REQUI~R MEETING OF THE BOARD OF TRUSTEES OF THE
CITY OF SOUTH S~ FRANCISC0 HELD TUESDAY,
SEPTF~ER ~ND,1924.
The regular meeting of the Board of Trustees of the City of South San Francisco was
held in the City Hall Tuesday evening,September £nd,19~, ~onday, September 1st being a legal
Holiday.
The meeting was called to order at ?;Z0 o'clock p.m. by Trustee H.F.~cNellis, President
of the Board.
ROLL CALL.
Roll call found the following trustees presentoto-wit;-
Trustees, Carl Blank, F.A.Cunningham, H.McCaf£rey,H.F.I¥~cNellis.
Absent, Trustee, A.J.Eschelbach.
Trustee Eschelbach appeared after roll call.
The minutes of the previous meeting were read and there being no errors or omissions
were approved as read.
A communication was received from John Tacchi asking for a dance permit for the ¥irden
Employees who wish to hold a dance in Fraternal Hall on the 27th of September. Permit granted.
A p. tition was received from the Avalon Club, asking for permission to hold Sunday
DanCe Matinees in Fraternal Hall S~nday~ afternoons. Permission was granted for a period of one
month.
The South San Francisco Land & Improvement Company petitioned the boar'd to establish
the grade along Ashton Aven~e to Cummings Avenue in order to permit the laying of water mains in
that distr~ict. Referred. to the City Engineer.
The City of San Brtmo wrote an invitation to the Board of Trustees and City Officials
to attend Admission Day Celebration there on September 9th.Accepted and filed.
~ A communi.cation was receiw~d from the Merchants Association of South San Francisco
concerning the peddiing of goods in the city without license. After discussion the city attorney
and City Marshal were instructed to attend the n.xt meeting ~of the Association and confer with them
a.s to the best method of handling the situation. The Association had requested that ormof their
members be appointed a deputy ~iarshal i'or this particular work only. without remuneration.
Quotations for Brass Stencils for street signs were received by Trustee Cunningham
from Dye & Co and ~agnus & Co. Dye and Co quoted $8~.7~ for 39 Brass Stencil Plates and ~iagnus
& Co quoted $38 for the same number an~ material. The committee in charge of the matl~er was
request.d to proceed to purcha~se the $3~ stencils.
Mrs. J.M.Baradat made application to the board for a permit to construct an extension
tO' her restaurant building at ~0~ Grand Avenue, the same-to be 14xZ£ feet in dimensions, to be built
of brick and to conform with the building laws of She city. Permit granted.
Mrs. Gertrude Molinari made application for permission to open a store at #659 Bade~
Avenue. The location being in the residential district where stores are prohibited the matter
taken under advisement.
A letter was received from Frederickson & Shannon withdrawing their protest against
the awarding of the sewer contract to Eaton & Smith, and asking for the return of their check and
~bid. A telegram later requested the city clerk to hold the check 'and bid and ignore~the letter.
The clerk explained that the check and bid had been returned before the arrival of the telegram.
Communications ordered filed.
Application was made by the ~Iomazzini Estate for a duplicate of check #6~, lost since
issued in January. The clerk w~s instructed to issue a duplicate on information from Tr~zstee
Cunningham, administrator of the estate, that the original had~ not been cashed.
A petition signed by thirteen property owners in block 126½ was read, asking that sewers
and pavement be placed therein. Referred to the city engineer, who advised theft the season i~~ ·
probably too far advanced to commence proceedings of this character.
John Colombo, representing property owners in High School Park asked action by the board
in the construction of alleys in his vicinity. He w~s informed the matter would be given the attentiom
of the engineer, and would probably take the same course as proposed work in block 126~.
Fire Chief Truax reported the streets in Peck's Lots in need of cleaning. The clerk was
instructed to notify the street sweeper to attend to the matter.
City Marshal Belloni asked the board to m~ ke a ~:~onthly allowance to Officer Bianch'ini
for the use of his machine which is being used for police duty. It was decide(~ by .the board that
the sum of $30 :per month should be allowed for this service and the board voted unanimously for
the appropriation.
l~arshal Belloni made a recom~aen~ation that the city jail be provided with heavy wire
screen to prevent the passag, o£ arms or other weapons to prisoners. The Custodian was instructe~
to have. the wor~ attended to.
· Trustee l~icOaffrey suggested the pay of city laborers should be increased to $4.~0 per
day, and made a motion to that effect. The motion was seconded by.Trustee Eschelbach and~ carried
by th~ unanimous vote-of the board.
~.~ The reports of the Fire Chief,Electrical Inspector, City ~iarshal,City Recorder and
City clerk for the month ending August Zlst,19S& were next read. The report of the City Recorder
showed collections of $610 for the month while the report of the City Clerk showed the following
balances in the various funds, $ "General fund,$10,78Z.~0','Library fund" $61~.~8,"191Z Sewer funds"
$179.7~, "1919 Bonds", $8,112.08,,"192Z Sewer Bonds",$55,o89.76,';Street Improvement Fund",$~.,
Revolving Fund" ,$100. , "Street Fund Series", $270.91. Total Balance in ~ll funds,$ 75,185.48.
On motion by Trustee Eschelbach seconded by Trustee Cunningham the reports were accepted as read.
RE~0~UTION AUTHORIZING THE EXECUTION OF
CONTRACT.
Trustee Blank introduced the following resolution;
Whe~'eas, this Board has made an
award of~contract to Eaton & Smith for the installation, construction and completion of a sewer
system in the North ~actory Section of th~ City of South San ~rancisco, and whereas Said ~aton
& Smith has executed in duplicate contracts for the doing of,~Said~'~ork, and has furnished the
necessary bonds as required by law;
Now therefore be it resolved by the Board of Trustees of th, City of South San Francis~'o
that the President of the Board of Trustees of said City on behalf of said City do e~ecute the
said contracts, and approve~the bonds,should same be sufficient.

& Smith has executed in duplicate contracts for the doing of:Said.'Work, and has furnished the
necessary bonds as required by law;
Now therefore be it resolved by the Board of Trustees o~ the City of South San Prancis~'o
that the President of the Board of Trustees of said City on behalf of said City do execute the
said contracts, and approve, the bonds,should same be sufficient.
I hereby certify that the foregoing resolution was duly and regularly :?assed this 2nd
day of ~eptember, 1924, by the following vote:
