Regular meeting of the Board of Trustees of the City of South San Francisco held Monday, Septembe
18th,1922.
The meeting was called to order, at ?;30 o'clock p.m. by Trustee G.W.Helston, President of the
Board.
ROLL CALL,
Roll call found all Trustees present, to-wit;-
F.A,Cunningham, A.J.Eschelbach, L.G.Hardy Jr., H.Scampini and G.W.Holston.
The minutes of the previous meeting were read and upon motion of Trustee Cunningham seconded
by Trustee Eschelbach and regularly carried were approved as read.
A reply was received from the S~reen Service Bureau, in connection with their request for a ..
dance permit, stating that the organization is purely social, and composed of people who are interested
in moving picture and theatrical work. Permit granted.
A communication was received from Mrs. Carrie E.Winterhalter asking the Board to place safety
signals at the curve~ at the Martin School to protect the children of that district, and also asking
that the speed of autos be regulated at. the curve mentioned. Referred to the City Marshal. The report of Fire Chief Truax for the month of August was'received and accepted.
The Pacific Telephone and Telegraph Ce wrote asking the return of the $15.00 check deposited
to cover ..... '~ :. , excavation work and installing one inch pipe across Walker Avenue in June of this
year. The wor~ having been completed to the satisfaction of the city the clerk was instructed to return
check.
This being the date set for the openin~ of bids for the Electrolier Lighting syctem Trustee
Cunningham moved that the bids be opened. The motion was seconded by Trustee Eschelbach and regularly
carried.

· RESOLUTION OF AWARD.
Whereas the Board of Trustees of the City of South San Francisco did, in open session, on the
18th day of September, 19SS,publicly open, examine and declare all sealed proposals or bids for doin~
the following work in said city, to-wit;
That Grand Avenue from the center line of Division Street to the westerly line of Spruce Aven~
Linden Avenue from the southerly line of Commercial Avenue to the northerly line of Miller Avenue and
San Brunch Road from the nbrtherly line of Grand Avenue to the southerly line of L~: Avemue, be impr¢
by furnishing and installing thereon and therein Sixty-two (62) steel reinforced, cement concrete six
lamp electroliers at the places indicated on the plans hereinafter mentioned, complete with Elobes,
sockets,lamps, cut-out openings, cut-outs,and copper wires, said electroliers to be fastened with wr¢
'iron bolts and cement concrete bases having galvanized conduit eIls; and also ~y laying therein, unde
ground, galvanized iron conduits and five (5) cast iron Junction boxes and insulated copper wires wi
Four (4) conduits all as shown upon said plans, and by connecting said electroliers and lamps and sa~
circuits to a central terminal box to be located a~ the northeasterly corner of Eiller Avenue and Lin
Avenue, as more particularly shown upon said plans.
There is included in the work and improvements to be done herein all intersections and
terminations occurring on said Grand Avenue, Linden Avenue and San Bruno Road within the lines'
hereinbefore described.
The streets hereinbefore referred to are shown upon that certain map entitled "South San Fran
San ~ateo Co. Cal., Plat No. l", which map was filed in the office of the County Recorder, of the
County of San ~ateo, California, March lst,1892, and recorded in Map Book No. 2 at page 52.
All work herein provided for shall be done to official grade and in accordance with the speci
plans and specifications for said work, which plans and specifications are entitled "Plans &nd specif
tions for the construction of improvement work on portions of Grand Avenue, Linden Avenue and San Bru
Road in the City of South San Francisco, County of San Nateo, State of California, which streets and
avenues are fully shown upon the plans hereto attached, which plans are made a part hereof", which pl
and specifications were heretofore adopted by said Board of Trustees on the ?th day of August, 1922,
and are now on file in the office of the City Clerk, and to which plans and specifications reference
is hereby made for a further description of said work and for the location and extent of the work to
done hereunder and for a particular description of the boundaries of the district herein mentioned. A
duplication of the work hereinbefore described shall be ~gnored.
And said ~oard of Trustees does hereby determine and declare that said proposed work and
improvement is of more than local or ordinary public benefit and will affect and benefit the lands an
district hereinafter described, which district is hereby declared to be the district bensfited byaai
work and improvement, and that therefore the entire costs and expenses of said work and improvement
shall be and are hereby made chargeable against and shall be assessed upon said lands and district,
except as hereinafter expressly provided, which district is within said~City of South San Francisco,
County of San ~ateo, State of California, and particularly bounded and described as follows, to-wit;
Beginning at the northwesterly corner of lot numbered One (1) in block numbered One Hundred a
Two (102), as shown upom that certain map hereinbefore mentioned; running thence easterly in a straig
line to the northwesterly corner of lot numbered One (1) in block numbered One Hundred and Twenty-fiv
(125); thence northerly in a s~raight lin. to the northwesterly corner of Lot numbered One (1) in blo

Notice is hereby given that the p~tent license agreement with the American Cement Products
Company,dated June ~Zrd, 1922, with reference to the work and improvements hereinbefore described is ~
on file in the office of the City Clerk of said City of South San Francisco.
Notice is hereby given that serial bonds to represent unpaid assessments, and bear interest
the rate of Seven (7) per cent per annum, will be issued hereunder in the manner ~provided in the
"Improvement Bond Act of 19i5" and~the amendments thereto, the last installment of which bonds shall
mature Nine (9) years from the second day of July next succeeding Nine (9) months from their date.
Except as hereinbefore provided,all of the herein ~roposed work shall be done in pursuance
an act of the Legislature of the State of California, designated as the "Improvement Act of 1911" app
April ?th, 1911, and amendments thereto.
Resolved that said Board of Trustees hereby rejects all said proposals or bids except that ~
herein mentioned, and hereby awards the contract for doing said work and i~provement to the lowest re

"Improvement Bond Act of 1915" and the amendn~enZs thereto, the last installment of which bonds shall
mature Nine (9) years from the second day of July nezt succeeding Nine (9) months from their date.
Except as hereinbefore provided,all of the herein proposed work shall be done in pursuance
an act of the Legislature of the State of California, designated as the "Improvement Act of 1911" app
April 7th, 1911, and amendments thereto.

days on or near the Council Chamber door of this board and also to publish this notice by Two (2)
insertions in"~he Enterprise", a weekly newspaper printed and published in said city snd hereby
designated for that purpose by said Board of Trustees.

cents to be paid to said Oity of South San~Francisco upon each One Hundred (lO0) Dollars of the property
taxable by said municipality within said City of South ~'an Francisco, and hereby levied upon for the
purposes of the several funds hereinafter named for the fiscal year beginning July l, 192£, and ending
June ZOth, 1925,be, and the same hereby are designated as follows;

The claims having been approved by the finance committee Trustee Eschelbach moved they be paid.
The motion was seconded by Trustee Hardy and regulsrly carried.
There being no further business before the Board Trustee Scampini moved to adjourn until
