 6 attaached to said report, which estimates are hereby adopted as and determined
to be the amounts of benefits such lots will receive from said improvement, and which
district is hereinafter described, but said ~ssessnent shall not constitute a lien upon
the property until all persons interested have had an opportunity to be heard, as here-
inbe fore provided.
And said Board of Trustees hereby determines:

briefly describe the work of the improvement proposed, and refer te this resolution for

a free public library in and for the said municipality; and
~ereas no free public library now exists in s~id m~icipality; now therefore,.
The Board of Trustees of the Git? of South San Pr~ncisco do ordain as follows;
Section 1. There is hereby estabkished a free public library in and for s~id City
of South San Francisco, in accordance with an act of the Legislature of the State of California
entitled "~ act To ~rovide for the Establishment and ldaintainance of Public Libraries Within
~!~ioipalities," approved 5%aroh ~Sm !9Pl.
Section ~. Said public library shall be managed by a board designated as the bo~d of
library ~rustees, consisting of five membersto be a~ointed by the President of the Biard of
Trustees of said City of ~outh San Francisco, by and ~;ith the consent of the Board of Trustees o
~f said City. Said public library shall be mana~edin all respects as provided in the act
~f the Legislature of the State of California hereinabove mentioned.

next meeting of the Board. The following resolution was then introducted by Trustee
Cunn ingham :
,Whereas in 1897 the Legislature of the State of California enaated a law fixing the
compensation to be paid for labor upon all work performed un, er the direction, control, or by
the authority of ~ny officer of this State acting in his official capacity, or Lu~der the
direction, control, or by the authority of any municipal corporation within this State, or
of any officer thereof acting as such, at two dollars per d~y; and
Whereas the conditions which .~ustified this legislation in 1897 now justify an in-
crease in the smo~uat fixed by the law as the minimum wage for public work; and
Where as a movement has been stage'ted by organized labor in the City of South San
~rancisco toward secruing an amendement to the said enactment whereby the minim~n compensation
to be paid for labor on public work shall not be less than two and one-half dollars per
d~y; and
Whereas this movement is in every way commendable ~nd worthy of energetic sup?ort;
Resolved by the Board of Trustees o~ the City of South San ~r~ncisco that d
said Board hereby approves of the proposed amendment and recommends that it receive the
sup?crt of all citizens who have the interest and welfare of labor at heart.
