The regular meeting of the Board of Trustees of the City of South San Francisco was held
in the City Hall Monday evening December Jrd,19g3.
The meeting was called to order at ?:30 o'clock p.m. by Trustee G.W.Eolston, President of tl
Board.
ROLE CALL.
Roll call found the following Trustees present, to-wit;-
Trustees, A.J.Eschelbach, J.W.Pitt,H.Scampini,and G.W.Holston.
Absent, Trustees, F.A.Cn~ningham.
The minutes of the previous meeting were read, and upon motion by Trustee Eschelbach, secon~
by Trustee Scampini and regularly carried were approved as read.
The clerk was instructed to write the Pacific Gas and Electric ~ompany and request that
replace the broken electrolier pole near Fraternal Hall, including globe.
The cl~rk was also directed to communicate with the light company and instruct them to keep
the city lights burning all night, instead of turning half off at midnight.
The reports of the Fire Chief,Building Inspector, Electrical inspector, City ~arshal, Healt]
Officer, City Recorder, City Treasurer and City Clerk for the~monthdending November J0th were then
read. The report of %he City Recorder showed colloctions of $468 for the month, while the report
the City Clerk showed the following balances in the various funds;-

RE~0LUTION OF AWARD.
Whereas the Board of Trustees of the City of South San Francisco did, in open session, on
the 5rd day of December, 1925, publicly open, examine and declare all sealed proposals or bids
for doing the following work in said city, to-wit:
That Grand Avenue from the easterly line of Chestnut Avenue to the northerly line of
Mission Road in said city be impzoved by constructing therein a cement concrete combined
curb and gutter, including the excavation for the same, and by constructing therein cement
concrete sidewalks, including, the grading for the same; and by constructing therein a brick
catch basin with cast iron frame and cover.
Ail work herein provided for shall be done to official grade and in accordance with
the special plans and specifications for said work, which plans and specifications are
entitled "Plans,and specifications for the construction of improvement work on Gran~ Avenue
from the easterly line of Chestnut Avenue to the northerly line of Mission Road in the City
of South San Francisco, County of San Mateo, State of California, which streets and avenues
are fully shown upon the plans hereto attached, which are made a part hereof", which plans
and specifications were heretofore adopted by said Board of Trustees on the 8th day of
October, 192~, and are now on file in the office of the City Clerk, to which plans and
specifications reference is hereby made for a full description of said work and for the
location and extent of the work to be done hereunder'and for a particular description of
the boundaries of the district herein mentioned. Ail such work is to include any and all
street intersections and stree~ terminations and opposite terminations of, in and to all
the above mentioned streets and those to respective lines above mentioned, as is more
particularly shown upon said plans. Any duplication in any of the work hereinbefore
described shall be ignored. There is excepted however, from the above mentioned work any
and all such work as has been already done to official grade.
And said Board of Trustees did in Resolution of Intention No. 52, determine and de- '
clare that said proposed work and improvement is of more than local or ordinary public
benefit and will affect and benefit the lands and district hereinafter described, which
said district is in said Resolution of Intention No. 52 declared to be the district bene-
fited by said work and improvement and that therefore the entire costs and expenses of
said work and improvement shall be made chargeable against and shall be assessed upon said
lands and district, except as hereinafter expressly provided, which districe is within said
City of South San Francisco, County of San Mateo, State of California, and particularly
bounded and described as follows, to-wit:
Beginning at the intersection of the southerly line of Grand Avenue with the easterly
line of Chestnut Avenue in the City of South San Francisco; running thence along the
easterly line of Chestnut Avenue south 15 degrees 55minutes west 277.5 feet; thence at
right angles north 74 degrees 27 minutes west 240.00 feet; thence south 15 degrSe Z~ minutes
west 14.25feet~ thence north 74 degrees 27 minutes west 265.62 feet to the southeasterly
line of Oak Avenue; thence northwesterly in a straight line to a point ~n the northwesterly

The City $1erk is hereby directed to post notice of this award conspicuously for
five (5) days on or near the council chamber door of this board and also to publish this
notice by two IE) insertions in "The Enterprise" a weekly newspaper printed and published
in said city and hereby disignated for that purpose by said Board of Trustees.

This date, December 3rd,1923; having been designated as the date for a hearin~ on
an assessment covering improvsment work described in Resolution of Inte~tio~:No~ 5l~
President Holston asked if there were any persons present who wished to file ob-
jections against the assessment.
None appearing, Trustee Escha]bach introduced the following Eesolution:-

RESOLUTION CONFIRMING ASSESSMENT.
Whereas George A. ~neese, the Superintendent of Streets of the Oity of South ~an
~rancisco, did, on the End d~y of November, 192S, duly file with the City Clerk of .said
city an assessment covering the improvement work described in Resolution of Intention
No. 51, passed and adopted by the Board of Trustees of the City of South San Franci~'co
on the End day of April, 19~S; and
Whereas the City Clerk thereupon duly fixed Monday, the Zrd day of December, 19ES
and the council chamber of the Board of Trustees of said city in the city hall as the
time and place when and where all persons interested in the work done under said assess-
ment, or in said assessment, would be heard by said board; and
Whereas said notice has been duly posted and published as.required by law, and said
City Clerk has also given notice of the filing of said assessment and of the time and place
fixed for the hearing thereon by ~ailing post c~rds to the owners of the property affected
by said assessment,as required by law, as appears from the affidavits of Daniel McSweeney,
said City Clerk, and Robert Speed; and
Whereas no person has at any time appealed to the Board of Trustees of the City of
South San Francisco or made objection to said assessment;

The matter of amending the Zone Ordinance to admit industries to enter certain territory
was next taken up.
The President of the Board asked if there were any persons present who wXShed to enter
objections to the proposed change.
There being none Trustee Scampini accordingly introduced the following resolution:-

industrial districts or zones in the City of South San Francisco", passed and adopted
by the Board of Trustees of the City of South San Francisco on the 19th day of June,
1922, be amended so that said sections shall, as amended, read as follows:

an assessment covering improvsment work described in Resolution of Intehtio~:No~ 5I~
President Holston asked if there were any persons present who wished to file ob-
jections against the assessment.
None appearing, Trustee Eschalbach introduced the following Hesolution:-

Whereas George A. Encase, the Superintendent of Streets of the Oity of South B~u
~rancisco, did, on the End d~y of November, 19ES, duly file with the City Clerk of ~said
city an assessment covering the improvement work described in Resolution of Intention
No. B1, passed and adopted by the Board of Trustees of the City of South San Francisco
on the End day of April, 19S~; and
Whereas the City Clerk thereupon duly fixed Monday, the Brd day of December, 192~
and the council chamber of the Board of Trustees of said city in the city hall as the
time and place when and where all persons interested in the work done under said assess-
ment, or in said assessment, would be heard by said board; and
Whereas said notice has been duly posted and published as.required by law. and said
City Clerk has also given notice of the filing of said assessment and of t~e time and place
fixed for the hearing thereon by mailing post cards to the owners of the property affected
by said assessment,as required by law, as appears from the affidavits of Daniel McSweeney,
said City Clerk, and Robert Speed; and
~hereas no person has at any time appealed to the Board of Trustees of the City of
South San Francisco or made objection to said ~ssessmen~;
Resolved by the Board of Trustees of the City of South San Francisco that said as-
sessment be, and the same hereby is confirmed.

The matter of amending the Zone Ordinance to admit industries to enter certain territory
was next taken up.
The President of the Board asked if there were any persons present who wXShed to enter
objections to the proposed change.
There being none Trustee Scampini accordingly introduced the following resolution:-

· hereas, on the 26th day of November, 1923, the Board of Trustees of the City of
South San Francisco made a tentative report of its recommehdations that sections l, 2
and ~ of Ordinance No. 117 entitled "An ordinance establishing residence, business and
industrial districts or zones in the City of South San Francisco", passed and adopted
by the Board of Trustees of the City of South San Francisco on the lgth day of June,
192~, be amended so that said sections shall, as amended, read as follows:
Section 1. All the territory of the City of South San Francisco lying north of
Railroad Avenue, prolonged to the westerly boundary line of said city, and westerly from
the following line; commencing at the intersection of the center line cfi.Railroad Avenue

with the center line o~ Linden Avenue; thence at right angles northerly along the center
line of Linden Avenue to the center line of Commercial Avenue; thence at right angles easter-
ly along the center line of Commercial Avenue produced easterly to the center line of Cypress
Avenue; thence northerly along the center line of Cypress Avenue to the center line of Baden
Avenue; thence easterly along the center line of Baden Avenue to a point which is Seventy-
five 175) feet westerly from the westerly line of San Bruno Road, measured on said center
line; thence northerly and parallel with the westerly line of San Bruno Road to the Souther-
ly line of Linden Avenue extended northeasterly; thence easterly along said southerly line
of Linden Avenue, produced, to the easterly line of San Bruno Road; thence northerly along
the easterly line of San Bruno Road to the north boundary line of said City of South San
Francisco, except the pSrtion of said territory which is described in section 2 of this
ordinance, is hereby determined and declared to be a residence district.
Section 2. ~here is hereby excepted from the land described in section I of this
ordinance the land described as follows:
Beginning at a pbint formed by the intersection of the center line of Pine Avenue with
the center line of Cypress Avenue, as shown upon that certain nap entitled "South San
Francisco, San Mateo Co., Cal. Plate No. l, which nay was filed in the office of the County
Recorder of the County of San Mateo, California, March 1, 1892, and recorded in Map Book
No. 2 at paye 52; thence southerly along said center line of Cypress AvenUe to the inter-
section thereof with the center line of the alley in block numbered 138, as shown upon
said map; thence westerly, along the center line of said alley produced westerly across
Zinden Avenue and along the center line of the alley of block 125 to the line produced north-
erly, separating lots 2 and 3 in said block 126, as shown upon said map; thenc$ at right
augles southerly along the westerly boundary line of lot numbered 2 in said block 126 to the
center line of Miller Avenue; thence westerly along the center line of Miller Avenue to the
easterly boundary line of lot 29, in block 116, produced northerly; thence southerly along a
line formed by the westerly boundary line of lot 29 and lot 12, in said block 115, to the
center line of Grand Avenue; thence easterly along the center line of Grand Avenue to the
intersection thereof with the line separating lot 37 from lot 38, in block ll?, produced
northerly; thence at right angles southerly along said line spearating said lots ~? and ~8
to the center line of the alley in said block ll~; thence at right angles easterly along tbs
center line of said ~lley in block ll7 to the centsr line of Maple Avenue; thence southerly
along the center line of Maple Avenue to the center line of Baden Avenue; thence easterly

along the center line of Railroad Avenue to the center line of Linden Avenue; thence at

The bills having been audited by the finance committee Trustee Eschelbach moved they be
paid. The motion was seconded by Trustee Pitt and regularly carried.
There being no further business before the Board, Trustee Eschelbach moved to adjourn until
