BOARD OF' TRUSTEES OF THE CITY OF SOUTH SAN FRANCISCO
~ HELD~.MONDAY, MAY 14th,1923.
- ~ ~ Pursuant to' adjournment the Board of Trustees of the City cf'South San Francisc° met in
'~egmlar adjourned session in ~he City Hall on May 14,1923.
The meeting was called tc c~der at 7;30 o'ClOCk p.,m. by G.W,Holston, President of the Bc
of Trustees.
There were present the following Trustees: A.J.Eschelbach,G.W.Holston, J.W'Pitt and H.Scs
Trustee F.A.Cunninghamwas absent.
Upon motion made by Trustee Eschelbach, seconded by Trustee Pitt and regularly carried,
the reading cf the minutes of the previous ~eeting was dispensed with.
This being the date set for the opening of bids for the construction of a sidewalk on
the South side of Swift Avenue easterly from the right of way of the Southern Pacific Railroad Compa~
TruStee Eschelbach moved that the bids be opened. The motion was seconded by' Trustee Pitt and regulaz
carried.
The following bids were then opened and read;

RESOLUTION OF AWARD
Whereas the Board of Trustees of the City of South B~n Francisco did, in ope~ session, on
the lath day of May, 1925, publicly open, examine and declare all sealed proposals or bids fordoin~
~the following work in said city, to-wit:
That Swift Avenue from'the Easterly boundary line of the'right of.waylof the Southern Pac~
railroad ~ompany to a line drawn at right angles to the south b~undary line of Swift Avenue at a poi
in said s~uth booj~dary line 525 feet easterly from %he e~gle point in the southerly line of Swift Aw
immediately easterly from~the southerly termination of Allerton Avenue ~ on the southerly side thereo~
but excepting such portions of said avenue as are required by law to be kept in repai~ by any person
company having railroad tracks thereof, be improved by grading and the constrUction of a decomposed
granite sidewalk, the construction of wooden bridges, and a corrugated iron culvert and a vitrified
glazed ironstone pipe sewer.
~11 work herein provided for shall be done to official gra~e and in aco~ance with the
plans and specifications for said work, which plans and specifications are. entitled "Plans and speci:
cations for the construction of street improvement work on the southerly side of Swift Avenue in the
City of South San Francisco, County of San ~teo, State of California, which avenue is fully shown u]
the plans hereto attached, which plans are made a part hereof", which plans and specifications were
tofore adopted by said Board of Trustees on the 2nd day 'of April, 1923, and are now on file in the
of the City Clerk, to which plans and specifications reference is hereby made for a full description
said work and for the location and extent of the work to be done hereunder and for a particular desc~
of the boundaries of the district herein mentioned. All such 'work is to include any and all street ix
sections and street terminations and opposite terminations og, in and to all the above mentioned str~
and those to respective lines above mentioned, as is more particularly Shown upon said planS. Any
duplication in any of the work hereinbefore described shall be ignored. There is excepted, however,
the above mentioned work any and all such work as has been ~l=eady done to official grade.
And said Board of Trustees did, in said Resolution' of Intention, determine and declare
said proposed work and improvement is of more than local or ordinary public benefit and will affect
benefit the lands and district hereinafter described, which sai~ district is in said Resolution of
Intention declared to be the district benefited by said work and improvement and that therefore the
costs and expenses of said work and improvement'shall be chargeable against and shall be assessed
said lands and district,except as hereinafter expressly provided, which district is within said City

Notice is hereby given that serial bonds to represent unpaid assessments and bear interest
at the rate of seven (7) per cent per annumwill be issued hereunder in the manner specified in tbs
"Improvement Bond Act of 1915" and the~amendments thereto, the last installment of which bonds shall
mature nine (9) years from the 2nd day of July next succeeding nine (9) months from~ their date.
Except as hereinbefore provided, all of the herein proposed work shall be done in pursuanc.
of an act of the Legislature of the State of California, designated as the "Improvement Act of 1911",
approved April 7,1911, and the amendments thereto.
Resolved that said Board of Trustees hereby rejects all said proposals or bids except
that next herein mentioned, and hereby awa~s the contract for doing said work and improvement to the
lowest responsible bidders, to-wit: John J.Granfield'and Arthur Granfield, copartners doing business
under'the firm name and style of San Francisco Motor Drayage Co., at the prices named in their bid,
to-wit:
Grading, ninety-four (941 cents per cubic yard; decomposed granite sidewalk, eight (8)
cents per square foot; wooden bridges, four hundred ((400) dollars.each; twenty-four (24) inch sewer,
three and 50/]00 dallars ($3.50) per lineal .feet; storm water culvert, two and 50/100 dollars ($2.50)
per lineal foot.
The City Clerk is hereby directed to post notice of this award aonspicuously for ~ive
(51 days on or near the Council Chamber door of this'board and also to publish this notice by Two (2)
insertions in"~he Enterprise", a weekly newspaper printed and Published in said city and hereby
designated for that purpose by said Board of Trustees.
I hereby that the foregoing resolution was regularly introduced and adopted by the Board
of Trustees of the City of South San Francisco this 14th-day of May, 1923, by the following vote;-
Ayes, Trustees A.J.Eschelbach, J.W.Pitt, H.Scsmpini, G.W.Holston.
Noes, Trustees, None.
Absent, TruStees, F.A.Cunningham.

ORDINANCE NO.120.
ORDINANCE NO. 120, entitled "An ordinance calling a special election in the City of South
San Francisco, County of San Mateo, State of California, for the purpose of submitting and submitting
to the qualified'electors of the City of South San Francisco; a municipal corporation, a proposition
to incur a bonded indebtedness thereof to pay the cost of certain public m~micipal improvements, the
cost of which said municipal improvements will be too great to be paid out of~the ordinary annual
income and~evenue of said City of South San Francisco, and will, in addition to the other expendi-
tures of said City of South San Francisco, exceed the income and revenue provided for in any one Y~ar,
and fixing Monday the 9th day of July, 1923, as the date upon which said election shall be held; the
manner of holding said election~and voting for or againstmincurring such indebtedness; also declaring
the estimated cost of said proposed public improvements, the amount of the principal of the indebtednes~
to be incurred therefor, and the rate of interest to be paid thereon.
The prooosition to be submitted, and so submitted to the qualified electors of said City o~
South San Francisco, being the incurring of a bonded indebtedness of $58,000.00 for the acquisition,
· construction and completion by the City of South San Francisco, a municipal corporation, of a system~
of sewers in San Bruno Road from Chapman Avenue to the north boundary line of said City and in Butler
Road,including an outfall sewer and the acquisition of the necessary rights of way for said outfall ~
sewer, and a system of sewers in that portion of said City lying west of Chestnut Avenue", was form~l~
introduced by Trustee Pitt and laid over to come up in the regular order of business at the next
regular meeting of the Board of Trustees.

Scampini, seconde~ by Trustee Pitt and regularly carried, said Board of Trustees adjourned.
