Regularly adjourned meeting of t~e Board of Trustees of the City of South San Francisco
held Tuesday May ~lst, 1921, at the City hiall.
The meeting was called to order by Trustee G.W.Eolston,President of the Board, at eight
o'clock p.m.
Roll Call.
Roll call foand the following Trustees present, to-wit;-
F.A.Cunningham, A.J.Esohel~ach,H.Scampini, G.W.HolstonJ
Absent, Trustee, L.G.Eardy Jr.
The minutes of the previous were read and upon motion of Trustee Cunningham seconded by
Trustee Seampini and regularly carried were approved.
A communication wes received from deputy U.S.Internal Revenue Collector Frank ~oppiano
asking for the use of apace in the City Hall on June the 6th, next for the purpose'of interviewing
tax-payers. The Board granted him~the use of the City Engi~ee~soffice for the occasion.
The Pacific Coast Steel Company had a communication before the ~oard asking its co-
operation or consent'in'changeing'the system of drainage from under their nurposed new building
opposite the S.P.Depot,to along Industrial Way. The matter was t~ken under advisement and the Clerk
instructed to answer the company to that effect.
The Pacific Gas and Electric Company submitted blue prints and a request for permission
to set electric light poles at the intersection of Chapman and Randolph Avenues, Peck's sub-division
and on Maple Avenue at the alley between Grand and Miller Avenues. Granted.
The following bills were next presented for payment:-

The bills having been approved by the Finance committee Trustee Cunningham moved they be
paid. The motion was seconded ~y Trustee Eschelbach a~d regularly carried.

RESOLUTION OVERRULING PROTEST.
The following resolution was introduced by Trustee~Cunningham;-
Whereas the Board of ~rustees of the City of South San Francosc~, did, on the 2nd day of
May, 1921,pass its Resolution of intention~40 to order certain street work to be done and improvements
to be made unon Industrial Way from the northerly line of Swift Avenue to the southerly line of Butler
Road under and in pursns,nce to the "Improvement Act of 1911" and the amendments thereto,the locatiom
and character of said proposed work being fully described in said resolution of intention,which is
hereby expressly referred to for further particulars; and
Whereas Southern Pacific Company made a protest or objection in writing to the work proposed
to be done in said Resolution of Intention and delivered th~ same to the City Clerk before the hour
set for hearing such objections:and
Whereas,at the time set for hearing protests or objections, said Board of Trustees proceeded
to hear said protest or objection, and said Drotest or objection having been duly heard and considered
Resolved by'the Board of Trustees of the 0ity of South Sen Francisco that said protest or
objection ~g~inst s~id proposed work or improvementbe, and the same hereby is overruled and denied.
Resolved further, that said Board of Trustees finds that said protest is made by the owners
of les~ th~n one-half of the area of the property to be assessed for said improvements.
I hereby certify that the foregoing resolution was regularly introduced and adopted
by the Board of Trustees of the City of South San Francisco, this 3! st day of May, 1921.by the

RESOLUTION 0RD~LRING TEE WORK
The following resolution was introduced by ~rustee Scampini:-
Resolved that,whereas the Board of Trustees of the ~ity of South Ban francisco did,on the
2nd day of May, 1921,pace its Resolution of Intentiom $40 to order the hereinafter described work
to be done in said City,which Resolution of Intention was duly and regularly published as required
by law,as appears from the affidavit of Robert Speed now on file in the office of the City Clerk of
said City; and
Whereas notices of the passage of said Resolution of Intention No.40 headed "Notices of
Improvement act" were duly and legally posted along the line of said contemplated work or-improvement,
and in front of all the property liable to be assessed therefor,and along all the open streets within
said district,in form and mamner as required by law, as appears from the affidavit of Ceo. A.~meese,
Superintendent of ~treets of said City,who,after the completion of the posting ef said notices,filed
hie affidavit in the office of the Olty Clerk, making oath that he c~mpleted the posting of said notices
on the llth day of May, 1921; and
Whereas the only protest or objection presented has been disposed of in time, form and manner
as required by law, and said Board of Trustees has found that said protest was made by the owners
of less than one-half of the area of the property ~ be assessed for said improvement~; therefore
be it resolved that public interest and convenience require the work hereinafter described, and the
Board of Trustees of the City of South San Francisco hereby orders the following work to be done in
said §ity, to-wit;
That Industrial Way be graded to official line and grade from the northerly line of ~wift
, Avenue to the southerly line of Butler Road,and for the width particularly shown on the plans
hereinafter mentioned and referred to, but excepting such portions of Said'InduStrial Way as are
required by law to be kept in repair by any person or company having railroads tracks thereon;'
That a Shitty-six (35) inch corrugated, galvanized iron culvert be comstructed across
Industrial Way st a point 175 feet southwesterlyfrom the intersection of the center line of Industrial
Way with the center line of Cedar Avenue, at the particular location shown upon the plans hereinafter
mentioned and referred to, that a Thirty-six ~36) inch corrugated, galvanized ~ron culvert be construe-
ted across Industrial Way at a point 140 feet northeasterly from the intersection of the center line
.of Industrial Way with the center line of Cedar Avenue, at the particular location shown upon the
plans hereinafter mentioned and referred to.
All work herein provided for shall be done to official grade and in accordance with the
special plans and specifications for said work,which plans and specifications are enti~ led "Plans
and specifications for improvement work on Industrial Way, in the City of South San Francisco, County
of San Mateo, State of California, which stree~ is fully shown upon the plahs hereto attached, which
are made a part hereof", which plans and specifications were heretofore adopted by ~aid Board Of
amd on Maple Avenue at the alley between Grand and Mil~er Avenues. Granted.

for the location and extent of the work to be done hereunder and for a particular description of
the bounda~&es of the district herein mentioned. All such work is to include any and all street
intersections and street terminatioms,opposite terminations of,in and to said ~treet and those to
'the resDective l~es above mentione~, as is shown ~pon said plans. ~ny duplication in any of the
work hereimbefere described shall be ignored. There is excepted, however.from the above mentioned
work, any and all ~uch work as has been done to official grade.
An~ said Board of Trustees did, in said Resolution of Intention ~o.AO, determine and declal
that said proposed work and improvemtnt is of more than local or ordinary public benefit, and will
affect and benefit the land~ and district hereinafter described, which said district is declared
in said Resolution of Intentioa, to be the district benefit&ed by said work and improvement,and
that therefore the entire costs and expenses of said work and improvement ~hall be made chargeable
against ~nd shall be assesse~ upon said lands and district,except as herein expressly ~r~vided,
which district l~ within said City of South San Francisco,County of ~an Mateo. state of California,
a~d particularly bounded and described as follows, to-wit;

Ail of the herein proposed work shall be done in pursuance of an act of the Legislature o~
the ~tate of California,designated a~ "The Improvement Act of 1911",approved April 7, lgll, and
amendments thereto.
The City Clerk is hereby directed to post a notice of said work together with the plans az
specifications therefor,conspicuously for ~ days(5)on or near the ~ouncit ~hamber door imviting
sealed proposals for doing the work ordered. He is also directed to publish a notice inviting suc!
proposals, and referrin~ to the ~necificatio~s posted or on file by two(2) insertions in"~he Ente~
~ weekly newspaper ~ublished and~circulated in said City of ~outh ~an ~rancisco, ~nd hereby desi~
for the purpose.
