The Board of Trustees of the City of South San Francisco met in regular session in the C City Nail on November 5th,19£3. The Board was called to Order at 7;J0 o'oclock p.m. by G.W.Holston, President of the Board of Trustees. There were present the following Trustees; F.A.Cunningham, A.J.Eschelb~ch,J.W.Pitt,H.ScRmp and G.W.Holston. The minutes of the previous meeting were read and upon motion by Trustee Cunningham, seconded by Trustee Eschelhach and regularly carried, were approved as read. An application foz a soft drink license was received from John O'Connor, Tan Foran Avenue. Bond for the same not having been filed the clerk w~s instructed to notify the applicant to procur one. Louis Belloni, secretary of the Police Committee, made application for a permit to hold a dance in Fraternal Hall, Saturday evening, November 24th,next, under th~ auspices of the Police Department. Granted. W.E.Lucchesi,~14 Mil~er Avenue, made request for the refund of his taxes, having an honors discharge from the U.S.Navy. The clerk was instructed to request him to submit his discharge papers Standard 0il Company made application for a permit to construct and operate a gasoline sta at the north-west corner of Miller Avenue and San Bruno Road. Action postponed pending the reconstr tion of the Zone 0rdin~nce. The reports of the Eealth Officer, City Marshal, Fire Chief,Building Inspector, City Nurse City Recorder, City Treasurer and City Clerk for the month ending 0c~ober ~1,192~, were nex~ read. The City Recorder's report showed collections of $~89 for t~e month, while the report of the City Clerk showed the following balances in the various funds;- General Fund,$8945..70,Library Fund,ST14 Sinking Fund for sewers,~334.45,Factory District Sewer Fund,$469.82,"lg19 Bonds,$1581.74,Antituberc Fund~$122,76,Weed F~und of $65.67 returned to General Fund,Revolving Fund, ~100.00, Street Funds, Se A ,$?.91, Set B ,$11.02, Set. 0 ,$82.~5, Ser. On motion by Trustee Cunning seconded by Trustee Scampini the reports were accepted as read. This being the date set for hearing protests~against the improvement of Grand Avenue betwe Chestnut and Mission Road, President Holston asked if there were any persons present who wished to object to the purposed improvement, or any written protests against the same. None appearing Truste, Cunningham accordingly introduced the following resolution; N0.52 RESOLUTION ORDERING THE WORK. Resolved that,whereas the Board of Trustees of the City of South San ~rancisco did, on th, Sth day of October, 1923, pass its Raae~tion of Intention Nq. 52 to order the hereinafter describe. work to be done and improvement to be made in said city, which resolution of intention was duly and regularly published as required by law, as appears from the affidavit of Robert Speed now on file i~ the office of ~he City Clerk of said city; and Whereas notices of the passage of said Resolution of Intention No. 52 headed "Notices of i provement" were duly and legally posted along the line of said contemplated work or improvement and front of all the property liable to be assessed therefor, and along all the open streets within the trier hereinafter described, infform and manner as required by law, as appears from the affidavit o~ George A. Eneese, Superintendent of Streets of said city, who, after the completion of the posting , said m0tices filed his affidavit in the office of the City Clerk, making oath that he completed the posting of said notices on the~iL~Ath day of October, 1923; and Whereas at no time has any person delivered to the City Clerk of said city or to said Boa~ of Trustees a written protest against said work, or any part thereof, or against the extent of the , trict ~ereinafter described, or against both said work and s~id district; therefore be it resolved' public interest and convenience reRuire the work hereinafter described, and the Board of ~rustees o~ City of South San ~ranclsco hereby orders the following work to be done in said city,to-wit: That Grand Avenue from the easterly line of Chestnut Avenue to the ner'therly line of Missl Road in said city be improved by constructing ther~x a cement concrete combined curb and gutter, i~ uding the excavation for the same, and by s~nstructing therein cement concrete sidewalks, including grading for the same; and by constructing therein a brick catch basin with east ir~a g~am~and cove~ Ail work herein provided for shall be done to official grade and in accordance with the sl ial plans and specifications for said work, which plans and specifications are entitled "Plans and specifications for the construction of improvement work on Grand Avenue from the easterly line of Cl nut Avenue to the northerly line of Mission Road in the City of South San ~rancisco, County of San ! State of California, which streets and avenues are fully shown upon the plans hereto attached, whicl made a part hereof", which plans and specifications were heretofore adopted by said Board of Truste, the 8th ~ay of October, 1923, and are now on file in the office of the City Clerk, to which plans ~ &pesifieatinns reference is hereby made for a full description ,~ ~aid work and for the loc~tion an~ tent of the work to be ~emm hereunder and for a particular description of the boundaries of the di~ herein mentioned. Ail such work is to include any and all street intersections and street terminati~ and opposite terminations of, in and to all the above mentioned streets and those to respective lin, above mentioned, as is more particularly shown upon said plans. Any duplication in any of the work inbefore described shall be ignored. T~re ~s excepted however, from the above mentioned work any ~ all such work aa has been already done to official grade. Saving, excepting and excluding from said district all public streets, avenues and alleys. lanes, courts and places included Said Board of Trastees hereby orders that the entire costs and expenses of the constrUctio~ of said improvement work on the portion of Grand Avenue included between a line drawn at right angle~ to the center ~ine Of Grand Avenue 6?4 feet westerly from the easterly line of Chestnut Avenue meas- ured along the center line of Grand Avenue, and a line drawn at right angles to the center line of GrandAvenue 1055 feet westerly from the easterly line of Chestnut Avenue, measured along the center line cf ~and Avenue, and on that portion of Grand Avenue included between a line drawn at right angles to the eenter line of Grand Avenue at a point 1762 feet westerly from the easterly line of Chestnut Avenue, measured along the ~enter line of Grand Avenue, and the northerly line of Mission Road, shall be Paid out of the general fund of the treasury of the City of South ~ah Francisco. Ordinance No. 121 entitled "An ordinance calling a special election in the City 0~ 3outh San Francisco, County of San Marco, State of California, for the purpose of submitting and lng to the qualified electors of the City of 3outh San Francisco, a municipal corporation, a propo- sition to incur a bonded indebtedness thereof to pay tY~ e~st~:~e~ain'~pnbX~e municipal improve- ments, the cost of which said municipal improvements will be too great to be paid OUt of the ordin- ary annual income and revenue of ~kid City of South San Francisco, and will. in add~tion to the othe: expenditures of said City of South S.an ~rancisco, exceed the income and revenue provided for in any e~e ~ar,~a~d fixing Monday the 3rd day of December, 1923, as the date upon which said election shal~ be held; the manner of holding said election and voting for or against incurring such indebte&ness; also declaring the estimated cost of said proposed public improvements, the amount of the principal of the indebtedness to incurred therefor, and the rate of interest to be paid thereon. Upon motion made by TFustee;Cunningham, seconded by Trustee Eschelbach, and carried by the unanimous vote of all eh~d trustees, said ordinance was duly adopted, The following resolution was introduced by Trustee Eschelbach:- Resolved by the Board of Trustees of the City of 3outh~San Francisco that JoBn Skrine be and he hereby is appointed as a police officer of said City, said appointment to become effective cn the 15th day of ~ovember,_ _1923.
