CALL TO ORDER: 7:05 p.m. (Cassette Tape No. 1)
ROLL CALL Present: Boardmembers Fernekes, Mullin and Penna,
Vice Chair Matsumoto and Chairman Datzman.
Absent: None.
AGENDA REVIEW: No changes.
CONSENT CALENDAR
1. Motion to Approve Minutes of the August 11, and September 22, 1999 Regular
Meetings.
2. Motion to Confirm Expense Claims of October 13, 1999, in the amount of $1,848,701.57
Motion-Fernekes/Second-Mullin: To approve the Consent Calendar as presented.
ADMINISTRATIVE BUSINESS
3. Motion to Approve Lease Agreement with the County of San Mateo for Space at 306
Spruce Avenue (South San Francisco Health Clinic)
Staff report presented by Redevelopment Project Manager Beyer.
Boardmember Mullin commended the health clinic for being able to provide its services
in only 40% of the building's space. He discussed Dr. Aguilar's lease, which still has
nine years left on it, and the possibility of that space being part of the health clinic at
some point.
" Chairman Datzman announced that the health clinic's open house celebration is October
26, 1999.
Motion-Mullin/Second-Femekes: To approve a lease agreement with the County of San
Mateo for space at 306 Spruce Avenue. Unanimously approved by voice vote.
4. Motion Authorizing a Contract with the California Dream Alliance to Provide First Time
Homebuyer Seminars
Staff report presented by CDBG Coordinator Fragoso.
Mr. Rick Ochsenhirt, 323 Holly Avenue, realtor, stated his concerns regarding the
seminar program and that they will be presented exclusively to low income people; he
felt they should be open to all. He also stated that, as a realtor, he helps to educate first
time homebuyers everyday, for free.
Boardmember Mullin voiced his concern, and disagreed that only low income people are
were having problems buying a home. He felt the program should be opened up to
others.
Mr. Walter Zhovreboff, 427 42n'l Avenue, Suite A, San Francisco, representing
California Dream Alliance (CDA), explained how the education program operates, and
that it has been offered in San Mateo and Millbrae. He stated that realtors are not
included in the seminars because people want a neutral place free of pressure.
Boardmember Penna asked how the City found out about the program and Coordinator
Fragoso stated Mr. Zhovreboff, approached the City with a proposal. Mr. Zhovreboff,
added that the program area is expanding.
Boardmember Penna felt that expending public funds for the program was not
worthwhile. He stated that a good realtor will provide this type of service. The
discussion continued with Mr. Zhovreboff, regarding the pros and cons of the program.
Vice Chair Matsumoto suggested the program be opened up to participating realtors and
Mr. Zhovreboff, agreed but stipulated that realtors need to be neutral during the seminars.
She also mentioned that the information packet that was submitted to the Agency just
before the meeting started was informative but should have been submitted in advance.
Boardmember Penna further questioned the merits of the program with Mr. Zhovreboff,
and how the money will be expended. Mr. Zhovreboff, indicated that it is $750 per
seminar.
Chairman Datzman stated he had been approached several months ago to discuss the
benefits of the program and felt it has some positive benefits.
Mr. John Prouty, 705 Hill Avenue, realtor representing San Mateo County Association of
Realtors (SAMCAR), stated that SAMCAR does not have any problem spending public
funds with CDA's seminars as long as they are open to realtors. He also stated that CDA
is not a non-profit agency.
Chairman Datzman agreed that the seminars should involve South San Francisco realtors,
and that the $5000 expenditure spread over a three year period, is an excellent
investment.

Boardmember Mullin stated he could not vote on the item in its current form and asked
that it be brought back when issues about the program are verified. He suggested a new
staff report be prepared that is supported by the local and non-profit industry.
There was a consensus from Council to continue the item for two or more weeks, if
necessary, for staff to prepare a revised staff report.

Motion-Penna/Second-Femekes: To adjourn the meeting at 7:45 p.m. Unanimously approved
by voice vote.
