CITY OF SOUTH SAN FRANCISCO,HELD ~0NDAY,
AUGUST 18TH~1924.
The regular meeting of the Board of Trustees of the City of South San Francisco was
held in the City Hall Monday evening, August 18th,19£4.
The meeting was called to order at 7;80 o'clock p.m. by Trustee H.F.McNellis, ~residez
of the board.
ROLL CALL.
oll call found all members of the board present, to-wit;-
rusteos, Carl Blank,F,A.Cunningham, A.J.Eschelbach,H.McCaffrey, and H.F.McNellis.
The minutes of the previous meeting were read and there being no errors or omissions
were approved as read.
A comnunication was received from J.0.Snyder, Superintendent of the Western Meat Com
in reply to the city's letter requesting the removel of his company's sign, which is obstructing
the effect of the City's illuminated sign at Tan Foran Road, stating the sign would be moved at an
date and expressing regret that his sign was detrimental to the illuminating effect of the city's ~
Communication ordered filed.
A petition was received from Joseph P.Lopez asking permission to hold a dance in Frat
Hall Saturday evening September 20th,1924, under the auspices of the S~anish-Speaking People'sSoce
of South San Francisco. commemorating Mexican's Independence Day. Permit Granted.
A communication was received from Robert D.Duke, attorney-at-law, acting as collectio~
agent for the A.J.Kane Detective Ageny, and making demand for the sum of $584.90, stated to be due
the Kane Detective Agency f by the City of South San Francisco for the past year. On t~e advice o
City Attorney the Clerk was instructed to reply to the letter and demand stating an action is Dend
against the city for the payment of similar cliams to the Eane Detective Agency and the latest cl~
cannot be recognized pending the action of the court.
A communication was rcceived from Lloyd W.Thayer, General Manager of the South San
Francisco Land & Improvement Company, stating he had appeared before the Board of Rivers and Harbo~
Washington, P.O. in behalf of the development of the South San Francisco Harbor. The letter stated
no decision has as yet been made, but when it is handed down it will probably eoncnr with ~n~£
Deakyne and upon the same premises. The clerk nas instructed to reply to the letter thanking ~r. Ti
for his efforts in behalf of South San Francisco's development.
A communication of inquiry concerning the garbage situation was also received from Ll~
Thayer. He requosted information regarding his proposition made in February of thi~
year to fence i~ a district~suitable for garbage purposes, and offering to furnish keys of a gate
to any persons designated by the Board of Trustees. President McNellis appointed a committee co~si~
of Trustees Cunningham and McCaffrey to confer with the Manager of the Land ~o. with a view to for~
a satisfactory arrangement.
City Attorney Davis submitted a communication from Leo H.Sussmann of the law departmen'
of the Pacific Gas & Electric Company in relation to securing a franchise for his company in South
San ~rancisco, said company not having previously ~ecured nne. Mr. Sassmann stated that he is will~
to prepare a draft of a proposed application and franchise if the matter is brought to the attent~
of the Board of Trustees, and waive the five year provision of the Act governing the franchise and
percentage payments commence when franchise is granted. The City Attorney explained that with ali'
urther tim~!~ he might make still better tzrms for th~ city.
~'An application for a pool room license was received from ~attle & Duffey, 211 Grand Av,
and grante~by the following vote;-
Ayes,Trustees, Blank,Cunningham Eschelbach, McCaffrey. McNellis.
Noes, Trustees, None.
Ab~'ent Trustees, None.
Applications for soft drin~ licenses were received from Mattle & Duffey and Mrs, Andre~
Os~rom and granted by the following vote;-
Ayes, Trustees, Blank, Cunningham, Eschelbach, McCaffrey, McNellis,

Absent, Trustees, None.
The reports of the Health Officer and the Fire Chief for the month ending July Zlst,191
were received and accepted.
This being the date set for the opening of bids for the construction of sewers in the
North Factory District and San Bruno and Butler Roads Trustee Cunningham moved that bids be opened
The motion was seconded by Trustee Eschelbach and regularly carried.
Accordingly the following bids were opened and read by the clerk;-
